>> reporter: this cell phone video shows the suspect being captured by police with their guns drawn near the arlington county courthouse. he's put in handcuffs and dragged away by officers. putting an end to a panicked afternoon in arlington. >> there were many witnesses due to the fact it was the food court and a quick response by the police department that apprehended that subject. how many times do you see this when no one is in custody? this is a great victory.

>> yes, and it reeked of gasoline. these were very strong powerful smells. that there is ass everywhere. they had a lot of people there pointing up towards the door. they were looking up pointing. >> reporter: they found at least three more of the same devices in a bag left behind by the suspect. >> and people are still coming to get lunched as it was packed. a smell of gas or oil, it smell like oil to me. i said this is a little strange. the safest thing is to go on out and leave. >> reporter: and it was described as cocktails, never ignited. no one hurt, but the smell scared off a massive response, prompting the mall to go into lockdown mode. >> and it will be lifted where the mall will be issued for the rest of the night as for that suspect in police custody. and that they will try to interrogate that there, asking them the question that everyone is asking tonight, why did he try to do this?

we are live in ballston, 9news. >> that's indeed the question of the hour. thank you. we'll report with we get some answers. now at 7:00, new tonight, one man, a video camera, two very frightened women. police said that the men you see in this video hid the camera inside the condo on montgomery road. the condo shared by the women. the camera was found last month, but detectives believe it was placed inside the bedroom of one of the women back in june. investigators say that the pervert came back into the home and moved the camera to the other bedroom and left it there, but they still don't know who this creep is or how he got inside. detectives are on the hunt for a white male in his 30s with a heavy build, bald on top. short brown hair on the side and back. call the howard county police if you think you might know who he is. >> he comes here with, again, the purpose of committing some sort of a gihad here in the

20,000 pages of the boy scouts so-called perversion files were released today. despite some strong objections from the boy scouts of america themselves. the documents show that the scouts failed to report hundreds of child molesters to the police. and as bruce leshan explains, dozens of those abusers are from right around here.

up through elkins into the panhandle of maryland. that's what we're worried about here. right now we have minor showers pushing through the metro area. enough for you to wet the roads as you are getting home late. and i've got some wet roads and also out here for you in loudoun county. mostly green. a little light activity showing up. temperatures in the 60s. it is mild everywhere. we're looking at 65 in rockville and great falls. 65 in vienna. a pair of 65s in fairfax and berk. mid-60s also in bowie. so now yellow alert, storms overnight. the morning commute now, it could be wet, especially from i- 95 eastward, okay. evening commute is dry. and a very warm finish to the week. ironically friday will be warmer than today. all right, here's a look at your future cast as you have the showers to the west of us. that's the light activity. but this is the line that we're watching. the computers have been pretty consistent, forecasting this to kind of peel off to the north between about 11:00 and 1:00

a.m. so hagerstown, martinsburg, winchester, you'll see some reds and oranges there. pretty heavy activity possible. then it kind of dwindles a little bit by 2:00 to 3:00 in the morning. and then another batch tries to develop between about 6:00 to 8:00 a.m. this is the batch that will kind of delay folks coming on in from annapolis, coming down from baltimore or coming north from fredericksburg. after that it will be clearing out rather nicely. we'll salvage a pretty nice afternoon. showers and storms overnight. some heavy, breezy, mild. 48 to 58. winds are increasing a little bit for you north to west. becoming partly mild and sunny. early showers, especially east. 50s and 60s. then bit afternoon, a nice day. partly sunny and warm. a light chance of a shower. with highs around 75. the next three days. we'll keep it green. warm on friday. isolated showers are late. 75 and then cool, but nice on saturday and sunday for you want we're in the 60s. lots going on over the weekend. at homecoming for the university of maryland. howard university, we've got

tonight, reactions to my let's be real tonight for you at 11:00, that basically this week's free reeling debate is perhaps the best such debate for you ever. let's never go back to the podium and the time limits and all of that, to which our good friend here says that yes, you can have it. personally i can't stand to see debates where everyone is polite and milk toasting that it does not ring true. while surfing around, it seems like women were a bit taken back by the confrontational style. i believe that they will believe something and that they are bound to get that back up

and show it. that it will be a good thing to show the emotion and conviction. i don't see being glad when one cares about the issues. a great debate indeed. some women may have found it uncomfortable. but like anyone else that, depends on the women. i have talked to more than one that loved it. and then this on the subject of question 7 for you in maryland. the gambling in maryland, who said that those in maryland voting no on question 7, they should consider the following. if you vote yes, then you will have a 50/50 chance of money going to education. if you vote no, you'll have a zero chance of money going to the education. that it will be up to you to decide which way you would like to go with question 7. you know what, i could hardly put that out there. the oppositions to question7 p's entire arguments seem to be, well, don't vote for question 7. you might not be as good as you say. and it is not just the school funding at stake. also the questions of the economic growth. okay, now, say that we do not get to the 10,000 new jobs they are talking about it. suppose it is only 5 or 2. it is still more than what you have will now.
