done is around the same time she signed that petition, , she was also reallocating resources to go toward the community and she was also planning events for that community. a sign she is not antigay. now the university also put out a statement today and they said that they want to work to bring her off of administrative leave. there were questions raised about her ability to do her job as chief diversity officer, when she did sign that petition and said quote, i placed her on administrative leave to allow the university and doctor mccaskill. this will require that she and the university community work together to respond to the concerns that have been raised. now mccaskill and her attorneys say they are cautiously

optimistic. both sides saying they do want to work together, obviously she wants to be re instated, but her attorney said there was emotional damage as well as damage to her reputation. they said they are looking into legal action. in annapolis, 9news. >> thank you. part of being the democratic process means being an informed voter. tonight, president barack obama and governor mitt romney will make their cases to the american people in their second debate. the town hall style debate is being held at hofstra university here in new york. i'm here in mcclane where we'll be watching the debate and fact checking what the candidates have to say. let's get a quick preview now from stacey cohen. >> packed quite a political punch. president obama's lead evaporated following his weak performance. though his came plan has clearly changed.

stumping. he is scheduled to hold a second event at 6:30. now in virginia, the race to replace jim webb in the senate is attracting a lot of outside attention. the washington examiner says outside political groups have dumped more money into the george allen and tim kaine campaigns than any other race in the country. kaine, the democrat, earned an endorsement from the washington post this morning. in maryland, challenger, john delany is tipping the fundraiser scales. that is in the 6th district congressional race. the baltimore sun says he raised about $399,000 last quarterment. compare that to bartlett who raised $218,000. if you are planning to vote in that race or any other, today is the deadline to make sure you are registered in maryland. you need to have your paperwork in. the deadline is this friday, but you only have the option of

september. that is the third decline in the past four months. sales tax collections were up more than 10%. but it was the corporate taxes that were below the forecast. virginia finance secretary says a corporate slowdown may be linked to uncertainty over federal spending. and if you think the u.s. congress hasn't done much this year, senator tom would disagree with that. in its annual waste book, the oklahoma republican outlines 100 different congressionally approved programs that he says wastes more than $18 billion. now that list would include a loophole that lets the nfl, nhl, and qualify as nonprofit. a grant to build a robotic swirl to see how the animal interacts with rattlesnakes, not only does that sound weird, but duplicates something done before and there was the $24 million in spending to maintain contracts for selling typewriters of all things. >> do they even manufacture

back now with an update on that trial for two prince georges county police officers accused of beating a university of maryland student. today, prosecutors put a former maryland state trooper on the stand. he testified as an expert witness that officers baker and harrison used excessive force with john mckemp. that trial is expected to last the rest of the week. right now, people are starting to file into san francisco city hall. they will attend the memorial in honor of the am ambassador

to stevens. gunmen attacked the u.s. mission. stevens grew up in the san francisco area and graduated from berkeley before joining the foreign service. and secretary of state, hillary clinton, says she takes full responsibility for any security lapses that contributed to the deadly attack. republicans on capitol hill have been criticizing the white house for the handling of security. clinton addresses that criticism saying the president and vice president are not involved in those security matters. >> i take responsibility. i'm in charge of the state department's 60,000 plus people all over the world, 275 posts. the president and vice president wouldn't be knowledgeable about specific decisions that are made by security professionals. >> clinton says with the presidential election just weeks away, she does not want the incident to become quote, some kind of political blame

game. metro officially notified congress that it will be missing the deadline to have all of its under ground stations wired for cell phone service. in a letter to several federal lawmakers, metro's general manager says right now, all but three stations have the infrastructure. delays after the deadly accident on the red line three years ago and how long project would take, mean that metro does not anticipate the project will be finished until 2015. still ahead tonight, being caught on one of those speed cameras can leave a dent in your wallet. now, the d.c. council wants to make a change.

police are investigating how a speed camera was tipped over and damaged. the husband of a 9news employee spotted that down camera on georgia avenue near spartan road. someone used something heavy to knock the camera off of its pillar. technicians have been called in to fix the camera. if you live, work, or drive through the district, listen up. those hefty fines from those automatic speed cameras could soon be reduced drastically.

a bill was introduced in the d.c. council today to limit most of the fines to $50 and bruce johnson has the details. >> no one is disputing that the speed cameras have us all slowing down when we know they are there, like on 295 and southeast. what is in dispute is whether the d.c. government now depends on the revenue from these cameras to pay its bills. >> people are frustrated they are getting tickets before they knew this area was speed camera controlled. >> we found, that the fines were set at a level to raise revenue. >> more cameras are on the way and today, d.c. councilmen introduced a bill with mary chai and marion barry as cosponsors that limits the maximum ticket fines. that's a third of the current highest speeding ticket. >> this is what it should be. this should not be part of the ability of the city to increase finances just to close the budget deficit.

>> under the new bill, drivers cannot be fined more than $50 for speeding up to 20 miles per hour over the limit. for blocking the inbox for failure to yield to a pedestrian or failure to stop before making a right on red turn or violating a no turn on red sign. >> this new legislation doesn't lower all of the fines. if you are caught doing more than 20 miles per hour, you are going to be hit with that fine. in some jurisdictions, that's called reckless driving. >> those cameras are big revenue producers, aaa says already this year, fines from automated camera tickets have added $16 million to the city. some programs and services could be in jeopardy if the fines are reduced. bruce johnson, 9news. >> council member shay says the cameras could offset the reduce of revenue from the

you may be in luck. progress is being made on the nhl lockout. the two sides met today. in a surprising move, the nhl have 50/50 revenue split. it is similar to what the nfl agreed on after their lockout. in the last, the players received 57% of the revenue. the league had originally offered the players 43. this move shows they just want to get the season underway. >> we are focused on getting the puck dropped on november 2 and playing the full 82 game regular season and full playoffs. that is what this offer is all about. >> we of course share that view and like to get a full 82 game season in. so what our hope is, after we review this, this is a proposal which we can negotiate and try and reach a conclusion. >> as you heard gary say, if they get this agreed upon, hopefully 82 game season will begin on november 2. now the season was originally scheduled to begin last friday. now the playoffs would end

before june. the league also wants a one- week training camp. the washington redskins are mid way through the second quarter of their season, sitting on a 500 record, not a terrible way to start off. this weekend, the redskins open up division until play and they start on the road against the world champion giants. this is week 7. the skins are just now opening nfc east play. it's the latest that has happened for theberg the burgundy and gold. the head coach says for his young stars, the delay helps them in the long run. >> it's an advantage if you are going to play within your division. it's later than earlier, especially with young players. i think it is a big benefit for us. a kid like alfred, he would rather play later than earlier. >> eagles fired juan, who is second as defensive
