out on the chilly side. by lunch time we'll be at 64. mix of sun and high clouds today. at times it could give us that hazy filtered sunshine. other times a decent amount of sun. with enough of that we'll make 70. 5:00 p.m. temperature 67. you can see the clouds on our satellite and radar composite in motion over the last 12 hours. coming across us overnight. these are fairly high and thin. they're not doing much. some showers in ohio. they're moving northeast. they're not growing to head our way. staying dry. cool spots are down in the mid- 30s like winchester now at 36. cumberland and martinsburg 37. even frederick is 36 with 40 in la plata and the warm spot 49 on the bay in annapolis at the naval academy. this afternoon sun and high clouds. we'll stay in the upper 60s north, even in andrews and easton about 70, maybe 71 for manassas and culpeper. let's check in now with monika samtani at 5:00. she's got timesaver traffic. we've been hearing some rumblings about a possible incident on the southbound side of the bw parkway just inside

the beltway. so be aware of that. we've been on the phone with park police trying to get the information for you. in the meantime military road will be closed in both directions later this morning from 6:30 to 7:30 at 42nd street right in friendship heights. that does cause a lot of extra traffic on we ways avenue through -- on wisconsin avenue through that area so keep that in mind for your early travel plans during the rush hour. if you're planning to head elsewhere, things are looking good on 270. no problems out of frederick. looking great into clarksburg. we'll take a live look outside to show you what it looks like at university boulevard. all lanes are open between 95 and 270 as you head through bethesda and toward tysons corner across the american legion bridge. we'll go over to virginia. if you're planning to head to the other side of town, no problems on the northbound side of 95. normalush hour stuff into triangle, woodbridge, springfield. a live outside one more time at the 14th street bridge crossing the potomac river. a nice ride. i'll be back with more traffic

at 5:10. back to you guys. >> thank you, monika. in campaign 2012, president obama and mitt romney went toe to toe in the second presidential debate. this time most men came out swinging. >> and there were contentious exchanges between these two candidates over big issues such as taxes, oil drilling, libya. many, many others. there will be one more final debate next monday in florida. the last debate focusing entirely on foreign policy. >> president obama will be on the campaign trail today. he'll swing in and campaign in the swing states of -- state of ohio. the supreme court sided with democrats and refused to block early voting in ohio on the last weekend before the election. >> mitt romney will spend the day focusing on the state of virginia, also a swing state. he has rallies in chesapeake and leesburg. the leesburg rally will be at the ida lee park. doors open at 4:30. the event begins at 6:30. you do need a tight and you can

get -- ticket and you can get them at the victory offices in arlington, loudoun or sterling. you see the addresses right there on your screen for those offices. >> you can of course find them as well as wusa9.com. so how are the votessers and newspapers react -- voters and newspapers reacting to last night's debate? kristin fisher is live with more on this. a late night for you. >> reporter: good morning. well, you know, i think the consensus this morning is that this was not a blowout showdown like the first debate with us, but i think the edge is going to have to go to president obama. president obama did what he needed to do. he was on the attack right from the get go. he defended his record. he was really energetic, very engaged, a very different president obama than the one we saw show up to the first debate last week. but mitt romney by all accounts, he really held his own. he went after the president. the only issue was he didn't really have any big memorable

moments. he wasn't quite as shining as he was during the first debate but no big mistakes so a lot of folks say a draw but i think the edge is going to have to go to president obama. let me tell you about where we are. we are inside the print room here at the museum. you know when you go outside the museum every morning and you see the big front pages of all the newspapers from around the world. well, this right here, mike, he's the guy that puts all that together. right now he's going through, picking out the front pages of all the international papers because those are the ones that come out first. then ath later in the morning, we're going to get to this national paper. they pick one from all 50 states and mike, i know you're busy. he's been working hard all morning. tell me what exactly are you going to be looking for this morning when you're picking out the front pages? >> to be honest we don't really look at the headlines before we start printing. we just pick files but we hope that we get, especially on a

day like today, we get a lot of stories focusing on the big story. i'm looking at what's coming out on the international right now. canada has something at the top but otherwise most of these papers probably went to press before the story came out. >> reporter: i'll let you get to it. we're pretty much still waiting for the national newspaper headlines to come out. i want to go ahead and show you what some of the websites, the big blogs are showing this morning. the huntington post which is right here, a much more less lean -- left leaning blog. the headline there, barack is back. feisty. obama makes his case. his best performance. but, you know, over on the dru report, their -- drudge report, their headline fight. they focused a lot on the

moderator and how reporters covered this debate. we'll have much more from the museum coming up. i'll see you in half an hour at 5:30. >> kristin fisher live at the news see yum. -- newseum. good location to see how the newspaper headlines make it outside of the newseum. time 5:06. i'm watching your money on wall street. disappointing profits from two tech giants after the bell could potentially cut wall street's two-day rally short today. intel reported lower sales and profits than the same time last year. it blames weak sales of personal compute information this drop. ibm says profits hit the mark but sales dipped last quarter. as one of the world's biggest tech companies, ibm is often seen as a well weather not just -- bellwether not just for the sector but the overall economy. stocks had been up two days in a row on strong earnings. the dow stands this morning at 13,551. the nasdaq was up by 36 points

and the s&p 500 was better by 15. citigroup is not offering an explanation for the sudden resignation of the bank's c.e.o. vikram pandit. shareholders have also objected to his pay package. he received $261 million over the past five years. his replacement will be long- time citigroup executive michael corbat. there is a lot of talk about why exactlpandit resigned. wall street is scratching its head on this one. >> what are you doing in the next half-hour? >> we'll be talking more about wall street coming up. >> thank you. an earthquake rattles new england. >> this morning a former senator and presidential candidate is in hospice care. 9news now will be back in just two minutes.

three miles west of hollis center, maine. it was felt in rhode island and connecticut. so far no injuries have been reported. former senator and presidential candidate george mcgovern is now in hospice care in south dakota. the liberal democrat is best known for his unsuccessful 1972 campaign against richard nixon. mcgovern's family issued a statement saying the senator is coming to the end of his life. they appreciated everyone's concerns and requested privacy. george mcgovern is 90 years old. metro officially notified congress it will miss the deadline to have all of its underground stations wired for cell phone service. in a letter to several federal lawmakers, metro's general manager says right now all but three stations have the infrastructure. delays aft deadly accident on he -- after the deadly accident on the readline three years ago and missed estimations of how long the project would take are being blamed. metro doesn't anticipate the project will be finished till 2015. >> coming up, being cawpt by

it's qiept. here's wisconsin -- it's quiet. here's wisconsin avenue. very light wind out of the north, northwest at 3. the dew points are in the lower 40s. so the air comfortably dry. a little bit of a chill right in the northeast. temps in the 30s in many areas in new england. also in the northern rockies where we've got 30s. but nothing horribly cold. that's in part due to the jet stream moving pretty much west to east across the country. moisture in the gulf of mexico coming from hurricane paul in the pacific. we're watching another system coming through the northern plains approaching the northern mississippi valley. this guy will bring us some rain mainly tomorrow night. i think the time is going to work out pretty well so that it shouldn't impact too many plans. however, we've got to worry about if you've got anything going on tomorrow night, it will slow you down. today the futurecast, those passing clouds time otherwise a quiet day. maybe 71. for tonight we're quiet, 52 in town with 40s in the suburbs. on thursday we'll have partly sunny skies but late in the day we may see a shower develop up

merely -- live, work or merely drive through the district, the bad news, hefty fines from the automatic speed cameras are big but the good news, they could soon be reduced drastically. >> a bill was introduced in the d.c. council to limit most of the fines to $50. our bruce johnson has the details. >> reporter: no one is disputing that the speed cameras have us all slowing down when we know that they're there, like on 295 in southeast. what is in dispute is whether the d.c. government now depends on the revenue from these cameras to pay its bills. >> already people are frustrated that they're getting tickets, sometimes two or three tickets even before they knew this area was speed camera controlled. >> we found which most people have thought that the fines were set at a level as they were simply as a way to raise revenue. >> reporter: more cameras are on the way. tommy wells introduced a bill with mary cheh and marion barry as cosponsors that limits the maximum ticket fines to $50.

that's a third of the current highest speeding ticket. >> this is where it should be. this should not be part of the ability of the city to increase finances just to close the budget deficit. >> reporter: under the new bill, drivers cannot be fined more than $50 for speeding up to 20 miles per hour over the limit or blocking the n box or failure to stop before making a right on red turn. the new legislation doesn't lower all of the fines. if you're caught doing more than 20 mile an hour botch the speed limit, you'll -- above the speed limit, you'll still be hit with that fine. the cameras are big revenue producers for d.c. aaa says already this year fines from those tickets have -- [ inaudible ] some programs and services could be in jeopardy if the fines are reduced.

morning's sports. good morning, everybody. hockey players have been locked out for two months now. millions of dollars have been lost. the nhl season was supposed to start last friday but now it's -- if the league gets their way, it could start next month. yesterday they offered the players association a deal that stipulates a 50-50 revenue split. that could be contingent on the season starting november 2 and all 82 games being played. if that's the case, teams would play at least one extra game every five weeks. the players association has about ten days to make a decision. the lady terps basketball team getting much love this season. the lady terps were picked to finish second in the acc. no surprise here. the duke blue devils sit on top for the eighth time. redskins player josh morgan, brandon banks enjoying their day off having some fun in college park.

second presidential debate. we're going to start right here with "u.s.a. today." the headline round two: a feistier obama. romney tangle in a lively free for all. moving on to "the wall street journal." the headline: candidates tangle in a fractious debate. those are the two big national papers. still waiting for "the new york times." that one has not come across our radar here inside the print room but one local paper, the arkansas, democrat gazette where i -- in the same town where i used to work, the headline obama feistier. romney keeps up. tension rises as debate hits the hot issues. so what we're seeing in all these headlines this morning is essentially there was no huge blow yao winner. there was no big knockout punch from this second debate, but by most accounts, obama, as you can see from these headlines,

he really seemed to have the edge. he was on the attack. he was on the offensive. he seemed much more engaged, much more energetic than in the first debate and he really came out and delivered. he did what he needed to do. as for romney, he didn't have any big mistakes and his campaign is saying that he did very well. by all accounts most republicans are very pleased with his performance. but i do think right now at least the edge is going to have to go to owe bam madam president we'll have to -- to obama. we'll have to wait and see how this translates into the polls in the days and weeks to come. jessica, andrea? >> and how it plays out in the voting booth will be critical. if you plan to vote in the presidential race or any other race, the deadline to register to vote in virginia and maryland has already passed. the deadline in d.c. is this friday but you only have the option of registering in person at the election board's headquarters. we have more on voter registration at wusa9.com. click on campaign 2012.

time right now is 5:35. we're watching your money and the financial state of the commonwealth. things are still pretty rosy but virginia is fell feeling -- is feeling the effects of the corporate slowdown. sales tax collections rose more than 10% but corporate taxes were well below the forecast falling nearly 18%. virginia finance secretary rick brown says a corporate slowdown might be linked to uncertainty over federal spending. retailers competing hard for your holiday dollars. for the first time ever target will match prices that customers find on identical products at online competitors, including amazon, wal-mart, best buy, and toys 'r' us. the price match program begins november 1. it ends december 16. wal-mart and best buy have already announced price matching programs of their own for the holidays. wall street will be watching this one. apple has sent out invites for an announcement next tuesday.

i wonder what that could be about. it's expected to unveil a smaller ipad in what many are calling the ipad mini. the tablet is expected to be about half the size of the regular ipad and sell for $250 and $300 depending of course on memory. so we'll have to see what comes out. >> but it's still more expensive than what you have from kindle or nook or whatever. >> exactly. slightly more capability but you do want to spend $100 extra? i don't know. >> we'll be watching and we want you to consider this. what do you think teen drivers believe is the most distracting thing on the road when they're behind the wheel? >> monika spoke with some local teen drivers and we'll bring you their answer to that question when we return.

whitman high school students give frank answers about the multiple distractions that make driving so dangerous for teens. >> when i started out, i was very safe. i was very, you know, i'm going to drive. i'm going to get there. i'm going to focus. as i got more comfortable with driving, i probably had some more lapses in focus and had some more distractions but then i realized this has got to stop and time to focus. >> i think i'm a pretty good driver. i try to stay safe, not go too fast. it's a pretty dangerous thing. >> loud music, lots of people talking. if you have a short amount of time to go some place and you're late and they tend to speed. sometimes they answer the phone. >> she's riding with friends now. that's the concern we have. they seem to be good drivers but still makes you a little nervous. >> this year for homecoming and also prom, my mom told me i'm not allowed to get into anyone's car or drive. we're actually taking a bus. that's a lot safer and we don't have to worry about the

distractions on the road. >> you see everybody driving down the street now, doesn't have to be kids. could be adults playing with their phones. >> we're very influenced by what we see. i also see a lot of adults texting and driving and calling. yeah, i don't think it's just something for teenagers. >> that's a great point. it's a problem across the board. texting and driving for everybody. i spoke to whitman's principal dr. alan goodwin. they had homecoming last weekend. they did a huge outreach to the parents and the teens. not only about distractions but alcohol served at party and also driving with a lot of kids in the car. so she encouraged the kids to take buses. overall it was a safe weekend i'm happy to say. still homecoming season. so we asked you what you thought teens considered their biggest distraction while driving. facebook friend harvey says what they probably say is a, loud music. however, the truth is most
