been charged with being an unfit animal owner and he could face additional, more serious charges. >> this pit bull puppy out of the rambler at 4511 tipton lane in alexandria, one of eight puppies and adult dogs seized when police executed a search warrant on the home. the owner was recently arrested on an unrelated charge and released. some of the dogs appeared traumatize asked carried out by animal control officers. others looked thin, but were able to walk out on their own. many had been rescued from padlocked cages. police also confiscated dog training equipment. including three treadmills, harnesses, heavy chains, and a device to forcibly mate two aggressive dogs. officers carried out boxes and bags of evidence.

neighbors peered out their windows, but said nothing. >> the dogs are part of an on going criminal investigation. they will be examined and treated by a veterinarian if necessary. before their futures are determined. reporting live from alexandria, andrea mccarren, 9news now, back to you. >> good thing it was stopped, thank you. the aclu filed a lawsuit on behalf of a d.c. resident. now this suit claims daily's smart phone was wrongly taken away by a d.c. police officer. when he used it to photograph another police officer, allegedly mistreating another citizen. police later returned the phone, but he says its memory card was taken out. federal transportation officials say last month's train derailment in ellicott city caused $2.2 million in property damage. that derailment killed two young women. they were signature on a railroad bridge and buried in coal. the national transportation safety board says its information is the cause of that accident to take up to 18

months. >> and the ntsb is out with the report back in july. you may remember it, three planes got uncomfortably close to each other after a change in takeoff and landing patterns. a miscommunication is what led to that incident. the agency also recommends a warning system for all large commercial airliners to avoid aircraft collisions from the ground. >> and safety is a big concern about reagan national and all of the nation's airports. and that's why one viewer brought to our attention of this photo. now it looks innocent enough, but family flying a kite, but actually turns out that is illegal. and 9 wants to know why. kites aren't just illegal, they are also off limits at dangerfield island south of the airport. u.s. park police tell us it is just an abundance of caution with all the low flying planes and aviation safety issues. they want to make sure nothing

distracts the pilot or gets sucked into an engine. >> as for the airport itself, changes are in the works. we learned of some plans to upgrade terminal a at reagan national. the short-term fixes include a new passenger screening check point and some expanded baggage carousels. >> after strong criticism for lavish travel spending and insider contracts. last month, the federal transportation secretary, the mayor of d.c., and governors of virginia and maryland question the board's practices and demanded changes. as peggy fox reports, the first big change did come today. so did another strong rebuke. >> i want to make it absolutely clear that this board takes your questions and concerns very seriously. >> mike, chair of the metropolitan washington air force authority which runs both local airports and building the

silver line, had one more misstep to clean up. >> i'm deeply troubled. >> just as they would try to redeem itself by the inspector general and elected leaders, three board members blasted ceo, jackpotter's hiring of riley who recently resigned from the board. >> it was mentioned to me on a few occasions that the governor of virginia did not want riley on the board any longer. >> anybody that would look at this would leave with an impression that she was paid off to get off this board of directors. >> the ceo said though he followed the rules, he would not do it again. >> looking back, i would not. >> riley will leave her job next month with a healthy package. that is per new ethics guidelines. however, a new policy is not in place yet. the executive board rejected the draft proposal. members didn't like the restrictions on recommending friends and relatives for jobs here at the airport. the board did adopt a new

travel policy, which contains spendy limits and requires approval before taking trips. >> the bottom line is, we are putting in best practices and it is our job to make sure that we follow those practices and that we earn whatever trust we have lost. >> peggy fox, 9news now. >> potter says they are also getting rid of no bid single contracts and future contracts will go through a competitive process. the board is also planning to vote on new finalized ethics policies in two weeks. >> former president bill clinton is the big headliner at tonight's democratic national convention. but today, all of the talk is on a major change to tomorrow night's schedule. randall is in charlotte with details. >> crews are tearing down the stage at bank of america stadium where president obama was supposed to accept his party's nomination. the threat of severe weather forced convention planners to move thursday's program inside.

that growing debt means that congress and whomever wins the white house in november, the current ceiling of $16.4 trillion. one day after we learn that food stamp requests are at a record high in this country, the u.s. department of agriculture announced today that one in every 5 children in this country struggled to fill their tummies last year. that amounts to about 16.5 million kids. that's a record high. the study found that more families are getting help from federal nutrition programs like food stamps and wic. apparently a bit of a problem with your washington post overnight. if you're a subscriber, your paper just didn't include anything at all about the first lady's speech at the democratic national convention or even the nats game. the paper says it is all because of a problem with the production technology and the post issued a statement on its

success and a record during today's space walk outside the international space station. first, astronauts were able to finish the job with a stubborn bolt that has been plaguing the project since last week. during the effort, americans broke the record for the most space walking hours by a woman. japan's airways says it aborted the takeoff of a new boeing 787 dream liner after a

leaking high drollic pump forced them to return to the terminal. white smoke spewed from the aircraft. none of the people on board were hurt. that aircraft has been taken out of service for inspection. a california family plans to sue american airlines. they say they were kicked off their flight because their son has down syndrome. it happened sunday. when the family was trying to fly first class from newark to los angeles. after being denied their seats, joan started recording the incident. >> okay, my question is, why are you singling me out and saying -- why aren't you telling them and them and all these people that have children that they have to -- >> in a security controlled area. >> american airlines said 16- year-old was agitated running around the gate prior to boarding. the airline said efforts to calm him were unsuccessful. and for the safety's sake, the airline offered to book the

i'm barack obama, and i approve this message. mitt romney's position on women's health...it's dangerous. vo:mitt romney and paul ryan would get rid of planned parenthood funding. and allow employers to deny coverage for cancer screenings and birth control. we can't afford to let him take away our choices... to take away basic health care. vo: both backed proposals to outlaw abortions...even in cases of rape and incest. i don't think that women's health issues have faced a crisis like this in decades.

caught on tape, a powerful earthquake shaking costa rica. the quake collapsed houses and prompted a tsunami warning. people ran into the street during the panic and one person reportedly died of a heart attack. simply from fear. >> lawyers for a new york strip club say they aren't claiming it's the same thing as ballet, but lap dancing should be subject to the same tax exceptions as artistic performances. new york state's highest court is hearing these today and an attorney for the club called night moon said it should qualify for an exception. a ruling is expected next month. >> dramatic performances. >> yes. they are. >> some money is pouring in from tourists in virginia. today the commonwealth announced tourists spent more than $20 billion in virginia last year. that's up 8% from the year before. tourism provides an estimated 207,000 jobs in the commonwealth.

an elderly woman is recovering after being bitten by a rabid beaver. >> i'm scott broom in virginia which was closed off to swimming today after a rabid beaver attacked an 83-year-old woman who was swimming yesterday. here are photos of the rabid beaver taken by neighbors after it was killed by a pair of fishermen who helped rescue the victim and call for help. an 83-year-old woman swimming here was attacked by the beaver which witnesses said continued biting and clinging to her as she battled to get to shore. >> i think it's very strange. >> residents are shocked. >> it is northern virginia, you wouldn't think you would be attacked. >> i'm surprised they are that aggressive. >> the victim was treated at a hospital for nonlife threatening injuries. at lake barcroft, virginia, 9news now. >> a beaver attack is not what you are expecting. >> you can't go anywhere now.

>> a buddy was fishing one day and one came up, he was in the middle of nowhere. they are kind of scary little things. their teeth are like that and raiser sharp. we are looking at a tropical air mass for today and tomorrow. we're going to finish the week with essentially the remnants of isaac. let's start with a live look outside. the live michael and son weather cam. and it's really pretty nice. it is just that it's humid. temperature wise it's fine. we can deal with that. dew point in the 70s. pressure rising at 29.0 inches of mercury. winds out of the southwest at 10. all right, radar. we have been tracking the same storm much of the evening. it is moving painfully slowly, especially for the folks in southern fauquier county. we'll zoom in a bit. a lot of lightning, inbetween warrenton, moving off to the north and to the east. the good news, i don't think it's going to get all the way to nats park.

we'll zoom in with live doppler. the storm is certainly heavy. the reds indicate rain fall rates of an inch per hour. the thing is, it's moving off to the east as opposed to the northeast. mid land getting moderate rain, but heavy rain is down toward cromwell. we're going to zoom this out and show you where it's going to go. originally it was moving off to the north and east. now it is moving off more to the south and east. so it should stay south of manassas and south of woodbridge. good news, it should stay away from the nats game tonight. currently, temperatures, we're going to throw that 93 out. 84 in bethesda. 85 in vienna. 84 in fairfax. still 89 in college park. 86 over in bowie. headlines, well, still tropical and still unsettled. a few storms early tonight. odd favorite in the nats game. did hit 90 today. the morning commute, i guess

some good news. will be dry on thursday. for tonight, early heavy thunderstorm possible. muggy, 68 to 74. likely to see patchy fog after midnight. tomorrow morning, partly sunny, very warm and humid. you'll need your sunglasses. temperatures in the 70s and 80s. it will feel worse than that by lunchtime. by afternoon, partly sunny, hot and humid. some could be hefty. high temperatures again around 90. next three days, we'll keep tomorrow code yellow with a threat of storms. 90. then just an isolated storm on friday. we'll go back to code green. 91. and some storms on saturday. that's good news. we'll go back to code yellow. you may have to change your plans on saturday. temperatures in the upper 80s. the good news, with those storms on saturday, it should set the stage for a nice sunday. this is what we were thinking earlier in the week. now we're back to that original thinking. nice on sunday. upper 70s monday and tuesday and back in the low 80s next
