it's basically blocked right now between dorset avenue and wisconsin circle. i've been on the phone with wssc and they tell me they're not sure when they can reopen the road. let's take a look at some video from overnight. southbound on wisconsin avenue here in chevy chase. basically the line between chevy chase and bethesda. dorset avenue to wisconsin circle. yeah, that's a lot of water, taking some time to clean it up. apparently it is not affecting water service so that's some good news. crews are out right now trying to fix it up right now along the roadway. so go ahead and choose your alternate routes. bradley boulevard, bradley lane, little falls parkway and river road are all good routes to take inbound this morning. let's go back to the maps, this time over to the west side of town. no issues on the dulles toll road or 66. we'll end with a live look if you're planning to head inbound on 66. this is what it looks like at route 50. i'll be back with more at 5:10. back to you, andrea and mike. >> thank you, monika. barring a last-minute order from a federal appeals court, a northern virginia man who once

sat a death row for years could be freed later today. >> justin wolfe's legal drama has gone on for more than a decade after his 2002 conviction in a murder for hire scheme killing wolfe's marijuana dealer. delia goncalves is in our newsroom with more on this story. this mom has been through this quite a few times before so she's cautiously optimistic. >> reporter: certainly she is cautiously optimistic, very emotional as you can imagine. annual dray ya, you mentioned -- andrea, you mentioned there is still a small chance this could be reversed. folks are waiting on an appeal by the attorney general stand could change things -- general and it could change things. the mother hugged the federal team. the same federal judge who threw out her son's conviction has cited error by the prosecutors. wolfe was sentenced to solitary confinement and death row 11 years ago for the murder for

hire plot of his drug dealer. the judge originally threw out the case because after change in testimony. the commonwealth had 120 days to retry him but never did. now the judge says wolfe must go free. >> justin wolfe should be breathing the same air, the fresh air for the first time. >> it will be nice to finally be able to play like wie games and stuff because i haven't done that since i was four. >> since she was four years old. she is now nearly 16 years old. can you imagine? mom says she hasn't slept for the last couple of days and i'm sure she will not sleep again tonight waiting for this news this morning. so the change in testimony that will change wolfe's life forever came from the prosecution's star witness who we're told changed his story several times over the years. we'll have details on that coming up at 5:30. mike, andrea, back to you.

>> delia, thank you. the going back and forth has got to be aggravating. d.c. police are investigating the death of a man whose body was found between two buildings. officers were called to 1854 biltmore street in northwest washington late last night. around the same time, d.c. firefighters were dispatched to the same address for what's called a confined space rescue for someone who might have fallen. however, when rescuers arrived, the man was already dead. no word yet on the dead man's identity. talk about a rough day for firefighters. listen to this. exploding ammunition from inside a burning house in anne arundel county had firefighters and bystanders ducking for comp. neighbors and firefighters had tried to rescue a man inside the home. you see it on fire right there in maryland city as bullets started whizzing by their heads. the 55-year-old man later died. investigators determined the bullets were some hunting ammunition kept inside the home. virginia's highest court has reversed an order forcing a fairfax county woman to remove

parts of a negative online review. christopher deets is suing jane perez for the online postings criticizing his contracting business which he says are false. a fairfax county judge ordered perez to remove parts of her online critique which she implied deets had stolen items from her home. the order was appealed on perez' behalf saying it violated her free speech rights. expect this latest ruling to be appealed at well. 5:05. time for the latest your money report. >> jessica doyle is here with today's headlines. a big day on wall street. >> if only we could have one of those every single day. asian markets are up today. so we'll see. stocks really surged into the new year thanks to the fiscal cliff deal. we're going to have to see how long this enthusiasm can last. the budget deal didn't tackle automatic spending cuts which are now set to go into effect march 1. and it doesn't address the debt ceiling so those are remaining issues out there. checking the numbers in the

meantime with a smile on our face, the dow sprinted ahead 308 points. that makes its biggest one-day gain in six months. the nasdaq soaring by 93 points. the s&p 500 was up by 36. you will be paying more taxes for 2013 and this tax hike is not small, even though congress did make the bush era tax cuts permanent. there are a couple of additional taxes that you need to know about so you can make your plans for how to pay for them. here's a scenario. the median income for a household in the washington region is about $84,500. that was as of 2010 according to the census bureau. so if we look at the tax bill for folks who fall into that tax bracket, the average federal tax burden is $14,891 for this group. the changes just signed into law could hold your income taxes steady but you will pay an additional $1,149 because of the payroll tax holiday ending plus new health care taxes that

here are some of the other stories making news. the five men accused of gang raping a 22-year-old student in india are being formally charged today. the victim was attacked on a move bus december 16 and died of her injuries last weekend. police are expected to ask that these suspects face the death penalty. secretary of state hillary clinton is home from the hospital. her husband former president bill clinton and their daughter chelsea escorted her out to a waiting car yesterday. mrs. clinton was admitted sunday after doctors discovered a blood clot in her head. she is expected to make a full recovery. after a firestorm of criticism, house speaker john boehner has scheduled votes on two bills to fund relief efforts for sandy victims. the votes will be held tomorrow and on january 15 which would authorize a total of $60 billion in aid. tens of thousands of redskins fans will get to watch sunday's playoff game in person. but some unlucky fans will fall victim to ticket scams instead. that story is coming up at

you'll need it on a cold day like today. >> it's not going to get here till early next week. the weekend looks all right. snow lovers, i'm going to disappoint you right now. don't expect anything for at least a week. maybe two at this point. it looks rather benign around here. but perhaps the second half of january there are signs the atmosphere is going to get real cold by then. here's a look at the bus stop forecast on this thursday morning. a chilly and cloudy start. we have temperatures in the low to mid-20s in many of the suburbs. the warm spots are 30, maybe 35 by bus stop time right along the bay in southern maryland and down towards fredricksburg. it's going to be a chilly day. thankfully the winds will be on the light side. northwest to southwest, 5, 6, 8 miles an hour. we can deal with that. 40 degrees about the high for today at 4:00. by 8:00 we're back down in the mid-30s. once again 20s and 30s for tonight. this morning you see 22 in laytonsville. 23 lovettsville. those are the cold spots locally with 29 in springfield and alexandria.

news on wisconsin avenue but not great news. >> not great news but good news. we'll take it. southbound on wisconsin avenue, we're talking about itself water main break in chevy chase. if you're planning to head insides the beltway, here we go -- inside the beltway at willard avenue, this water main break was eight inches and occurred about 6:00 last night. let's take a look at some video of what we're talking about inside the beltway. on the southbound side of wisconsin avenue, basically between dorset avenue and wisconsin circle heading into chevy chase. a lot of water there. crews have been working on the scene since last night. they tell us that the water service is not affected. it was just the road affected. right lane does get through but of course that's a major thoroughfare during the rush hour so be aware of this this morning. let's go back over to the maps, this time to virginia. no problems to report 066 in from manassas to centreville all the way into fairfax. your lanes are open. we'll take a live look one more time. if you're planning to head on the inbound side of i-66 out of manassas, i'll say your brake

is nearly 100 women on capitol hill. there are also 33 hispanics taking office and for the first time white men will make up the my majority in the house democratic caucus. justin wolfe was sent to death row a decade ago after being convicted in the murder of his marijuana supplier. now after having that conviction overturned, the northern virginia man is expected to walk free later today. 9news reporter delia goncalves is in our satellite center with more. delia, good morning. >> reporter: good morning, andrea. it all comes down to the prosecution's star witness who now says that justin wolfe never paid him to pull the trigger. we were at the courthouse yesterday when wolfe's mother hugged her lawyers who have been fighting to free the now 31-year-old since his conviction 11 years ago. he has had two stays of execution. the convicted trigger man has changed his story several times over the years. he says prosecutors bullied him into his testimony so he could avoid death row himself. he now says he acted alone.

telling congress finish the job, get it done. the credit rating agency says it expects lawmakers in the coming months to take additional steps needed to lower the deficit and if congress fails to do so, the government's aaa credit rating could be at risk. they warned back in september it would likely cut that rating by one notch if the year end budget negotiations failed. it is hard to be the early bird for tax filing this year so you're going to have to wait on that worm. your tax refund. the nation didn't go over the fiscal cliff but tax refunds still remain up in the air. congress' late action has caused numerous headaches for the i.r.s. it now has to program its systems and issue tax forms based on the revised laws. it has not announced when tax players can start filing their returns. usually this begins in mid- january. among the biggest critics of the slow approaching congress, new jersey governor chris christie. he blasted the house after

so cold, chilly air across much of the country. we have rain along the gulf of mexico and the great lakes a clipper system bringing some snow showers there. that's going to pass to our north. this system is going to pass to our south. we've got some clouds from it but as far as any moisture, not seeing it headed our way any time soon. today chilly, 40. more sun this afternoon. tonight back in the 20s in most areas to near 30 in town and by the bay. a breezy friday. you'll notice the winds tomorrow even though it will be sunny, 43, it's going to feel like it's in the 30s all day. west winds 10 to 15. saturday dry, 44. saturday night clouds, maybe a flurry. sunday 46 with both home playoff games. we're looking at make 30s for early tailgaters and second half of the football game. look at the 50s, maybe 60 by wednesday. on the northbound side of 16th street at east-west highway in silver spring. watch out for a car on its side and it is blocking the right lane. here inside the beltway in chevy chase, work continues on an overnight water main break.

it was eight inches. it happened at about 6:00 last night and crews are still on the scene. in fact, let's take a live look from our sky 9. southbound here on we ways -- on wisconsin avenue. this is close to willard avenue. it's between dorset and wisconsin circle. the right lane as you can see is getting through, but during the morning rush hour, expect delays on the southbound side of wisconsin avenue as you leave bethesda into chevy chase with this work that continues. there is no estimated time as to when they'll be able to reopen all the lanes n. time over to the beltway in college park. this is looking fine. no issues as you travel on the outer loop in silver spring where you'll see some slow traffic. let's take a look at our maps in virginia. on the northbound side of i-95, you want to watch out for a pretty hefty delay because of an accident in aquia harbor that was blocking the right side. it's now on the right shoulder. i'll be back with more traffic coming up at 6:00. let's toss it to delia. monika, a northern virginia
