camera overlooking the capitol, not too bad. 36 degrees. our high today only getting up to 38. so things are not going to change too much over the course of the next several hours. what we will do is slowly move up the winds closer to the 15 mile per hour mark later on this afternoon. overall today, it's going to be pretty decent for us. overcast skies through about 11:00 and then we'll start to see some breaks in the cloud cover. we'll hit a high near 38 but we will be seeing a brisk and breezy start to this forecast. overall, though, i think we're in the clear. we're staying with a green weather alert for the next three days. if you're planning to head into the district using the eastbound freeway right now after the 3rd street tunnel, we're getting word of a mattress in the roadway eastbound on the 3rd street tunnel. eastbound on the freeway after the 3rd street tunnel, a mattress in the roadway. so keep that in mind for your travel plans, especially as you cross the 14th street bridge. here on the bw parkway and route 50, you're fine. you have bait of slow traffic

exiting -- bit of slow traffic exiting on to route 50 coming into cheverly northbound on 295. but other than that, you're okay. in fact, let's take a live look outside and show what you it looks like here on route 50 heading for the beltway coming in from annapolis. you can see that traffic volumes are still pretty light. let's go back over to the maps this time heading over to the other side of town. 270 southbound, you're going to go i'd say about 31 miles an hour as you leave route 109 toward 121. a last live look a little further south near montrose road in rockville. still a little heavy as well to the point where the lanes divide. i'll be back with more traffic coming up at 6:11. back to you guys. >> thank you, monika. it is official. the house passes the fiscal cliff bill and president obama is thanking congress for passing it. but when he spoke late last night, he said he hopes for less drama in the future. >> there's looft work still to be done -- lot of work still to be done. now the bill heads to the president for his signature. surae chinn is live on capitol hill with more on where we stand now. we have plenty left to do. good morning, surae.

>> reporter: that's right. good morning to you, mike and andrea. it's not as big of a financial package as some lawmakers would have liked but a deal is a deal. in the end the house did end up approving the senate fiscal bill around 11:00 last night by a margin of 257-167 opposing votes. and some consider this a political victory for the president that comes one day after the fiscal cliff deadline. but the deal will work retroactively to extend the bush era tax rates for most americans. it is what he campaigned on to raise taxes on the wealthiest. the bill raises income taxes for individuals earning $400,000 a year and families earning $450,000. it includes an extension of unemployment benefits for about two million americans. >> under this law, more than 98% of americans and 97% of small businesses will not see their income taxes go up.

>> reporter: while the bill delays spending cuts for two months for the new congress to handle these issues, the sequestration, and the debt ceiling, it is the main reason why democratic congressman jim moran opposed this bill. we will hear from him in the next half-hour. but again, it was a late night here on capitol hill. we should be getting used to that in the year 2013. back to you. >> surae chinn reporting live from capitol hill. at 6:03, jessica doyle still watching your money report and the fiscal cliff. >> and the fight we should continue to expect with congress having several other hurdles to deal with. >> our money problems are far from over. in fact, they're just really beginning for this new year. it is a great quote very for you to sum up the year ahead. this comes from a december 27th blog on the tax policy center website. quote: it looks as if lawmakers will spend 2013 staggering from crisis to crisis not unlike a

bunch of nasty drunks weaving their way from barroom to barroom. so what type of crisis are we talking about here? we'll run through the timeline. right now the country is employing a bunch of accounting tricks to keep paying the bills after we slammed our head into the debt ceiling yet again on monday. we have a month or two for congress to raise the ceiling on the amount of debt we as a country are allowed to maintain. and this could be a knockdown, dragout fight. the early view is that republicans will use the political moment to demand more spending cuts. in march both sides will probably go toe to toe over short-term spending to keep the government open. you'll recall the same fight almost led to a federal shutdown about two years ago. then we'll probably go another round in the fall when congress goes head to head over the 2014 budget and the same issues could come to the floor. this is not to mention the democrats and republicans still have to come up with some sort of deal on sequestration. the current congress kicked the can down the road on budget

cuts during the last round of discussions on the fiscal cliff. now it's up to the new congress to come up with a grand bargain or find another creative way to kick the can down the road yet again. get ready for it. it's going to be a bumpy ride. >> seems like we go debt ceiling and then all these other ancillary kinds of things. you still can't tell what your paycheck is going to look like. every time you clear one hurdle, okay, now what? >> we keep having the same fights over and over again. we've got the fiscal cliff. we've got the budget. we've got sequestration. it's all part of the same problem. the problem is we have too much debt, a lot of revenue. we're taking a lot of revenue from taxpayers. so they demand more because our spending is up. the size of government has exploded over the last decade. these are the same issues and no one seems to have the political capital to get in there during these fights and actually come up with anything lasting. >> you would think that the new 113th congress would be looking at what just happened in the last couple of days and decide

we're not going to do that but so many of them who were part of the 112th are back in for 113 so nothing really changes. >> a lot of incumbents that got reelected in the last election cycle. it will be interesting to see how it plays out the next year. i saw a piece in "the new york times" talking about republicans in the house and even how long-term republicans, g.o.p. house members were surprised by the amount of blow back they were getting on from their own party on the deal they voted on yesterday. a past congress would have viewed this as a g.o.p. victory. they cemented the bush era tax cuts permanently. instead there was pushback. so it looks like there's going to be some working out inside the republican party on this issue. they're going to have to come together at some point. >> and the spending cuts still haven't happened so there's going to be another fight over those, too. >> aarp, everybody says the president needs to have a long conversation with them because something has got to change. you just can't hold on to the old ideas of protecting

seniors. and the new secretary of treasury, a lot changing. >> yes. >> thanks, jess. in other news, seven people were killed in northwest pakistan when gunmen ambush adavan killing five female teachers and two health workers. the teachers were on their way home from a community center when the gunmen stopped the van, pulled a young boy from the vehicle, and then opened fire. the attack happened in the same conservative province where tall began gunman tried to asa -- taliban gunman tried to assassinate a pakistani girl who spoke out against them. no one has claimed responsibility for the attack. a sad night for many in brings you to, virginia last -- bristow, virginia last night as they came to honor a young police officer. he was responding to a car crash when his motorcycle collided with a mini van. the case is still under investigation. officer yung was 35 years old. he leaves behind a wife and three young children. the very first same-sex marriages to be performed at

"u.s.a. today" is reporting the top five trends to look out for this year if you are headed out on vacation. number one, expect to pay more for your plane ticket. or at the very best, don't plan on getting any great deals this year. number two they say, you are going to pay more in fees for things like checked bags, hotel safes, rental cars. more airlines are joining forces which means there will be less competition. analysts say watch out for u.s. airways and american merging. number four, look for gas prices to drop so maybe more people will be driving. number five, you are going to see more protection from the

transportation department in terms of transparency when it comes to airline ticket pricing and contracts. so there you have it. pack your bags and bon voyage depending on where you decide to head this year. be it the boss, coworkers or even customers, more people say they have a laundry list of reasons to swear on the job. but as we discovered, your foul language could earn you a pink slip. >> reporter: word of potty mouths travels fast, even if no one says anything at the time, you could be racking up a record. employers cite swearing as one reason for firing 38% of the time. >> if you can't speak without using inappropriate language, then how professional are you really? >> reporter: c.e.o. of staffing, michele says foul language can come across aggressive and create a hostile working environment. >> you have to watch your e- mails and watch the way you speak to people in your company, your coworkers, your bosses and you also have to watch the way you speak to your

cooperating with the weekend forecast that's chill yu but not snow -- chilly but not snowy. with that said we'll keep on moving and look at what we're dealing with jut side right now. -- with outside right now. winds very reasonable. only about 35 miles per hour or -- only about 5 miles per hour or less out of the south. even calm in some areas. we're expecting it to be breezy later on this afternoon. with the cloud cover overnight, we've held the temperatures fairly uniform. only now starting to see a little bit of a dip. most of us sitting around the middle 30s inside the beltway. starting to see some of the lower 30s north and west. 33 out toward chantilly and toward great falls. we're starting to see about 35 down toward springfield. this is about it for the morning hours. although we have overcast skies this morning, we'll break out with sunshine later on today with the partly to mostly cloudy skies, we'll hold temperatures right around 37 as we head in toward the afternoon but by late day, say about 4:00 or so, we should hit our high of 38 at the airport.

it does look like we'll keep things clear and calm overnight tonight so if you have any evening plans, make sure you dress accordingly because we're going to feel quite a bit of a chill with temperatures plummeting after that 5:00 hour. overall, though, today is looking pretty good. the morning features mainly cloudy skies and, yes, some very cold temperatures. we'll increase that with some sunshine later on this afternoon but we're going to whip up a bit of a breeze in the afternoon. it will stay chilly in our extended forecast all wait through this remainder of the abbreviated workweek. if you have weekend plans, there are a couple of flakes in the forecast. i'll let you know exactly what to expect with that. overall, moisture is moving on out. that mix is almost out of here. we're currently seeing an opportunity for some more of the breeze to move on through. feeling like 30 degrees at the airport but in all the highs today should take us right around 38. tomorrow will be cool as well. in fact, we'll keep the chill all the way in through the

friday forecast. opportunity late night friday, early saturday for some moisture to work on through. that's why we have a snow flake there. we could see a flurry or two but no accumulation is expected. monika? the one problem we have this morning is this ongoing accident on the inbound side of the dulles toll road. good morning, everybody. i would say it's been there for about an hour. it's a single vehicle accident on the inbound side of the toll road right after the main toll plaza. i'm going to step out and show what you it looks like live from our sky 9 where you can see just the right lane is still blocked and traffic is just slow getting through that accident scene. beyond that you will be okay exiting for the beltway. with the flashing lights and right lane blocked, again you have some slow traffic that you're not used to early in the morning inbound on the dulles toll road here. let's go back over to the maps. this time we're heading over to the other side of town. no issues to report on 270 except for the slow traffic as you leave route 109 toward 121. let's take a live look outside there. i'm going to say you're going about 30 miles an hour through

this area. once you hit 121, you're okay until you get to montrose road where it slows down again down to the point where the lanes divide. on the outer loop you've got slow traffic through silver spring. also for all the virginia commuters this morning, you want to know that the new year means new rates on the dulles toll road. tolls went up by a quarter at the main toll plaza and that brings the rate to $1.75 for a standard two-axle vehicle. tolls are also up by a quarter at the on and off ramps bringing them to a dollar a piece. to put that into perspective, we're basically paying for the $6 billion silver line. of course, there's a huge lobby for virginia to pay for it, for the federal government to pay for it. in the meantime the one-way toll road is $2.75 now or $1400 -- $1,430 a year. by 2014 it will be $3.50 one way. some opponents are saying it could go up to $9 for it

into law. this awfully sets up for the new congress to deal with more showdowns in the future as we've been talking about all morning long in the next coming months. the late night deal that was voted by the house last night raises taxes on the wealthiest americans, including families earning $450,000. but even democratic congressman jim moran voted down the bill because it sets up more fiscal showdowns, including having to debate raising the $16.4 trillion federal borrowing limit so the government can keep paying its bills. >> the problem is we set up three more fiscal cliffs. we're going to have to deal with the debt ceiling. we're going to have to deal with the continuing resolution, expiration, and we're going to have to deal with the is sequester and all that's left is spending cuts. so the only question we have to ask ourselves is what programs do we cut and how big do we cut

them? we're going to look back on this night and regret it. >> what we did tonight is not only adopt a piece of legislation that will give literally tens of millions of americans the assurance that their taxes will not be raised. >> reporter: a fired up house of representatives and we can expect many more showdowns and fierdz up talks just like we heard last night in the coming weeks and months in 2013. what this bill does not do is prevent the 2% jump in payroll taxes as we've been mentioning as well. so we're all going to take a hit in our paychecks every month, an average of $100 a month. back to both of you, andrea and mike. >> surae chinn on capitol hill. at 6:35, we can't stop talking about it. fiscal cliff, jessica doyle is here with another your money report. we are talking about how this is going to impact you, your finances, your paychecks, your investments, and there's

good news. we'll start out with the good news. that's a good place to start. if you're like most people, your income taxes will not go up. 99% of americans will see their tax rates stay exactly where they were last year. the average american faced an income tax hike of $2,000 if the deal didn't go through but this doesn't exactly mean we're all going to be walking away scot-free. for the past two years, our paychecks have enjoyed a payroll tax holiday. well, my friends, that vacation is over and raising the tax to help fund social security will cost you slowly but surely. some examples for you, if you make $50,000 a year, that's an take $1,000 out of your take yoam. that's about 20 bucks a week -- take home. that's about 20 bucks a week. if you are in the cap -- earn the cap $113,700 you'll see $2300 less. that's about $200 a month. there's plenty of uncertainty

that could hurt your investments. lawmakers have a number of money problems to work out and the fighting, it could royal the markets over and over again. tom seneca manages people's money and warns about keeping fights at bay. >> we tell clients that emotions can be hazardous to your wealth. a knee-jerk reaction could take a bad situation and make it even worse. >> wall street hates uncertainty and while stocks look like they could pop today and it could be a good year for wall street and the economy, no reason to think that's not going to be the case. you should be prepared, though, for bumps along the way. in terms of sequestration and all the money fights that we have looking at in the next one or two months, some economists are saying that could actually lower our gdp for the united states by one percentage point. looking ahead, though, the end of this year could be rosy, about two and a half percent growth rate for the economy.

>> that's rosy relatively. everything is relative right now. >>it's not 3.6 but it's at least not flat lining. >> as far as the debt ceiling, it seems like there's a lot of bluster every time it comes up and they keep doing the same thing. is there a likelihood of it ever changing? they keep upping the limit. >> it depends on if they get the debt problems in hand. that's what we're seeing congressmen, senators fighting about. it's the same main issues over and over again. spending cuts, are they going to have to happen? who knows. what's interesting about this paradigm we've set up for ourselves here, we have a revenue problem to a certain extent in the united states. historically we've been playing slightly lower taxes over the last couple of years. so you can make a case for raising taxes on a historical basis. but our spending problem is enormous. so what did they do? they raise taxes but avoided the big problem which is the size of government. it's interesting the way this has sort of been dealt with. >> you heard a report there's an office out there that looks

for ways -- they found ways that wouldn't affect people being laid off or whatever but no one's paying attention. >> i heard the story on wtop radio that there is an office that is dedicated to looking for ways within government agencies and they make a list and they give it to each government but there's no legal authority for them to enforce that waste so they take the list and put it on the back shelf. one estimate says it was well over a billion dollars that could be saved. >> it's interesting. we heard so much of that type of talk and you wonder if anybody is even listening. had the head of the supreme court come out and said look at how small our bucket is, look at -- budget is, look at what we do with a small amount of money, take note, america. >> thank you. if you're looking for a job, we're here to help along with d.c. jobs. >> howard university hospital is hiring a utilization review analyst. it's a full-time position. two years experience is what you need. to find out more about the job, go to wusa9.com/dcjobs.

good morning. welcome back to 9news now. 6:44. olga breese in for howard bernstein. we're interested in the forecast for sunday because the big game there is a home field advantage. but, we need to know about today. >> today we're going to handle first. get you through friday and into saturday. but any time you're playing football in january, that's a good thing so we can take the cold temperatures. just to get us through the playoffs, whatever it takes. forecast for today, though, is starting out fairly calm. we had overcast skies overnight. i'm showing you the view if our weather cam. it's not too bad. we did have the cloud cover help to hold the temperatures fairly uniform. right now it's not too bad. still sitting at 36 degrees. we might dip a degree or two prior to sunrise but one thing that's going to stick around for the next couple of hours
