district six's long time congressman is facing a real battle to hold on to his job. and the man trying to take it is john delannie. >> reporter: john delannie, a wealthy entrepreneur, a democrat with the big house outside the district in potomac is trying to see bartlett. >> he is making things up, completely false stuff. >> reporter: they found mistreatment of seniors. bartlett, the republican is
7:03 pm
trying to turn his business background against him. >> these are not our words. >> i'm proud what my companies have done and all the jobs that we've created. >> reporter: bartlett has struggled with gasps. he said that federal student loans are against the constitution and suggested that is what led to the holocaust. >> if you ignore the constitution, and it will do something bad. >> reporter: and the democrats have tried to try bartlett toed to aiken. on the -- todd aiken on the issue of abortions in rape cases. >> all i had was is that we were fortunate that rapes were a small percentage of the pregnancies and therefore abortions. >> reporter: and he said now but he's voted historically
7:04 pm
that exception does not exist. >> we're pumping out of a spread. >> and joining me here in the studio for the rest of the broadcast, bartlett and john delannie. i want to thank you for coming in today. let's start off talking from the heart why you want this job. you're 86 years old and they redistricted you and made it tougher for you to stay in office. >> the reason that i reason now is the reason that i ran 20 years ago. i have ten kids. i have 18 grandkids now. i started live in a poor depression area are a. i'm the first person in my family to go to college and got a dock rate and was able to work and achieve and make contributions in several areas. i'm concerned that my kids and
7:05 pm
grandkids and great grandkids are not going to have the same suggestion. >> some are suggesting that the party asked you because they didn't have anybody else to run. does that have anything to do with it? >> it probably does. i appeal to people in a brad spectrum. i'm a scientist. my first degree is in theology. i was a home buller. i can identify with people in a lot of different areas. >> john delannie. you're a wealthy man. it's obvious it will not be the money that you'll be paid. >> i think the american dream is about tomorrow being better today. and for us to continue to fulfill that promise, we have to reverse the employment trends that the country is facing. and i believe i'm uniquely in a position to do that as someone who started two businesses in
7:06 pm
maryland and created over 2,000 jobs and helped 5,000 businesses in the country. this country needs to become more competitive and create the jobs in the future. >> i have to ask you a question. that sounds a lot like the argument that the republican candidate for president is making. does that mean you support him? >> no, i don't support him. i support the president. my vision is to do this to lend what i consider core democratic values that i think are american values, shared possible pairty, fairness and equality and justice that is the lens that we have to overlay what we think about job creation. >> that is the big issue on the minds of every right now. what will do you if you get and 11th term to help create jobs that you have not done in the ten terms so far. >> if everybody voted the way i voted there will be a lot more jobs. what we need to do is what the
7:07 pm
people will tell you. we have the highest corporate tax rate in the world. we need to reduce the regulation. we have honorious regulation. people had to take their business offshore. lower taxes and decrease regulation so we can competitive. >> and that leads into a segway what a businessman would like to happen what is wrong with that plan? >> the role of government and the central issue competitiveness. we have to make our country more competitive in global how can the government do that? >> fiscally responsible and the government could work to raise the education standards. there's never been a stronger correlation between having a good education and getting a job. there's a new industry to be create in the advance economy. our government can invest in
7:08 pm
the infrastructure. >> but a couple things that congressman bartlett laid out fewer regulations and lower taxes. isn't that what you as a businessman would want. >> we need the right amount of regulation and protect the consumers of this country. but we need a balanced approach with the dealing with the deficit, similar to the simpson proposal. you need a mix of additional revenues, entice he willment reform and reductions. that is the only path forward in this country. and we have a path in front of us. >> heard him talk about the role of government. do you see any role for government in helping to create the jobs that you say is necessary. president obama, for example, says that you have to invest in education. you have to invest in infrastructure. that will help create jobs what is wrong with that vision. ?
7:09 pm
>> the proper role of government to get out of way. when you say i'm from the government and i'm here to help you. almost nobody believe that's the government is here to help them. all of our regulations are based one of two premiseses, every provider and businessman is evil and greedy and they're going screw the public and their employees and we need regulations to protect them e every consume certify stupid so we need regulars to protect them. i don't believe either one of those things are true. i think the citizens are very bright. we don't need regulations to protect citizens. we don't neat regulations to keep businesses and for people that are providing goods from screwing the public. that is not good for their business if they do that. is it? >> i want to get to the fiscal clip that everybody is talking about or almost nobody is talking about. at the end of this year, if nothing is done, taxes will go
7:10 pm
up on everybody, and there will be a half trillion dollars in indiscriminate budget cuts. how would you fix it, congressman bartlett? >> we need to put the sequester in prospective. the budget will be cut $50 billion. that will be $250 million across the economy. everybody that you talk to in washington. they will tell that you is impossible. that is about one fifth of our deficit next year. if it is totally impossible to cut one fifth of our deficit, how do we ever get there? >> how would you solve it? >> the first thing i would do is the lame duck congress should defer the action till next year and gift new congress six months to put in place a measures and appropriate way. the reason we have the fiscal cliff is because we have not
7:11 pm
done anything. and the could have of doing something to not nothing. and the cost of doing nothing is the fiscal cliff. and it's causing tremendous uncertaintity in the business community. and the business comminity not investing. there's nor cash in our banks and in corporations and the reason for that is the perception of opportunities is very limited because of the fiscal cliff and i think we need leadership as government. we need leadership around solving the problem. the good of the public is at stake unless we solve this problem. >> should tax hikes be on the table as part of solveing it problem. congressman bartlett you said no. how do we get there? >> maryland had a millionaire tax. a third of the millionaires left maryland in one year and they had reduced revenues. you get less of what you tax. we work more than after a year to pay the cost of government at all levels. i think that is quite enough. i think we have more taxes and
7:12 pm
you may depress the economy. you don't always get new revenues. >> why not have the wealthy pay a little more? it seems fair to the average american. >> right now the top 1% of wage earners pay 38.7% of all of our taxes. how much more would you want them to pay? >> i'll let you answer that john? >> i would like a balanced approach. capital gains rates right now are at historic low levels. the cash keeps piling up. and investors and corporation operations are concerneds are concerned about the situation. we need a balanced approach. dealing with the fiscal situation is imperative for this county and a balance add approach is the only way to do it. when you look at the issues, we have to think about the facts.
7:13 pm
we should not think immediately about ideology. what i'm advocating is a balanced and measured approach. and put the united states in a position to be competitive and make the investments we need to make. this notion of government not making investments, if government did not create the railroads, we never would have linked the east part of the united states to the western part and unleashed the greatest economic boom in the history of world. >> we'll have to unleash a few commercials. there is much more to come in our conversation between the candidates from district six u.s. house of representatives seat. we'll talk about some of the state's important ballot questions, including the controversial same-sex marriage law. so stay with us.
7:17 pm
welcome back to our conversation. we reached out to our facebook friends this week to find out what is important to them. and we picked up questions. and linda anderson that is marriage equality is on the ballot. do you support it? >> marriage has been a term for centuries now that has been applied to the union between a man and a woman. i think it needs to stay there. i do, however, believe that your job includes your health care and pension. and if you want your significant other to share in your health care and get the residuals of your pension and visit you in the hospital, they certainly should be able to get
7:18 pm
that. the but marriage is applied in the limbed way between a man and woman for centuries now. >> civil unions or no? >> you can't call it a marriage. >> i support marriage equality. i think the best thing that happened to me was to get married. and when the country has reached for greater equality, we've looked back and realized that was the right thing to do. and this issue is another example of that. >> that is one of the questions out there. question four, the dream act. it will allow the children of illegal immigrants to get college. where do you stand on that. >> i support the dream act and comprehensive immigration reform in this country. we have toe create a path of
7:19 pm
citizenship for them. it should be fair and they should get in line. and if they're criminals, they should not have the opportunity and she should have to learn english. we need a more competitive immigration plan. >> kids came here not on their own. they were brought her by their parents. but if you give this preference in tuition, you're rewarding bad behavior. and when you reward bad behavior, you get more bad behavior. but if you don't educate them and that is true if you're legal, illegal, it cost the taxpayer a million dollars every generation. >> it sounds to me that you're torn on this one. >> it could easily be conflicted on this respect our laws or do you want them to become a productive member of

guys genuinely seem to like each other and get along well. one thing that annoys folks like me is the nastiness on capitol hill. what will you take to capitol hill to get rid of some of that. >> i don't like the ranting and the raving and it's against the citizens and the country. and we should work towards the common good and that means reaching across the aisle and being independent. >> and making sacrifices and giving you can something. >> that is the way it works in any other context of life. people work together. >> what would do you to go back to the hill now even as a tea party member yourself. >> there's nobody that reaches across the aisle more than i do. as a matter of fact, i have somebody coming from the other side of the aisle coming to do a campaign event for me.
