of afghanistan and iraq combined. a bill which passed the house allows the government to monitor international conversations of foreign spies and terrorist suspects. it requires approval from a secret court, however, when americans are targeted no matter where they are. opponents of the legislation say it does not adequately protect americans from intercepting their communications. senate opponents have threatened to hold up the bill grz the house is -- bill. the house is expected to pass a bill to keep the government running through march. it includes more than a trillion dollars in spending and an increase over the base rate. it's little higher than the budget congressman paul ryan proposed last year. the senate is scheduled to take up the legislation coming up next week. turning our attention to campaign 2012, virginia will be the focus of both parties today. first lady michele obama will campaign for her husband. she'll make appearances in richmond and at the university of mary washington in fredricksburg. also today, mitt romney will

hold a rally at van dyke park in fairfax. this is video of the republican presidential nominee arriving at dulles airport yesterday afternoon. the rally is slated to start around 11:30 and you may want to avoid some potential traffic in the area. go to our website at wusa9.com to look for ways to get around. it is 4:33 now. police in baltimore are searching for a gunman after a shooting at morgan state university. a man was shot in the chest around 5:00 last night near the field house on campus. he was not a student. detectives believe the shooting was a result of a botched robbery. the man is in stable condition right now. investigators believe the shooter and the victim knew each other. police in prince george's county still haven't found a person who shot and killed an honor student on his way to school this week. marckel ross was gunned down tuesday as he walked to central high school in capitol heights. police are still also looking for a possible motive in the case. two sisters in dale city, virginia face charges after

officials say they were operating an illegal day care center out of their home. they were caring for 21 children it the ages of 3 months and 4 years old. >> police found infants strapped in car seats and left in bathrooms. another child was left in a closet with the door shot. >> reporter: gl two adults with 21 kids is unacceptable. >> reporter: friends dropped by in support of the family where two sisters are accused of reckless child endangerment and operating the illegal day care in dale city. >> i knew it was a day care but thought it was legit. >> reporter: the sisters were arrested and charged. the family says two members, including one of the accused sisters were taken to the hospital because of all the stress from the police activity. a family friend had only good things to say about them. >> they're good people. i know the dad is a hard worker. >> reporter: child protective sisters came to the home to

find the sisters watching over 21 infants and toddlers. >> seven of the children were under the age of 1 and all seven were strapped in car seats. >> no surprise to anybody really. you don't want to hear about stuff like that happening, especially next door to you. >> luckily in this case we were able to get there and it wasn't a situation where one was injured or killed or something like that. >> reporter: some of the neighbors describe the home day care. >> cribs everywhere, kids. i would never see the kids. they would get dropped off early in the morning. >> reporter: child protective services says they have an expired business permit that would have allowed up to five children. a state license would permit a home day care a maximum of 12 children. the family had neither. >> i would definitely let my child be over there because they're great people and i've never seen anything out of the ordinary myself. >> reporter: surae chinn, 9news now. >> the sisters face seven counts of reckless child

endangerment, one count for each of the children found under the age of one. a second rabid beaver attack in fairfax county. the kids were at the hidden pond nature center where a beaver jumped out of the water and started chasing them. an animal control officer was able to clear the area and shoot the beaver. an 81-year-old woman was bitten by a beaver last week. on sunday a rabid raccoon turned up in the same neighborhood. police believe the beavers are being bitten by infected raccoons. here's a look at some of the other things making news now. to bank robbery suspects are in police custody after a high speed chase down the highway in los angeles. police tracked the men flying down the highway in an suv. at one point the men started throwing cash out of the vehicle which caused people in the streets to grab up the money. police say the armed men had just taken bundles of cash from a bank. a bank of america. for the first time since the chicago teachers strike

began negotiators seem optimistic. the walkout is entering its fourth day today. the president of the teachers union and the school board president say they've made considerable progress toward a compromise. among the key remaining issues and new teacher evaluation system and a process for deciding which laid off teachers can be rehired. the strike is affecting 350,000 students. just one game and he's already getting recognized. redskins quarterback robert griffin iii was named the nfc offensive player of the week. griffin had a perfect passer rating in the first half. he finished the game with 320 yards, two touchdowns and no interceptions and he becomes the first rookie quarterback to win the award after his first professional game. >> all the guys were there performing at a high level and it paid off for us with a win

on wall street the dow stands this morning 13,333. we don't see that kind of number all the time. it added 10 points. nasdaq was also up by about 10. the s&p 500 added about 3 points. the rumor is pretty much dead on accurate. you know we're going to talk about the new iphone 5. it's thinner. it's lighter. get ready because we're talking about it all morning long. the company taking the wraps off its new smartphone at an event in san francisco. it also has a faster processor, a larger four-inch screen. it will hit stores september 21 and it will start at $199. so get in line right now or else you're not going to get your phone. apple has sold more than 250 million iphones since it first introduced the one five years ago that started this whole thing. old iphones can hold on to their value pretty well if you don't know that. you can get $275 for an at&t

good morning. welcome back to 9news now. we have some breaking news. wifts say yemeni demonstrators have stormed the u.s. embassy in the capital and security forces there have opened fire. u.s. security has been ramped up and they were expecting maybe some sort of coordinated attacks or otherwise at other sensitive embassy posts. and this is the beginning of who knows what. but again yemeni demonstrators stormed the u.s. embassy. security forces fighting back. we'll keep you updated on this story as we get more information. we have another beautiful day headed our way.

tuesday will be the wettest day ahead of another cold front that will come through here later on tuesday. looking at the satellite and radar across the country, look at this rain stretched down from texas all the way up into wisconsin and southeast minnesota. that's all ahead of a pretty hefty cold front, the one i'm talking about that will be coming through here friday night. cold behind it this morning. warm ahead of it with the winds out of the south and southwest. high pressure which has been giving us a great week still close enough but pulling away. that's allowing some moisture to return on the heels of the southeasterly winds. as we look at future cast, a relatively quiet day. here we are at 5:00 p.m. a stray shower in the mountains of west virginia. tonight will be quiet. could be a patch of fog developing once again overnight. as we get into the day on friday, notice a shower west, possible in the afternoon. even on the eastern shore there could be an isolated shower but that front overnight late friday night into saturday morning. the forecast then today, 83. another great day, southeast

sis also known as whooping cowfer. a new study is raising concerns about the final dose of whooping cough vaccine and how long it protects children. kaiser permanente researchers found the effectiveness of the shots saves about 40% in the five years after the vaccination. >> every year it gets a little less effective. >> reporter: this is a record year for the whooping cough. doctors are reporting at least 26,000 cases so far. infants under six months old are the most susceptible because they're not fully vaccinated yet. in the study 80% of the kids who haded whooping cough caught it if an older relative. >> as time goes by and the vaccine starts to get less effective, it's time for the booster shots. >> reporter: experts recommend older people get a booster if they didn't have one in their teens. teresa feels good knowing her family is protected. >> i think it's better some protection than no protection at all. >> reporter: her twins will need another booster in about six years.

well, some local schools rank among the best colleges in the country. not a surprise, just a confirmation. we knew t right? johns hopkins is 13th on the "u.s. news & world report" annual ranking. georgetown comes in at number 21. university of virginia is the 24th on the list. harvard and princeton tie for the top spot. when it comes to up and coming schools on the list, george mason university in fairfax is on there, too. what do led zeplin, david letterman and dustin hoffman have in common? they're all being honored by the kennedy center this year. also being honored this year are blues legend buddy guy and russian balance ballerina. the honors are december 2 and the show will air right here on wusa9 on december 26. a favorite cbs actor is back on the big screen. josh radner from how i met your mother visits his alma mater in the film.
