i'm terrell brown. the 113th congress has been sworn in, and today the house takes up its first piece of business, the bill of providing aid to victims of superstorm sandy. john boehner was re-elected as speaker of the house, but he sparked a flood of criticism from within his own party. tara mergener is in washington this morning. tara, good morning to you. terrell, the speaker changed course after an angry backlash for the delay. it's the first of two votes to send up $60 million in aid to the victims of superstorm sandy. he's trying to rebuild his home but he's run into a problem. his frustration grew when the last session of congress ended this week without acting on a bill to provide financial relief to millions of victims. >> it's like a slap in the face when you really think about, you know, the way we're being

treated by the government, that they're withholding, you know, money that should have been given to us, you know, to help us rebuild. >> camarada isn't the only one. >> ask any family in lindenhurst, the rockaways, staten island, if the delays bother them and then step back after you ask the question. >> that's why people hate washington, d.c. >> speaker of the house went into debate mode. >> for whatever reason the speaker decided not to bring it to a vote this week. obviously we disagreed with that but that's in the past. >> the speaker promised to move quickly. so today one day into the new session of congress they will vote on a new flood insurance package and on january 13th they'll build in another $51 million in relief. >> the bottom line is those two

votes will bring in $60 billion, which is absolutely news. >> but until he gets some hem, camarada woeptd be able to finish his house. and the bills also have to be approved by the senate and signed by president obama before any checks can be cut. terrell, a lot of folks getting very anxious. >> i bet. the opening of the new congress marked an emotional return for one senator. senator mark kirk of illinois suffered a debilitating stroke a year ago. yesterday after grueling rehabilitation, kirk returned to the capitol for the first time. kirk slowly walked up the 45 capitol steps where he was greeted by colleagues. when he saw them, he said, good to see you guys. also returning to work is secretary of state hillary clinton. she was released from a new york city hospital after being treated for a blood clot in her head. the office says she'll return to the state department next week. clinton is stepping down at the start of president obama's

second term. former congresswoman gabby giffords will meet with members of the shooting. she'll meet privately. students at sandy hook are back at school. it's been three weeks since a gunman killed 20 of their classmates and six staff members. there was almost full attendance yesterday and a large police presence. randall pinkston reports. >> reporter: this is the new sandy hook elementary school. this refurbished school in nearby monroe is where students will learn to heal. furniture, books, and other personal items wither moved to this new school to give students and teachers the feel of the familiar. >> everything is where it should be, the desks are there. even the teacher's tic-tacs are in the right spot.

>> reporter: they'll return to their new routines under the watchful eyes of the teachers, counselors, and police. >> we'll address it, like we said, probably on a week to week basis. we want to make sure everybody feels comfortnd and we want to move on and let the kids move on too. >> reporter: but that will take a while. >> we want to make sure everybody feels as close as possible to their sense of security as they did before december 14th. and it's going to be a long time before we get back to that place. >> reporter: connecticut's governor studied a provision to prevent the tragedy. >> i think we need to have a real discussion about the weapons being used time and time again in these mass casualty situations. >> reporter: an initial report is due march 15th. randall pinkston, cbs news, connecticut. following the newtown massacre a new york newspaper

published the names and addresses of handgun permits and gun owners. when the newspaper used the freedom of information act to get the same information from a third county, the county clerk refused. he said he has the right to refuse if the release of public information endangers the public but experts say the law is clear and putnam county will have a lard time refusing the request. "moneywatch" time now. a billion-dollar settlement in the oil spill. >> many economists expect to see 150,000 jobs added to the nation's payroll when the labor department releases its december jobs report today. three reports on thursday suggest private hiring held steady or improved last month. payroll service adp had the most encouraging with 215,000 jobs added last month. the nation's unemployment rate is 7.7%.

stocks in asia were mostly lower ahead of the jobs report this morning. hong kong's hang sang lost a quarter percent but tokyo's nikkei bust the trend gaining nearly 3% on its first day of trading in the new year. federal policy makers are split on how long the banks should keep buying bonds to support the economy. that sent wall street stocks tumbling on thursday. the dow ended 21 points lower. the nasdaq was down 11 points. transocean has agreed to pay the federal government $1.4 billion for its role in the nation's worst offshore oil spill. transocean owns the well that exploded and sank in the gulf of mexico three years ago kill 1g 1 workers. a federal judge must approve the proposed settlement. bp settled for its role in the disaster. halliburton which provided cementing services for the well has not. the federal trade commission concluded its 19-month investigation of google and

found no wrongdoing with the internet search company. google's competitors accused it of favoring its own search results. they did agree to minor changes in the way it does business. the automakers did well. the top sellers were the ford f-series and chevy silverado pickups followed by a trio of toyota sedans. the auto industry attributes the strong sales to an improving economy. and hormel will have peanut butter with its bacon. the maker of cured meats, deli meats, and spam agrees to buy skippy pea nut butter for $700 million. it's the second seller behind jiff but it's a big seller abroad especially in china. do you remember the jar that had

>> reporter: what has business been like? >> business has been hectic. >> reporter: he works at a gun store in burbank, california. walk-in business is up 20% this month. many customers are buying more than one gun. >> reporter: are your customers buying now because they're afraid they won't be able to buy later if there's new gun laws? >> well, absolutely. >> reporter: california gun sales have risen from 2002 to last year's record. recently some gun owners have become worried that president obama's re-election and the newtown shooting would lead to more gun control. military-stile weapons have become popular for target practice and self-defense. yet despite the rising sales here in california, there has not been a corresponding rise in gun deaths or gun injuries. hospitalizations for gun injuries have actually dropped nearly 28% and gun deaths by 15%. >> when i see that the sales go up, i don't like that.

my officers have to face these guns on the street. >> reporter: charlie beck is the chief of the los angeles police department. he credits a five-year crackdown on gangs for the drop in shooting deaths. they account for half the crimes in l.a. also, gun buyback programs have taken nearly 10,000 guns off of l.a. streets since 2009. >> what i worry about are guns that fall into the wrong hands, guns that are excess and are not wanted in the home. those are the guns on the streets used in murders in los angeles far too commonly. >> reporter: but the police cannot keep up. 2,000 guns they bought back last week is roughly the same number roughly sold in california gun shops in one day. ben tracy, cbs news, los angeles. up next, your friday morning weather and icy rescue. two teenagers hang on fehr dear life when the lake they're on

the northeast will be dry, patchy, and cold. heavy rains triggered deadly flooding and mud slides in brazil. high water from swollen rivers killed at least one person on thursday. 400 people were left homeless around rio de janeiro. as much as 8.5 inches of rain have fallen. five women have been charged with the beating and gang rip and murder of a woman in india. protesters demanded a speedy trial and punishment for the accused. prosecutors are expected to ask for a death penalty. a sixth suspect will be tried in a juvenile court. the attack led to a national outcry against violence on women. while nasa rovers millions of miles away, scientists are getting a close look at the red planet here on earth. scientists say it contains more water than most meteorites and it's strikingly similar to the

rock. it could help researchers underhow mars turned into a dusty and barren planet. two teenagers needed to be rescued in arizona after vern during out on a frozen lake. they knew they were in trouble. you can see they climbed onto a dead tree and waited for help for at least two hours. a firefighter equipped with a waterproof suit was able to make it out the tree and attach the boat. it's the second time this week we've talked an story like that and people still go out there on the frozen lake. stay off the lakes. when we come back on a friday morning, making history on the hill. a look at the record number of women elected to the new senate.
