we have nice weather this afternoon. this morning, though, looking at the day planner, we're starting out partly to mostly cloudy with maybe even a sprinkle, especially in the mountains here between now and about 9:00, 10:00. by noon partly sunny, 74. this afternoon more sunshine. we had a high of 81 with a drive home temp a beautiful 78 degrees. watching se showers this morning out of ohio, down in toward west virginia. the stuff here in eastern west virginia not reaching the ground but an isolated sprinkle certainly can't be ruled out. mid-50s in the then dough ya valley. -- in the shenandoah valley. 61 in oakland. same in annapolis and the patuxent river naval air station with 61 here in washington. with more sun later, more clouds this morning. still expecting highs upper 70s to low 80s. amazing for this time of year. 15 above average. monika? northbound 95 a bit of a mess because of a jackknifed tractor-trailer. it happened just after midnight northbound down in falmouth near courthouse road. so what you want to do northbound is to avoid the

delays. you might want to get off early northbound at route 17 in falmouth or you could even get off where the detour is set up at center pore parkway. work your way over to northbound route 1 and northbound 95 to get around it. but i think the closer you get to the scene of course the more delays there are going to be. keep that in mind for your travel plans early on in virginia. we'll take a live look further north northbound 95 in springfield. everything is final. no issues here as you head -- is fine. no issues here as you head for 395 and the 14th street bridge. this time to 270 where things are still looking good. all lanes are open down to germantown and rockville. on the beltway at university boulevard, traffic is moving well. more coming up at 5:10. >> thank you, monika. he's held a congressional seat for two decades but maryland representative rosco bartlet could be in trouble this election cycle. >> that is because of a dramatic change in the map for district 6. it used to lean republican but the new boundaries add in western and

northern montgomery county, adding in gaithersburg, germantown, clarksburg and potomac. that swings the balance dramatically toward the democrats. 9news reporter kristin fisher joins us from the satellite center with a look at a very complex situation. good morning, kristin. >> reporter: good morning. no doubt the republican incumbent rosco bartlet has the experience. he's 86 years old. he's been at this for 20 years but his democratic challenger john delaney is a successful businessman in and of his own right and no doubt this redistricting has certainly given delaney the edge. both of these candidates sat down here in our studios last night with our derek mcginty to debate the issues and to discuss why each of them are running. >> some have suggested part of the reason you're running is because the party asked you to do it because they didn't have anybody who had a chance. did that have anything to do with it? >> i reach across the aisle. i'm the legislator of the year

for the humane society. i appeal to people on a broad spectrum. i have a doctorate. i'm a scientist. my first degree was in theology. i was a home builder. so i can identify with people in a lot of different areas. >> why are you running? >> listen, i think the american dream is about tomorrow being better than today. and for us to continue to fulfill that promise, we have to reverse the employment trends that this country is facing. i believe i'm uniquely positioned to do that as someone who started two businesses here in maryland, created over 2000 jobs and has helped over 5000 businesses around the country. >> reporter: when people who live in maryland's district 6 go to vote for either of these candidates, they'll also be voting for some very important ballot measures. gambling, same-sex marriage, the dream act. here where both of those two candidates stand on those ballot measures coming up in half an hour at 5:30. >> kristin fisher reporting live from our satellite center. investigators are looking into the cause of an early morning fire at a d.c. high-

rise. firefighters arrived on the scene at cathedral avenue in northwest around 3:00 a.m. crews worked quickly to douse the flames although several apartments had to be evacuated. the fire started in a kitchen. a 13-year-old boy charged with beating his 2-year-old foster sibling to death is now being sent to a therapeutic group home. prince george's county state's attorney says that boy will remain there indefinitely. the foster child was beaten to death in july when the defendant was 12. the 2-year-old was living with the boy's family in fort washington. a manassas, virginia woman facing a long list of charges after she allegedly tried to run over a police officer. police say 27-year-old angela cobbold led them on a chase there walter reed -- from walter reed to rockville. officers approached the driver they spotted making a u-turn at the hospital. then they say she struck a car as she drove away from the attempted stop.

eventually another officer stopped her car but she backed into his cruiser and took off driving towards yet another officer. that officer fired at her. she eventually crashed and was arrested. if you're commuting to or from the eastern shore, you should have a much easier ride this morng. the bay bridge was shut down yesterday after a tanker truck started leaking propane. hazmat crews got there to clear the scene. the eastbound lanes, though, were closed for about 90 minutes which is a big deal during rush hour. the westbound side was closed for nearly two hours. it is 5:05. time for the latest your money report of the morning. >> jessica doyle is here with today's headlines. good morning. >> good morning. owgly, owgly -- ugly, ugly day for wall street no other way to state that but we do have some good news. facebook could help today. the company surprised wall street with a better than expected profit report. sales jumped 32%, largely because of gains in advertising on cell phones and other mobile devices. the other after the bell

results came from netflix and they were better than expected. checking the markets, the dow stands at 13,102. tumbled 243 points in trading yesterday. nasdaq was down by 26. the s&p 500 was down by 20. target is selling its consumer credit card business to a canadian bank for nearly $6 billion. that price tag matches the size of target's current credit card receivables. that's what consumers owe the retailer. if you swiped your credit card at barnes and noble lately, watch your bank statements. barnes and noble says hackers broke into the key pads in front of cash registers at 63 stores nationwide. "the new york times" reports the company discovered the security breach around september 14 but sources tell the times the justice department asked barnes and noble to keep the matter quiet so the f.b.i. could pick out who was behind it. after getting word of the tampering, the bookstore chain disconnected all pin pads from its stores nationwide.

but we're very comfortable today and outside. your bus stop forecast, it's looking good this morning with temperatures running ins 50s and 60s. we do have mostly cloudy skies and some showers out in ohio and west virginia hold together across the mountains. may give us a sprinkle during the morning hours. sunrise at 7:27. we do the time change thing coming up the 3rd and 4th of november, the first weekend. so today high clouds and some mid-level clouds this morning. i think mostly cloudy, 63 at 9:00. by noon partly sunny, 74. winds light, variable 5 miles an hour or less today. by 5:00 coming back down to 78 after hitting a high of 81, 3 degrees shy of the record 84 set back in 2001. that's the same record at dulles and 82 in baltimore today. we may get close. showers up in pennsylvania. this stuff in the eastern part of west virginia probably not reaching the ground, although in southern ohio and western west virginia, we're seeing these showers trying to get toward i-77 and charleston. i-79 as well. we'll watch that for later this

in here at times from the east so that's a cooler flow for us. tomorrow night into friday with more easterly flow, that may bring some drizzle by friday morning and maybe a shower by friday afternoon. let's go to the tropics. we've got tony. we don't care about that that's not going to abproblem. sandy a big problem. it's strengthening. the darker cloud tops, this storm is stringening moving toward jamaica as a weak hurricane early thank. across cuba as a category 1. then into the bahamas as we head into thursday night, friday morning. then hurricane center trying to make it a turn to the north and the east. they've nudged it just a hair back to the west it looks. we'll watch this carefully because this could be a player for us. latest winds up to 70 miles an hour. our forecast, when i say a player for us, it could come up more of the east coast and bring us rain and wind. tomorrow 75. friday 72.

next week a lot of saturday depends on sandy. this jackknifed tractor- trailer we've been in touch with authorities down in stafford dealing with the situation that happened at 12:30 this morning where this tractor-trailer is also leaking fuel. it's jackknifed and it's going to be there for a while. they cannot tell us how long it will take before they can open up some more lanes. right now the right shoulder gets by northbound 95 about a mile or two south of courthouse road. so you have some options. you might want to take route 17 out of falmouth and just get yourself out of that delay. take route 1 over to 95 at courthouse road and get yourself around that. another detour is center port parkway. let's take a live look at northbound 95 at route 17. it looks like everything is fine down there. this is over here near route 644 yobdz the accident -- beyond the accident scene and you can see things are just bunching up but the lanes are open heading to 395. on the west sides of town no issues to report on 66 or the dulles toll road. a quick look at american legion

>> kristin fisher is following this. she has more from our satellite center right now this morning. good morning, kristin. >> reporter: good morning. last night our derek mcginty hosted a debate between these two candidates. a lot of it focused on all of those high stakes ballot issues this year in maryland. here's what the two candidates -- where the two candidates stand on question six, same-sex marriage. >> marriage has been a term for centuries that's been applied to the union between a man and a woman. i think it needs to stay there. i do, however, believe that our epuhn ration includes your job, your pension and if you want your significant other to share in your health care and visit you in the hospital, they ought to be able to do that. >> i support marriage equality. the best thing that happened to me is getting married. i think when this country has reached for greater equality, we've looked back and realized it was the right thing to do.

>> reporter: the candidates also discussed question 4 on the ballot, the dream act which would allow the children of illegal immigrants to get in state college tuition. >> i support the dream act and i support comprehensive immigration reform in this country. i think it's one of the most important things we need to do for the morality around the 11 million undocumented residents in this country. we have to create a path to citizenship for them. >> it depends on what you think is the highest priority. respect for our laws or looking at these people, you want them to become a productive member of our country. >> which do you think is the highest priority? >> i will tell you that when i go into the voting booth. >> you haven't decided which way you want to vote on it? >> i will tell you i am conflicted. >> reporter: you have to appreciate his honesty. it's rare to hear a politician say in this day and age he still doesn't know exactly where he stands even though he has to vote on it in less that two weeks. just two weeks to go. you can believe it? >> no, we can't hardly believe we won't see those ads anymore after that.

thank you for reporting live from our satellite center. a group of religious leaders in maryland is pushing for the approval of question 4 on the maryland ballot. a coalition of priests, pastors and rabbis from many faiths rallied for support last night in silver spring at the southern asian seventh day adventist church. approving question 4 would finalize the dream act passed by the general assembly. it would allow many students who can prove they live in maryland to attend state schools at in state tuition rates even if they're not u.s. citizens. on this day ten years ago, the washington area let out an audible sigh of relief. that is because on october 24, 2002, police officers arrested d.c. snipers john allen muhammad and lee boyd malvo after their three-week shooting spree that left ten people dead. their blue chevy capri was found at an i-70 rest stop in myersville, maryland. the two were sleeping inside at the time. muhammad was executed three years ago. malvo a teenager at the time is

now serving a life sentence. the securities and exchange commission has opened an informal inquiry into the district of columbia's chief's office. they're seeking copies of all internal audits dating to january 2010 and it's cooperating fully. cfo was criticized at a recent d.c. council hearing for his failure to release audits that uncovered problems in the office. it is 5:35. jessica doyle is watching your money. >> she's watching the cost of college, too. that's a doozy. >> that's right. the cost of getting a higher education is definitely surging. and it's well outpacing the gains in all of our income. this fall the sticker price of in state public tuition climbed about $400, nearly -- or rather 5%. the college board says that brought the average to $8600. tack on room and board and then you hit $17,860 on average for

public school. coming up in the next half- hour, kiplinger's personal finance is out with its annual look at the most affordable colleges in america. if you are on a budget, i will tell you why you should look at the ivy leagues. that's coming up at 6:00. the big pay gap between men and women starts right out of college. a year after graduation, women are earning nearly $8,000 less a year than their male counterparts of the american association of university women analyzed data from a department of education survey of 15,000 graduates from 2009. men earned average salaries of $42,900. women earned $35,300. even when you control for the same majors, the same jobs, the same hours worked, women were still paid 7% less than men. that person who calls you during dinner to find out why your check is late is about to face some tough scrutiny, too. for the first time in history, debt collectors will be regulated. today the consumer financial protection bureau is expected to finalize a new rule to

conditions. weather terrace, i'm looking up seeing stars this morning with 61. winds light out of the southwest at 3. dew points in the 50s. so this is the system giving us the clouds and maybe a sprinkle this morning. it's going to come through and as it passes this afternoon, we'll see more sunshine and winds fairly light today. our change is going to come with the wind direction change as a front slips in from the north. so you'll notice the clouds. kind of subtle. i want you to watch n. here we are at 5:00, sunny and about 78, 79. but these clouds start to move in from the northeast. with the winds changing, an easterly flow, that's a cooler flow off the atlantic, not as warm tomorrow. highs probably only in the low 70s as opposed to the low 80s or mid-70s tomorrow. then friday perhaps low 70s but even some drizzle. if the clouds are thicker friday, we may stay in the 60s. we've watching sandy w. he have tony here going to the northeast. not a problem. sandy, though. when you look at satellite loop and we color enhance study to make it -- enhanced it to make it easier to see where the

taller clouds are watching around the center. this is boiling away south of jamaica. winds 70 miles an hour. almost a hurricane, likely will be a category one as it hits jamaica later today. here we are at 2:00 near landfall. they're talking about maybe a foot of rain, some storm surge, flooding as well. this storm is going to cross cuba, get into the bahamas and start to transition from a tropical to a non-tropical storm so the wind field will expand greatly. it's still going to maintain 70 mile an hour winds but is it going to come more toward bermuda or more up the east coast? the latest advisory moved the track a little more to the west closer to the u.s. mainland. watch that trend. 81 today. more clouds this morning. tonight 50s to about 60. 75 tomorrow. friday 72. could be an afternoon shower, maybe a little patchy drizzle in the morning. then the weekend shower possible saturday with a front and beyond saturday, it just depends on what happens with sandy. so we'll know more as we know more about sandy but definitely turning cooler. monika, over to you.

it's kind of a good news- bad news situation. a tractor-trailer was on its side with a fuel spill at about 12:30 last night. northbound 95 down in stafford before courthouse road. now authorities are telling us that the cleanup continues but only the left lane is blocked. i wouldn't say there's not a delay. there probably is a delay, at least a mile and a half on the northbound side. scoot over to the right to get by or choose to use route 1 as your alternate route. let's take a live look further north on the northbound side of 395. this is what it looks like at duke street. all lanes are open both in the main and hov lanes. everyone is behaving themselves heading up to the 14th street bridge. let's go back over to our maps and this time to 270. on the southbound side that slow lineup now begins over in frederick about 31 miles an hour here at route 109. we'll go there live right now, southbound side. you can see it is slow and heavy down toward 121 and germantown but at least the lanes are open. i'll be back with more traffic coming up in a few minutes at 6:00. back to you guys. making news now, coming up

on 5:51, the fungal meningitis outbreak linked to prescription steroid injections has now killed 23 people, including for in virginia and one in maryland. massachusetts officials say an investigation of the drug manufacturing facility turned up unclean conditions, including visible black specks of fungus in steroids. police in madrid, spain are trying to keep the parliament building sealed off from protesters. that is because lawmakers are meeting to discuss next year's budget which includes austerity measures which will affect health care, transportation and education. demonstrators are now calling for new parliamentary elections. people are dying things down and boarding windows in wingston, jamaica -- kingston, jamaica. hurricane warnings are in effect for both jamaica and cuba. it's a longward with a big impact. sequestration. it's been brought up in the presidential debates. if it happens, the automatic federal budget cuts would

greatly impact our area. >> much of the talk about what would happen is focused on the department of department. but as peggy fox shows us, the across-the-board cuts would have far wider reaching effects. >> reporter: it's part of the family center which helps 77,000 people, people who were hungry, jobless or suffering from domestic violence. [ no audio ] about a third of its budget comes from state or county funds. some come from federal sources. if sequestration happens and budgets are cut, leaders worry if they'll be able to help people in need. >> that's a huge amount of money. that is direct scheses to the people -- services to the people we help. >> reporter: the sequester cuts amount to $1.2 trillion even divided among domestic and

defense spending. economists have predicted 160,000 jobs could be lost in the d.c. area alone. >> i don't think you can make across-the-board cuts equally. i think it's growing to affect some people much more than it is other people. >> reporter: like the president, many are convinced the cuts won't happen, confident congress will act after the election. but when democrats like jerry connolly have tried to ask for the issue to be taken up, they've been shut out. >> what's going to happen now is after the election, not before it sadly, we're going to have to deal with sequestration and the full plate of other issues that are quite serious. but i like the president am confident we're not going to let sequestration happen because frankly there's something in there for both sides to hate. >> reporter: peggy fox, 9 news now. >> congressman connolly also told peggy it's not just defense or defense contractors but civilian contractors who will also be affected. but representative connolly feels something will get done by the end of the year no matter who wins the
