toward baltimore but in the metro not too bad? >> not too bad here. everything is looking great if you're planning to head over to our beltway, everything looks good. all construction pretty much is being cleared up. if you're planning to head over to the north side oftown or southbound -- northbound i-95 dale city to woodbridge into springfield, everything looks good right up to the 14th street bridge. there are no issues to report. we'll take a live look at the bridge span right now. this is a good indication of what it looks like all around town if you're planning to head over to your major thoroughfares. you're just seeing the volume build but no big deals i'm happy to say. let's hope it stays that way, especially on 95. over to southern maryland. route 4, route 301, 210 accokeek over to the beltway and across the wilson bridge looks great. we'll take a live look again. this time in college park. traffic looks good in prince george's county. i'll be back with more traffic coming up at 5:10. back to you guys. speaking of traffic, the first phase of metro's silver line to dulles is set to open later this year. the route includes four stops in tysons corner.

>> if you've been there, you know there is construction everywhere. to help pay for all the redevelopment, fairfax county board of supervisors approved a special tax this week. delia goncalves is live in tysons to show us all of that stuff and what they're going to pay for. good morning, delia. >> reporter: good morning, mike, andrea. two things people do not want to hear: more construction and taxes. but unfortunately we have some bad news i guess for some residents who live here in the tysons area. they've been dealing with all of this construction in the name of progress. well, it appears that the 18,000 condo owners who live in the area will also be paying more in taxes in the name of progress, too. right now the new property tax will add about 7 cents to each $100 of a landowner's assessed property value. that's commercial property and residential property. that amounts to about $30 a month for most condo owners here. the decades long plan promises to make tysons into a walkable,

vibrant downtown area to both live and work. >> we're looking at doubling the jobs so it would be 200,000 rather than 100,000. and we're also interested in increasing the residential cop point so that we would have more like of 100,000 residents living in tysons. >> there's no precedence for this segregated taxation. they might as well put a fence around this area because we feel very much isolated, segregated from the rest of the county. >> reporter: this is an issue that everyone can really relate to, even if you don't live here in tysons. we have lots of construction in our area, lots of progress happening in our neighborhood. so will we, residents, have to foot the bill even though we've been living in that community for a long time, would we have to foot the bill for the future generation to enjoy the progress that will eventually be coming. that's the argument that's happening here and that's the

approving a long-term transportation funding plan for virginia. please do not send me a budget that does not include new transportation funding. because we're out of excuses and the time to act is now. >> in addition to budget issues, virginia lawmakers are expected to grapple over abortion regulations and whether or not to go forward with uranium mining in the commonwealth. we'll have more on the opening of maryland's general assembly coming up in our next half- hour. trading in europe is just getting under way this morning but investors in the asian markets were buying more than they were selling. the nikkei and most of the other asian exchanges closed up today. that fouls -- that follows a good day in the u.s. the nasdaq was up 14. s&p 500 climbed close to 4 points. dow was up 61. the american career institute shut down without any warning yesterday. aci has a school on georgia

avenue in wheaton as well as sites in columbia and baltimore. a note on the front of the door at aci schools in massachusetts reads that the company was forced to close due to a sudden inability to access additional credit. at this point students aren't sure how they're going to finish their studies. president obama could announce his next cabinet nominee as early as today. the president is expected to tap his chief of staff jack lou to replace outgoing treasury timothy geithner. prior to becoming chief of staff, the 57-year-old lou was director of the office of management and budget. is he one of the few nominees expected to sail through the confirmation process. the president also announced wednesday that his labor secretary hilda solis is leaving the administration. mr. obama calls her a tireless champion for working families and a critical member of his economic team. while unions applauded her tenure, business groups say solis' efforts were one sided. d.c. police had to arrest one of their own on first degree child sex abuse charges.

officer wendel palmer has been on the force more than 22 years. investigators say he's now on leave pending the outcome of this criminal case. prince george's county police arrested a man on child abuse and assault charges. 19-year-old jonathan cummings lives in upper marlboro. an unlicensed day care was operating at that location. a witness captured video of cummings abusing a 2-year-old boy. police are looking into whether or not there are any other possible victims. people in parts of virginia felt the earth move under their feet last night. aneth quake that measured a magnitude 2.0 hit louisa county around 2:30. this is the same area where the big august 2011 quake was centered. that's the tremor that damaged the national cathedral and the washington monument. 5:07. more problems with the new jumbo jetliner. that story is coming up. >> plus, the space telescope captures new photos of what is

a colorado judge is going to decide by tomorrow whether or not james holmes should indeed go to trial. wednesday prosecutors showed some cell phone pictures ever holmes taken -- of homes taken just hours before the movie massacre last july. family members in the courtroom said holmes actually smiled when he saw the photos. in japan earlier today, a japanese airline canceled a domestic flight because a computer showed a brake problem with the boeing 737 dreamliner n. is the third incident involving 57 -- involving 787. tuesday a 787 sprung a fuel leak and on monday another one caught fire on the ground at boston's logan airport. a space telescope in europe captured these new images of an astroid. it was predicted it had a 3% chance of hitting the earth earning the name doomsday

good morning. welcome back to 9news now on this thursday morning. get ready for the warm-up. >> this weekend is really going to be warm. we'll be 50 'ish the next couple of days dealing with some rain tomorrow afternoon and evening. this weekend will be spring like. yes, spring like. then we've got some cold probably the second half of next week and next weekend may actually be a return to winter. here is your bus stop forecast. you'll need to bundle up a little bit. not a lot but a little bit. we have temperatures this morning in the 30s and 40s. even 50s still at national airport which is a sign of how just mild things are. sunrise at 7:26. it sets at about 5:06 this afternoon. 41 degrees here this morning. that will be an average temperature.

by noon upper 40s and you'll notice more clouds by noon than in the morning hours. this afternoon looks to be a cloudy afternoon with temperatures in the upper 40s to around 50. a few peeks of sun. thankfully the winds are going to be comfortable today. north to northeast and 5 to 8 mile an hour range. patchy clouds across the region this morning. go have rain well to the west of us but nothing that will be arriving till i think tomorrow afternoon. so as you get ready to head out, another good thing about today we don't have the frosty conditions like yesterday. so you won't be scraping your windshield. to the east we do have 39 for bowie but 49 at upper marlboro and 45 in rockville. outside on our michael & son weather camera, good visibility. there is the jefferson memorial lit up nicely at this hour. we have temperatures in town now down to 47 at national. so we're dropping off just a little bit. feels like 45 with a north wind at 5 miles an hour under partly cloudy skies. temperature trend over the next three days really tells the story of what's coming.

we've got the cold air now invading parts of the rockies but nothing terribly cold yet. all this warmth down along the gulf coast and the south will get to 70 degrees. we'll take you to friday. now the cold stuff is coming. great falls only 3. casper 1. but 70 up to nashville. 72 in charleston. as we head into saturday, here comes that surge of warmth toward us. we'll poke into the low to mid- 60s with 70 up to greensboro. even new york will be in the 50s along with detroit by saturday and there's the core of your arctic air into north dakota. cold. denver 17 on saturday. the cold is headed out west. that will force the warmth toward us. watching a storm system, rain and snow here out west. but it's the rain, the heavy rains that you see in louisiana, this is the storm that's bringing us the warm weekend. and next weekend, that's when we may be dealing with much colder temperatures finally returning. 50 degrees afternoon with more

somebody has to do something about them. people are elected to office. >> do you think maryland needs a ban on assault weapons? >> i think that it could be useful in the right context and if it's properly done and well worth considering. >> the governor intends for his bill to include ways to further limit the availability of guns to people who are mentally ill. an investigation is underway into an overnight house fire in maryland. firefighters arrived at the scene just before 2:00 a.m. they found flames mostly in the basement of the home. all of the people inside got out safely. no word yet on what might have caused the fire. it is 5:34. time for another your money report. we have details of a newly approved local tax hike. >> county leaders passed a special tax hike just for the

tysons corner area. we are live with this story. and a lot of people are happy and a lot are not. >> reporter: that's absolutely right. you know, you talked to the government folks and some business owners, they are happy because of what this development promises to bring to the area. but 18,000 condo owners are not happy about this. and listen, this is something that we can all relate to, if you don't live in the area. and it's likely to repeat itself throughout fairfax county. essentially, the question, should a long-term resident have to foot the bill for a construction project that may not be complete in their lifetime? that's right. this project here is not expected to be complete for the next 40 years. but residents are being asked the pay for it now. residents and even the commercial land owners here, taxes for the average condo owner will go up about $30 a

month for the next four decades. that's estimated to bring in $230 million. >> going to be an exciting location. so it's important that, you know, that the people who are benefiting from the redevelopment, you know, are also participating in funding. >> it's not just being selfish for residents. it's just not fair. if you create this and make a pact, you tax all of fairfax county because all of the county is going to benefit between now and 2050. >> reporter: listen, when the board of supervisors proposed the tax rate just for the area, they didn't know about current state law. state law passed several years ago states that the board of
