ago authorities are investigating an officer- involved shooting an tacketts mill road in stafford. police were initially called out for a car accident. something led them to a home on tacketts mill road and police officers were called in to help and investigators say at some point a situation escalated and shots were fired. we are told it is a 17-year-old male who was shot and killed. police are still working to confirm all of this information right now. it is not clear if it was a stafford or a fauquier county officer involved in this shooting. we'll have more information as soon as it becomes available. well, back to storm sandy, the long road to recovery from this superstorm meant a long wait on thursday for new york commuters and they faced a choice of standing in line for buses, or trying to get to work on their own. >> new york city crews are working to get all subway tracks clear and more trains running. there's plenty of gasoline, in the superstorm battered northeast just not at the gas stations.

drivers in new york and new jersey have been waiting in long lines upwards of two hours to fill up while millions of gallons of gasoline it is at the ready in storage tankers and pipelines. >> help is on the way. kristin fisher is out at national harbor where virginia power is getting ready to send over 1,000 skilled workers to assist up north. good morning kristin. >> reporter: good morning. to be exact we're talking about 1500 skilled workers from dominion virginia power. some of the crews have just started showing up after catching up on much-needed sleep. in just little over an hour they're going to be hitting the road and heading to the areas after superstorm sandy. we're talking about new york and of course the new jersey coast. now in new jersey, what we're talking about here's the latest numbers. 1.7million people in new jersey still without power. that number is down about a million so power crews are making some progress. but not fast enough.

yesterday governor chris christie said getting them back on the grid is priority number one. >> we're in a triage and attack phase now of the storm. so we can restore power, reopen schools, prepublic transportation back online and allow people to return to their homes if they've been displaced. >> reporter: now for people no new york trying to go back to work two big challenges. first gas, no power, means most gas pumps don't work and the stations that to have power have lines that stretch for miles long. then once they can get gas their second challenge is having enough people in their car to enter new york city. since most mass transit is down, most cars are turned away with less than three people in it. that of course won't apply to the trucks that will heading in from virginia just a little bit later this morning. coming up in half an hour at 6:30 i will be talking with a spokeswoman from dominion virginia power and she says that this is the largest relief

operation that their company has ever done. 1500 people that they'll be sending that way since most of the power in our area is back restored and they are packed up prepared to stay in the new york, new jersey area for at least the next two weeks. more coming up at 6:30. back to you. >> thanks kristin and they are definitely needed up there. the red cross is also sending people to the regions affected this morning. they are staging at the regional disaster coordination center in fairfax and they're going to west virginia. this is a live picture now of their deployment. west virginia residents suffered massive power outages from sandy but it was snowfall that was the issue there. part of the region received more than 3 feet of snow. if you go a little bit further east in garrett county, maryland, residents are during out after debt -- digging out after getting more than 2 feet of snow there. it knocked out power to thousands of families still in the dark this morning. governor o'malley toured the county thursday can he is promising to mobilize all of the resources necessary to help those in need and get the

lights back on. between the dominion virginia and pepco report fewer than ten customers out of power in the washington area. and bge is close to restoring power to all of the d.c. regional customers, we just checked with bge, it is now reporting -- after wild chase including explosions, the man wanted for attempted murder in connection with three pipe bombings in northern virginia was taken into custody yesterday afternoon. but lawrence stewart ii was not where atf officials expected to find him. stewart was arrested near belt, montana east of great falls. authorities say he threw pipe bombs at them from his vehicle which led them on a car chase. a local police officer is now been charged trying to murder a man he was arresting.

prosecutors say in september johnnie riley a sergeant with district heights, maryland police department arrested a man suspected of stealing a motorcycle. well, the suspect who was in handcuffs at the time ended up escaping custody and started running down the street. now prosecutors say the officer riley abused his authority by shooting the man in the back. as he was trying to escape. today former penn state president graham spanier will be in court. prosecutors say he was part of a conspiracy to cover-up sex crimes of assistant football coach jerry sandusky for years. spanier is charged with five counts they include perjury, obstruction of justice, endangering the welfare of children, conspiracy and failure to report suspected child abuse. two others are facing the same charges, jerry sandusky was convicted of abusing ten boys over a 15 year time span. prosecutors say the three administrators knew of about at least two of the assaults. the time right now is 6:07

and i am watching your money. new york an -- area weather anchors and meteorologists rang the closing bell yesterdays as wall street continues to -- yesterday at wall street continues to recover from a two day suspension since superstorm sandy. that hasn't happened since 1888. stocks way up. that follows positive reports on manufacturing and consumer confidence as well as jobs. the gains are a prelude to the government's monthly jobs report which will be released before the opening bell this morning. according to adp. yesterday private employers added 158,000 jobs in october. that beat economists' forecasts by 15,000 positions. the labor department says first time unemployment claims fell by 9,000 last week to 363,000. but more than three million americans continued filing for unemployment benefits last week. again, the government releases its official monthly jobs

good morning, about 350 of the trucks will be rolling out of here in just a little over an hour, and in total deminon is going to be sending 200 trucks up to new york, new jersey, and as you said jessica, that's about 1500 skilled workers. with dominion, joining me now miss anderson a spokeswoman for dominion power. can you begin to put into words how much -- how many resources and how manpower you guys -- how much manpower you guys are going to be sending up? >> they're going to be working hard and they need the skilled workers who are going to be able to put in some long hours. and we are up for that challenge. many, many times before, we've been assisted and now it's you the urn to assist -- our turn to assist. about 1500 people will be going up. these are line workers and people who are going to be helping with patrols. these are people who are going to be helping with logistics so all sorts of workers that know what they're doing. that have done a lot of this

kind of work before. so we're just a part of you know, this is a nationwide effort by utilities to bring people up to help. there's a lot of work that's going to have to be done up there. >> reporter: i think everyone in the virginia area wants to help out our fellow americans in new york and new jersey as much as possible. but we still have a pow outages here and who knows what could happen in the days and weeks to come. would this at all affect our power situation here in virginia and the greater washington area? >> we would never put our -- our own customers in a situation where we couldn't restore power to them. we have been able to restore power to all the customers affected by the hurricane. and now, we're going to be sending crews up north. we are also going to keep crews here that are going to be able to help with new outages, the day the day outages that we have. so our customers here in virginia never need to worry that we're going to leave them stranded. we still have their back. >> reporter: thank you so much. and we were never really worried about it but has to ask that question. i think everybody here at

channel 9 felt pretty tired after working long week and long hours but the guys here have been working even longer hours and even harder and now here they go hitting the road. their bags are packed for at least to more weeks and the hardest hit areas. after hurricane sandy. so you got to -- send your hats off to all the crews heading up to the areas this morning. back to you. >> thank you kristin. good news on outages to report for you. dominion virginia is reporting -- bge is close to restoring power to all of its d.c. regional customers, bge reports -- well, dominion, bge and other utility companies are getting the last customers restored. pepco was one of the first to complete all of its restoration work from sandy. of course pepco as we well know has been highly criticized in

the past for its reliant. only our chin -- reliability. only our surae chinn was invited. >> reporter: we were the only outside camera crew invited when the energy secretary thanked the linemen, and for the first time in recent history, the utility company is being praised, not criticized. >> we finished our clean-up and restation yesterday. >> reporter: steven chu is giving the unchaining heroes credit for a job well done. lineman don gala -- >> thank you. >> reporter: has been restoring power to customers for nearly 30 years. >> it's just like anybody else. if you show me a little respect i'll go a mile for you. >> reporter: he appreciates the recognition. >> oh man, the certain storm we had. i've been here going on 29 years and it was hard. >> reporter: at the height of superstorm sandy, 44,000 customers were impacted. that was a quarter of dominion power and bge outages. >> it is a change. it's a welcome change. >> reporter: pepco regional president thomas graham says it

was a little bit of luck and a lot of preparation. >> feels good but there's also the reality that a lot of customers in other parts of the country are suffering right now. >> reporter: pepco has been the most highly criticized utility even dubbed the most hated company in the nation. has pepco turned a corner? >> you know, the -- that question is better served to those who judge us. >> reporter: how do you think they did this time? >> we were very surprised. but they did much better. they were actually trying to trim some barrages. >> prior to -- right before the storm hit us. and i was impressed to hear that. >> reporter: for a brief moment. they allowed themselves to celebrate. but only for a moment. before don gala heads back out. in rockville, maryland, surae chinn, 9news now. >> even one of pepco's biggest critics says it did a food job. roger bellinger telling 9news now you can thank the prep work

and the fact we didn't bear the brunt of the storm. he says that will go a long way to rebuilding goodwill among its customers. new jersey election officials say military trucks are going to be used as election polling stations in communities that were batrd by the superstorm sandy. the trucks are going to be parked at polling police stations which don't have power. -- places which don't have power. also exit woulding the deadline for -- extending the deadline for mail-in ballots, they need to be in the mail no later than closing time at the polls on tuesday. some sat in line for 15 to 20 minutes or so and others even as long as a few hours. early voting hours in maryland have been extended through today. the centers will be open from 8:00 a.m. until 9:00 p.m. the time right now is 6:38 and i am watching your money. despite sandy, 1.1 million vehicles were sold in october in the u.s.. this is an increase of 6.9%. plus, the destruction of thousands of cars, well that could lead to a sales boost in

the coming months. for those who've returned to their storm damaged neighborhoods to find their cars flooded out, or buried. general motors and nissan as well as infiniti are offering special incentives and discounts on new vehicles. the rumors about a pending retirement for 67-year-old ceo alan mullaly has been put to rest. ford announced he will be staying on the job through at least 2014. on the news ford shares rose in early trading and he has been widely credited with helping the nation's number two automaker avoid bankruptcies and didn't take a bailout. according to analysts his likely successor is mark fields, his promotion to the coo role was also just announced. ford says fields will be taking over the day-to-day decision making. george lucas is donating the majority of the $4 billion sale of lucas films to disney to improving education. lucas made the announcement thursday in anticipation of this deal.

welcome back. 6:54. your weather first. grab a jacket. we've got 30s and 40s now. not to breezy. the skies are going to go partly cloudy to mostly cloudy this morning but more sun the afternoon with high temperatures in the low 50s for the most part. jess? thank you howard. we have more on the breaking news coming out of fauquier county. virginia. >> we now know officers from fauquier and stafford counties were called to the intersection of tacketts mill road in stafford around 4:00 a.m. for a possible dui related crash. now the investigation led officer something to go to a

home about a half mile away. the scene at tacketts mill road. the altercation happened at some point between the suspect and officers which led to that suspect being shot and killed. right now it is not clear if it was a stafford or fauquier county officer who was involved in that shooting. we are told however it was a 17- year-old male who is the victim. police are still working to confirm a lot of this information and we'll have continuous updates later on today on and tv of course on wusa9.com. the time right now the 6:55. >> weather and traffic one more time when we come back.
