an update on breaking news that, shooting at morganstate university, the school has canceled classes for the night up in baltimore. at least one person was shot after someone opened fire near the fieldhouse just before 5:00, but so far the gunman has not been found. we are working to bring you more details. as soon as we get them in, we will bring them to you. a hi-tech overhaul of the nation's air traffic control system does not appear to be paying off. the house of representatives held a hearing today about the so-called next gen system designed to replace outdated radar technology with a gps- based system, but so far airlines have been reluctant to

upgrade their planes and there are still plenty of glitches. 9 wants to know more about the spending at the general services administration, so we sent our russ ptacek to a capitol hill hearing today to get some answers and he got them from the top man himself. russ. >> we did. for the first time the acting administrator himself, dan tangherlini, the man appointed by the president, answered many of our questions. the bonuses were a big topic of the senate hearing and were a focus of our one on one interview with dan tangherlini. >> reporter: russ ptacek, 9news, trying to interview you for months. got a lot of questions for you. he maintained an easy going demeanor with us and in the senate hearing. he met us in a hallway and answered questions about the $30 million in unreported gsa bonuses we uncovered in july. >> the bonus issues you raise we agree.

those are worthy of a deep dive inspection and as i said, we've cut our ics bonuses by 85% this year. >> reporter: the acting gsa administrator also suspended performance awards and in the hearing said all bonuses are being reviewed to ensure they are directly related to performance. prior to our july investigation uncovering $44 million in total gsa bonuses including one worker getting a $79,000 bonus, the government only had reported 13 million total annual gsa bonuses. that was $30 million in unreported bonuses. why the discrepancy? >> well, i'm not exactly sure what led to the discrepancy in the data between us and opm. >> reporter: a gsa spokeswoman blamed it on the office of personnel management. opm said it purposely redacted some bonuses because of privacy policies. >> what i'm interested in, what's the right number? what are the policies that we have? and how do we fix the problems? that's what we've been trying to do for the last five months and i think we've been making
