>> bremerton, washington. great place to be a kid but you can't beat the enter chance -- international charm of d.c. i have to say something here for our forecast. a charming forecast this morning. it's a little bit overcast. we're starting out with the mugginess and cloudiness. a little bit of dampness from the moisture moving on through. let's take a look and see how we're looking. moisture moving south and off toward the east. almost out of here. a little bit of a wintry mix across the eastern shore. overall i think we'll see some improvement. as the clouds start to clear out, sunshine is going to take over. the difference in today's temperatures over yesterday we're not going to make it out of the 30s because we're switching to a more northerly wind by later on this afternoon. it's definitely going to be breezy. we're going to kick up these winds above 10 and 15 miles per hour by late in the day. that's going to make it feel a lot cooler, although we're in the upper 30s it's going to feel like the lower 30s and mid range 30s. overall today, highs are going to stick below that 40-degree mark and we're going to keep it with a green alert today,

tomorrow and the next day. even partly cloudy on friday is not too bad as we keep the forecast dry. but by saturday we're tracking the opportunity for a little bit of moisture to move on through. monika? so far so good out on the roadways but you know a lot of people are coming back to work today and that means that traffic could get sticky pretty soon, at least when it hits 5:00 in the morning, that's what happens. if you're traveling on the northbound side of i-95, you're okay in virginia. southbound 270 out of frederick no issues to report from i-70 down to the point where the lanes divide. let's take a live look outside and show what you it looks like here on the beltway at georgia avenue. looking good between 270 and i- 95 on the north side of town. all of your major thoroughfares look great coming down to the beltway. let's take a look at our maps again. this time over to the bridges inside the beltway. no problems at the roosevelt bridge, memorial bridge, 14th and the 11th street bridge coming up on 295. one more last live look, this time northbound on 95 here in springfield. you can see it's already heavier than it was just a few

minutes ago. we'll be back with more traffic coming up again in a few minutes. back to you guys. >> thanks, monika. 5:02 now. this morning we have a deal to avoid the fiscal cliff, at least for now. the house of representatives passed a senate fiscal cliff bill late last night. >> the deal keeps americans from falling off the fiscal cliff immediately but kicks some important decisions to the upcoming 113th congress. 9news reporter surae chinn is live on capitol hill with more on the story. good morning, surae. >> reporter: good morning, andrea and mike. yes, it was a late night on capitol hill, but in the end, the house did vote on the senate fiscal bill, although it was very late. it was around 11:00 last night. the vote by a margin of 257-167 opposing. and many consider this a political victory for president obama. that comes one day a. fiscal cliff deadline. but they will work retroactively to extend the tax rates for most americans.

it's what he campaigned on to raise taxes on the wealthiest. the bill raises income taxes for individuals earning $450,000 a year and families earning $450,000 a year. it includes an extension of unemployment benefits for about two million americans. >> under this law, more than 98% of americans and 97% of small businesses will not see their income taxes go up. >> reporter: but of course this all delays more fiscal cliff showdowns. the bill delays spending cuts for two months, sequestration and also the rest of the budget. so we're going to have to deal with that the earliest next month with the new congress. it is the main reason why democratic congressman jim moran opposed this bill and he voted -- he vote it down. we'll hear from the in the next half-hour. back to you. >> surae chinn reporting live from capitol hill. it is 5:04. time for the latest your money report of the morning. >> jessica doyle is here with the impact of this deal.

>> well, global markets are riding high because this deal actually got passed in the house. there was concern that that wouldn't actually happen. wall street is back in business today after being closed for new year's. checking the numbers for you, the dow stands this morning above the 13,000 mark yet again. good place to start the new year, gamed 166 points on friday. the nasdaq finished at 59 points. the s&p 500 was better by 23 points. even though investors are riding high on this fiscal cliff deal, the nation's money problems are far from over. great quote here to sum up the year ahead. quote, it looks as if lawmakers will spend 2013 staggering from prices to crisis not unlike a bunch of nasty drunks weaving their way from barroom to barroom. that is a great quote, right? >> that's fantastic. >> that is a december 27 blog post. what type of crises are we talking about here? we'll run through a timeline. right now the country is

employing a bunch of accounting tricks to keep paying the bills. after we slammed our head into the debt ceiling yet again on monday, we have a month or possibly two for congress to raise the ceiling on the amount of money we as a country owe or are allowed to maintain. this could be a knock down, drag out fight. the early view is that republicans will use the political moment to demand more spending cuts. in march both sides will probably go toe to toe over short-term spending to keep the government open. you'll remember the same fight almost led to a federal shutdown about two years ago. then we probably go another round in the fall when congress goes head to head over the 2014 fiscal budget. and the same issues could come to the forein that -- forein that fight. not to mention the congress has to come up with a deal on sequestration. they kicked the can down the road. now it's up to the new congress

to come up with a grand bargain or find some other creative way to kick the can yet again. do not expect these problems to go away just because we have this tax deal in hand. >> how do we still have a can left? it's been kicked so many times. >> holes in it for sure. >> it's amazing that the treasury secretary actually goes out there and says yeah, we're using these methods to keep the debt ceiling going. we're using accounting tricks. if it was a business-- >> we'd be in trouble. >> yes. the government would be calling saying what's going on here. >> robbing peter to pay paul. what do you have in the next half-hour? >> we're looking at the fiscal cliff and how this current deal impacts you and your paycheck and your investments in 2013. >> a mountain with lots of cliffs and peaks and valleys. >> bumpy road but we've got a seat belt. >> here's a can. >> kick it. >> thanks, jess. in other news this morning, in bristow, virginia, the community honored a police officer who died in the line of

duty. hundreds attended a candlelight vigil last night for prince william county motorcycle officer chris yung. he was responding to a car crash monday when he collided with a minivan. no charges have been filed in the case but the investigation continues. officer yung was 35 years old, married and the father of three young children. a devastating start to 2013 for parishioners at a prince george's county church. it was destroyed by fire early tuesday. you can see there that's just a silhouette of a cross that was burned into a brick wall at first wesleyan church of oxon hill. the sanctuary is completely charred. investigators say there is a chance that this fire was caused by a midnight power outage at the church. a new legal fight is about to begin connected to the jerry sandusky scandal. that story is coming up. >> plus, dozens of workers ring in 2013 by cleaning up the mess in times square. >> and ahead in sports, the wizards face a recent nba champion as they try to change their losing ways in the new

that would be used nationally to finance child abuse prevention programs. state lawmakers say that money should not be spent outside pennsylvania. los angeles police say a paparazzi was struck and killed overnight. the manual had just been taking photos of singer justin bieber's ferrari when he was hit. the driver was stopped and is unlikely to face charges. bieber was not in the ferrari at the time of the crash. workers streaming into manhattan this morning are going to see virtually no signs of the massive new year's eve party in times square. the confetti, the streamers, the hats all of it swept away. it took an army of about 200 sanitation workers several hours to clean up the giant mess. behind all the people that were there, more than a million of them to say goodbye to 2012 and welcome in 2013. dozens of couples in maryland are exchanging vows this week because for the first time it's legal for same-sex partners to get married in the free state. that's coming up at 5:50. at 5:40, we'll show you the first babies of 2013 to be born

howard bernstein. she has the forecast. are there snow flakes out there? >> there are snow flakes out there but they're way off to the east. for us in the metro, we're pretty much in the clear. moisture wise we still have the cloud cover overhead and it will take a while for it to move on out. we were tracking the storm system moving off the coast. it has a front associated with it and what it's bringing in is more of a breeze today and chillier air is going to settle in for the next couple of days. we're definitely feeling like winter. not a bad shot from our weather cam, though. we are in the chill. 37 at reagan national. overcast skies, even by noontime we're still in the lower to middle range 30s. we will see a high today only near 38 degrees. that should happen round about 4:00 or so. then we begin that clearing. 2:00, 3:00, 4:00 mostly sunny skies and, yes, we'll see a little bit of cloud cover going into the overnight tonight. overall i think you need to dress for that very cold weather. although we're in the 30s right now, middle range 30s inside

the beltway. feeling more like the lower 30s because of our light winds out of the north. we will continue to crank up our winds later on today. they become northwesterly mainly about 5 to 15 mile per hour winds by the afternoon. but with all the sunshine, i think we will make it to 37 in the city center. doppler radar can show you where the moisture is. down to the south and east. a little bit of remnants for southern maryland, off toward the eastern shore. we seen see a wintry mix and light snow flakes. the entire nation is in a chill this morning so we're not alone in this but with the help of the sunshine, we'll see improvements headed into tomorrow. here's what futurecast has to say. it does take a while to get rid of all this crowd color, even by tomorrow morning -- cloud color. even by tomorrow morning we still have partly cloudy skies but at least the moisture has moved on out. the good news is we're going to carry that trend. high pressure beginning to dominate into tomorrow and into your thursday and friday forecast. looking like we're going to be straying dry, at least till we get to the start of the

year. howard is off and the lovely olga breese is here. >> we're going to get some breezes this afternoon. we had the overcast skies. a little bit of moisture has moved on in but most is off to the east. we'll get sunshine later this afternoon but we're going to have to be patient. let's take a look at how things are progressing. some moisture on to the south. a front has moved on through. this a storm system that passed south of the region yesterday but the tail end of that front is still a bit of a mess in southern portions of virginia, through the carolinas but we're in the clear right now. moisture wise. overall i think things are going to be pleasant. right now temperatures in the 30s. that's pretty much where we're going to stay for the remainder of the day. by the time we get to the 10:00, 11:00 hour, we'll start to see breaks in the cloud cover. winds will become more breezy out of the north about 15 miles per hour. highs should top out right around 38 degrees for reagan national airport.

then sunshine later on this evening. it's going to last. clear and cool tonight as we imoa back down into the -- as we go back down into the 20s. right now it's very brisk so dress accordingly. green weather alerts today, tomorrow and the next day. looks like we'll stay in this chill for the long term. first accident of the morning rush hour. it's on the inbound side of the dulles toll road right before the beltway blocking a lane. inbound dulles toll road right before 495. police have arrived on the scene so be aware of that. coming in from southern maryland, though, things are still looking great. route 4, route 5, route 301 no issues as you leave 210 from accokeek up to oxon hill. and up to the wilson bridge. everything is running smoothly. we'll take a live look close by if you're planning to head here. this is the eisenhower connector area in alexandria so between the wilson bridge, alexandria and springfield, you are really good to go on the beltway. let's go back to the maps. this time we're heading on to the north side of town. no issues on the beltway right now. a few brake lights forming as you leave college park toward

georgia avenue. that's about it. 270 getting really slow and heavy here at route 109 as you can see. once you're down to 121, it does break free heading down into overmantown and the point where the lanes -- germantown and the point where the lanes divide. more on that accident at 5:38. it is 5:30. congress didn't make its deadline but the deal is enough to bring us back from the fiscal cliff. the house passed the senate's bill late last night. >> but the compromise does not resolve all the issues related to tax hikes and spending cuts. plenty to decide still. surae chinn is live on capitol hill. she has the latest on where we stand now. good morning, surae. >> reporter: good morning to both of you. the bill still needs the president's signature which is expected later on today. the president boarded air force one to head back to hawaii to finish his vacation with his family where he's expected to sign this bill into law. but this does really set up more showdowns in the future and in the coming months.

the late night deal that was voted by the house late last night around 11:00 raises taxes on the wealthiest americans, including families earning $450,000 a year. but even democratic congressman jim moran voted down the belt because it sets up more fiscal showdowns, including having to debate raising the $16.4 trillion federal borrowing limit so the government can keep paying its bills. >> the problem is we set up three more fiscal cliffs. we're going to have to deal with the debt ceiling. we're going to have to deal with the continuing resolution expiration and we're going to have to deal with the sequester. and all that's left is spending cuts. so the only question we have to ask ourselves is what programs do we cut and how deep do we cut them? we have to look -- we're going to look back on this night and regret it. >> what we do tonight is not only adopt a piece of legislation that will literally

gives tens of millions of americans the assurances that their taxes will not be raised. >> reporter: a very divided house but what this bill does not do is prevent a 2% jump in the payroll tax and so most americans will still feel a hit every month in their paychecks. mike, andrea? >> surae chinn live on capitol hill. it is 5:32. time for another your money report now. >> jessica is back with more on how you will be directly affected by the deal struck. >> there is good news. that good news is if you're like most americans, your income taxes staying put exactly where they were in 2012. that's for 99% of americans. the average american faced an income tax hike of over $2,000 if the deal didn't go through so some good news but that doesn't mean you are walking away scot-free. for the past two years, our paychecks have enjoyed a payroll tax holiday but my

friends, the vacation is over and raising this tax to help fund social security will cost you slowly but surely. if you make $50,000 a year, that's an extra $1,000 out of your take-home pay, about 20 bucks a week. if you earn the cap, that's $113,700, ir e-- our a -- you're going for see $2300 less. you can plan for that now. there is still plenty of uncertainty out there that could hit your investments as well. lawmakers still have a number of money problems to work out. you just heard jim moran tawbing about that. -- talking about that. investors should keep anxiety about future fights at bay. >> we tell clients emotions can be hazardous to your wealth and a knee-jerk reaction can take a

bad situation and make it even worse. >> the knee-jerk reaction to this deal today is probably that wall street is going to be higher but bottom line, wall street hates uncertainty. while stocks look like they could pop today and this could be a good year for wall street and the economy. no reason why that couldn't be the case. you should be prepared for bumps along the way this year. those fights will come back over and over again to haunt us. >> like they always say, you always try to think long-term when you're investing. that's proof this year because everybody went up and down with the stock market but year end it did okay. >> we were up 7.3% on the dow. we're up 16% on the nasdaq. stock pickers work. if you find companies that you like, if you stick with companies out there that look cheap, that investment over the long haul will work out for you. >> that was warren buffett's vice at the end of the year. -- advice at the end of the year. >> do the due diligence and it pays off. >> ignore the white noise. stay on track. >> thanks, jess. it is 5:34.

just about 5:35. george washington university is mourning one of its former presidents now. lloyd elliot headed gw from 1965 through 1988. he was a world war ii navy vet and died yesterday at george washington university hospital. he is credited with growing the university's endocument from $8 million to $200 million. many buildings, including three libraries at foggy bottom campus were constructed during his tenure at president. lloyd elliot was 94. some families spent new year's day taking down those christmas decorations. that means many people will be putting their christmas trees in the trash. so governments around the metro area have put their pickup plans into effect. in the district you can put your tree on the curb where you would normally put your trash. trees will be picked up through sunday the 12th. in montgomery and prince george's counties, trees will be picked up through the end ever the month. in -- of the month. in virginia, alexandria and arlington counties have scheduled curbside pickup

lower 30s. so keep that in mind. day planner is cloudy. it will stay cloudy not only through 10:00, 11:00 but by 12:00 we'll start to see some breaks in the cloud cover. we're also going to ramp up our winds above 10 miles per hour into the afternoon. that means it's going to be a bit breezy and feeling brisk and cool. with the sunshine later on today, i believe our temperatures at the city center should make it up to about 38 degrees, particularly for reagan national airport and andrews and to the south. we will start to see, though, gradual clearing overnight tonight and temperatures backing down a little bit after sunset because of all that clearing. doppler 9000 has cleared out nicely over the last hour or two. you can see on satellite some of that moisture moving off toward the east, but futurecast doesn't clear out these clouds till well into the later portions of this afternoon. that's not going to give us much time to really improve on our temperatures for today. by 6:00 your drive time home looks final. dry and mainly sunny so you want the sunglasses around for

late day. overnight tonight high pressure is going to settle on in which means we're clear and cold. down into the 20s for most of us for overnight lows. upper 20s closer to the city center. then for tomorrow sunshine continues. we're mostly sunny on your thursday forecast and it looks like temperatures tomorrow kind of inch a little bit higher, not too much, though, but we'll get closer to the 40-degree mark. by the time we get from thursday night into friday morning, we're tracking a few changes on the way. still a good day on friday but we'll pull in some more moisture which means we could see a little snow flake in that extended forecast. here's how we look for our futurecast forecast model. again it will be mainly clear and calm overnight tonight but things will improve as we get through the latter portion of the weekend. today's forecast only into the 30s so, yes, a chill stays with us. we don't have any weather alerts for you today, tomorrow or for friday. it will be brisk and cool. saturday's forecast looks pretty good. we start to inch up back into the middle range 40s but i'm

tracking a slight snow flake opportunity early in the morning on sunday. it's not going to affect the game but the temperatures game time very chilly on sunday. highs only in the 30s. monika? if you're planning to head around town, you're definitely seeing an increase in volume. no major incidents with the exception of one area. that's the dulles toll road. i'll get to that in just a minute. first of all on the northbound side of i-95, it's just the slow traffic as you leave dale city into woodbridge. a little bit here in springfield. you can see the yellow forming on the northbound side of 395 as well trying to get into landmark. let's take a live look in spring field on the northbound side of i-95. as i said, it's just the slow traffic here on the major thoroughfare but no big issues to report in both the main and hov lanes. back to the map. this time to the west side of town. inbound 66 is fine. inbound dulles toll road watch out for the accident cleanup right near the main poll plaza as you cross the poll plaza. it is blocking two lanes so it will slow you down as you exit

toward the beltway. beyond that the beltway is looking good. let's take a live look at american legion bridge and river road on the west side of town looking good coming down from 270 down toward the dulles toll road. speaking of which don't forget the new year means new rates on the dulles toll road. tolls went up by a quarter on the 1st. that brings the rate to $1.75 for a standard two axle vehicle. and next year the charge at the main toll plaza will jump another 75 cents. tolls are also up by a quarter at the on and off ramps bringing them to a dollar a piece. guys, looks like we're paying for the silver line. i will be back with more traffic at 6:00. back to you. >> thank you, monika. making news now at 5:50, three days of national mourning are under way in the ivory coast. 60 people, mostly women and children, were killed in a stampede new year's morning. the stampede happened as people streamed out of a fireworks show near a sports stadium. another 50 people were injured. tomorrow students from sandy hook elementary school will return to class.

almost three weeks after one of the worst mass shootings in our history. but they are not going back to the same school in newtown, connecticut. they'll attend classes in the neighboring town of monroe. we have an update on the oil rig marooned off the coast of alas cacht the floating rig has -- alaska. the floating rig has now run aground. they report in signs that the vegle is leaking fuel or that its hull has been breached. the coast guard rescued workers from the rig last weekend. the same-sex weddings will be performed later this morning in a montgomery county courthouse and some other courthouses around maryland. that is because same-sex marriage became legal yesterday in the free state. >> but for the last few weeks, couples who wanted to be among the first to tie the knot have been picking up their marriage licenses. 9news reporter school broom witnessed some of those ceremonies at a waterfront inn on maryland's eastern shore. >> reporter: walnut point inn, couples nervously prepared for the ceremonies and wedding photographers scrambled. on the lawn a couple who
