baker, prince george's county executive speaking in silver spring this afternoon, but it could be a kick in the teeth to west virginia. >> reporter: i'm scott broom in charlestown, west virginia. after question 7 in maryland expanding gambling, what's next here? and it's not just the casino that's a loser. today jefferson county's emergency services department was busy saving the life of a man who fell from a rooftop. the department's entire $2.1 million budget comes from, you guessed it, gambling revenue. the director is doug pittenger. >> if we were to take a loss of revenue, we'd have to make cutbacks. >> reporter: it was gambling revenue that built the new emergency services building, gambling money that makes up 25% of jefferson county government's entire $28 million budget. patsy nolan is president of the county commission. >> it is very important. it's grown in its importance to jefferson county and we are going to have to learn to do more with less. >> reporter: turns out

gambling revenue here is actually a life and death issue. in charlestown west virginia, scott broom, 9 news now. those long lines led to some short tempers at some polling places in prince william county and now the board of elections will consider possible solutions trying to make sure there's no repeat performance next election. this was the scene at one precinct where voters had to wait as long as five hours to katz their ballots. roughly 20,000 more prince william county county voters showed up at the polls than in the 2008 presidential election and not everybody had such a pleasant experience. >> it was pretty remarkable. i mean i have a 6-year-old daughter. we were in line about an hour and a half in the cold, but good conversation, plenty of laugher it and then she had the chance to go into the vote -- laughter and then she had the chance togo into the voting booth. >> one solution under consideration already, buying more voting machines. a makeshift dance stage, illegal rooms and wires hanging everywhere, that's what

neighbors and d.c. officials say was going on in a moment on south dakota avenue in northeast -- home on south dakota avenue in northeast. we are told this motor home was part of an illegal addition attached to the home. workers pull ad part the home and bus two hours ago. it was a victory for the neighbors who were complaining about the eyesore for some time, but there was 1 big problem. >> there is a deceased individual that owns the house. it's going through probate court right now, i believe. someone has been acting as owner of the property. >> the chief building official ordered the building itself boarded up and vacated. it's all a result of code violations. nine women, nine attacked and police think the same man is responsible for all of these incidents in northern virginia. >> reporter: i'm surae chinn in springfield, virginia, where now a ninth case has been linked to the serial groper in fairfax county. nearby residents are on high alert after the latest attack on hibbling avenue near

puerto rico may beat out washington d.c. in becoming the 51st state in the union. a small majority of voters in the u.s. territory voted to seek statehood yesterday. this is a move president obama said i supports. the referendum -- he supports. the referendum requires final congressional approval. the citizens of puerto rico cannot vote in presidential elections. this is how they defeated prohibition against alcohol one step at a time. >> the first two states in line washington and colorado voted yes to legalizing recreational marijuana. that measure in both states allows licensed retailers to sell pot. users have to be over age 21 and can possess an ounce at a time. the laws do set the stage for a

6 since 1993, but now republican lawmaker roscoe bartlett is on the way out. he lost yesterday to democrat john delaney and joining me in studio is congressman elect john delaney. we want to thank you for joining us and congratulations on the big win. >> thank you, derek. >> let's put you to work right away. voting was a big problem yesterday, a lot of long lines and frustrated voters. what do you want to do about that? >> it's a state issue. >> maybe it shouldn't be. >> maybe it shouldn't, but i'm in favor of doing anything we can to expand voting opportunities. we should have more early votes, we should have more locations and we should even consider things at least in maryland like voting by maryland which they do in washington state. it's proven to be very successful. >> more money is what a lot of people would say you need to do. >> i think we get a better return on the investment with broader participation in the democracy. >> let's move on to the fiscal cliff. a lot of folks are counting on the lame duck congress to do something about it. that will be roscoe bartlett, the man you replace in january. have you talked with him on what you think he ought to do?

>> i haven't talked with him specifically, but i think the current congress should defer it to the new congress which i know people have resistance to deferring things, but i think the new congress elected by the people should deal with this problem because it is a very significant problem and we should deal with it with time and have a measured approach. >> fair enough. let's say that were to happen. what's the thing you'll be willing that's close to your heart to sacrifice to make compromise work because that's what compromise is all about? >> i think to make it work we need to follow the template laid out in the bowles simpson deficit report which was a very balanced approach. we cannot deal with our fiscal situation across the long term unless we tough revenues, entitlement reform and defense spending and the only way to deal with this problem is to have a balanced approach. >> what would you give up? >> it's hard to say because i think you're not asking in the context of what thing i'm trying to advocate for. >> right. >> but i just think in general we need a balanced approach.

i think what's terrific is the deficit commission from mr. simpson and mr. bowles who i think are heroes, i think they were given a job and did it. >> you're a business guy. i think mitt romney would call you a job creator. are you bringing something to the table that maybe another democrat might not bring? >> i've started two companies in maryland, created over 2,000 jobs, both of which became new york stock exchange company. i've always been a democrat. so i come at this from the perspective of what i consider core democratic values but real experience creating jobs. >> in two states they have now rlealizeed marijuana. what do you think ought to happen and -- legalized marijuana. what do you think ought to happen and should the federal government follow suit? >> i haven't looked at this issue in any depth, so i don't have an informed position at this point. >> just wanted to see what your thought about the idea was. >> i'm sure you did. >> we can't trick you. thank you for joining us. well, the snow is already

nantucket. our highest wind gust is 26 in annapolis. we have a little light rain and showers pushing across parts of the metro area primarily east of i-95. that will be the best chance to see anything in terms of precipitation. temperatures are chilly, 40s and 30s, 39 in gaithersburg, 40 in rockville, 40 in great falls, 40 in fairfax, still 42 in college park and 41 in bowie. so tracking the nor'easter, light rain and/or snow primarily east of town tonight. it will stay dry in the western suburbs. good news for everyone, it will be a dry morning commute. keep your jacket handy and sunglasses tomorrow. yes, we'll see a fair amount of sunshine. now we see showers and rain baltimore, anne arundel into prince george's county. it moves out pretty fast. the clouds hang tough through midnight. then we see breaks and by tomorrow afternoon we're looking at pretty much pure sunshine. the winds will pick up, though. remember we're talking low 50s, but dress for the 40s tomorrow because it's going to feel a little blustery.

in the mailbag tonight election 2012, say what you want, feel how you may like about the results, but in a lot of places it was the process that was troublesome fraught with ridiculously long lines and betty from virginia wants something done about it. today my bent over 91-year-old mother who is a world war ii veteran herself drove to the polls, circled several times to find parking, no handicapped spaces available and then stood in line for an hour with her cane before her bones just couldn't take it anymore and she had to go home. this is a disgrace. is voting only for the strong,

young and able bodied? betty, of course it's not, but i'm sure you know your poor mom was only one of thousands, maybe millions dealing with those crazy long lines and hours and hours of waiting and i have a couple take-aways from the situation. first of all, major league kudos to your mom and every other american who put up with that to cast your vote, but secondly, you shouldn't have had to. americans spend $2.4 billion a year on halloween candy. surely we can come up with some cash to buy ourselves a better system to vote online, by mail, something. and then there was this from our good friend karen in alexandria. given the closeness of the popular vote and the content of romney's concession speech, why doesn't obama put him to work as he did with hillary clinton after defeating her in the democratic primary and in the spirit of conciliation and as a step in healing the country give mitt a position in his second administration? you know what? i really like that idea. how about romney in charge of
