conducting an underground nuclear test. a magnitude 5.1 earthquake was detected not far from the site the north used to conduct a similar test in 2009. seismologists say the tremors are consistent with underground explosions. now the condemnation from the international community was swift. president obama called the test highly provocative and said it threatens u.s. security and international peace. we have more from tokyo. good morning, lucy. >> reporter: good morning, anne-marie. the u.n. security council is going to be holding an emergency session today on measures to deal with the north korean nuclear test. and here in japan, prime minister abe, of course, coming out strongly condemning this as a provocative act. he's called on his advisers to come up with possible unilateral sanctions that japan can't oppose. it was only two months ago that a missile was fired from north korea. it went over part of southern japan. so the concern is that this

latest test moves north korea closer toward creating a nuclear weapon. hours after the underground blast was detected, north korea's government said it the result of a detonation of a miniaturized nuclear device. the test was in direct violation of the u.n. security council's orders for the north to shut down its nuclear program, and it could signal a major step forward for north korea's nuclear program. >> as a reason americans really should care is we need to see what the nature of this test is. if this is a uranium enrichment test, that is a test of highly enriched uranium, that means that they have kind of lapped the iranians on this. and we will not have a good handle on how much of this material they have. >> reporter: last month, north korea's defense commission said the united states is its prime target for its nuclear and rocket programs. the north state-run media says the test is a direct response to sanctions put in place after a

december missile launch. this was north korea's first nuclear test under its young leade leader, kim jong-un. the u.s. and allies knew the test was coming. >> what is interesting is they have done this in defiance in not only in our views but china. china tried very hard to keep them from doing this. so what will be very interesting in the weeks to come is what does that mean when the chinese say don't do something and they do it. >> reporter: indeed, china's position has always been that it wanted to preserve the status quo on the korean peninsula. we've learned today that china, north korea's closest ally, has now said that it is firmly opposed to north korea's nuclear test. back to you, anne-marie. >> lucy kraft in tokyo, thank you. tonight, president obama will call for a worldwide reduction in nuclear weapons when he delivers his first state of the union address of the second term.

speaking to congress and the american people, the white house says mr. obama will focus on the economy, outlining plans to create jobs and grow the middle class. susan mcginnis is in washington. good morning. >> reporter: good morning, anne-marie. yeah, we're going to hear it all tonight. this is largely considered a political pep rally to many, but every word is going to be highly dissected. we will hear, of course, about the middle-class jobs and the economy. also the newer things, the social programs the president's pushing for changes in immigration and for gun control, and then the familiar themes like energy, education, and infrastructure. all of this delivered before a still sharply divided congress. president obama comes here to capitol hill tonight to fulfill his constitutional duty to inform congress about the state of the union. >> you will hear in the president's state of the union an outline from him for his plan to create jobs and grow the middle class. >> reporter: aides tell us the president's speech will sound more like the speeches he gave during his re-election bid. you can expect to hear a lot

about the economy. but critics say once re-elected, the president pivoted and his spent most of his second term working on social issues such as gun control and immigration reform. the white house disagrees. >> there's no pivot here. the president's principal preoccupation since he ran for office in 2007 has been what we need to do to make our economy work for the middle class. >> reporter: in the republican response, florida senator marco rubio is exchanpected to make t case of how less regulation can create more jobs and the need for education reform to train the middle class for jobs. while the president will focus largely on domestic issues, words last night that north korea has performed a new nuclear test could make national security a bigger part of the speech. >> the president made clear publicly his desire to further reduce nuclear arms.

catholic church is resigning at the end of the month. he's the first pope to do so in 600 years. the pope's announcement came as a surprise to all but his closest confidantes. he said because of his age and deteriorating health, "i have had to recognize my incapacity to fulfill the ministry entrusted to me." church leaders were shocked and saddened. >> like watching your own dad get old. and admit that he's not up to all the duties of being the head of a family involves. >> reporter: benedict xvi will remain pope until 8:00 p.m. on february 28. shortly after that, the college of knds will gather in the sistine chapel to elect the new pope. benedict's successor will face many of the same controversies he faced including the sexual abuse of church members by priests. benedict apologized to victims in 2010. >> to all i express my deep

sorrow to see innocent victims of such unspeakable crimes. >> reporter: a retired knd says the next pope will need to have the qualities of the last two pontiffs. >> i think they'll be looking for men who would have some of the wisdom of pope benedict and some of the charisma of pope john paul ii. >> reporter: there are several candidates but none considered a front-runner. cbs news, vatican city. there's a $1 million bounty on the head of christopher dorner, the fugitive ex-cop charged with murdering a california policeman. dorner accused in a deadly revenge vendetta against other officers is a target of a massive search. the search has been focused on the mountains about 80 miles east of los angeles. court papers reveal authorities now believe dorner may have fled to mexico and may have had help doing so. two reputed chicago gang members have been charged in the

13,971. the nasdaq slipped about two. better check your credit report. a new government study found about 25% of consumers have an error in one of their credit reports from the big three. the study also found about one in 20 had significant errors that could cause them to pay more for a car or a mortgage. and a hotel in new jersey is about to let guests get lucky in bed. starting next week the borgata in atlantic city will allow gambling in hotel rooms. the ecasino program lets guests risk up to $2,500 a day. it could expand to handheld devices anywhere on casino property. if you're tired of coffee or tea, there's a new breakfast drink that will certainly perk you up. it's called kick-start, and it's mountain dew is an extra jolt of caffeine with added juice and vitamins.

here's a look at today's forecast in cities around the country. new york, high of 44, partly sunny. mostly sunny in miami, 81 the high. chicago, 37. dallas can expect some thunderstorms, 56. los angeles, high of 66. and time now for a check of the national forecast. heavy rain and severe thunderstorms roll through the south. parts of michigan, kansas, and missouri will get up to three inches of snow. most of the rest of the nation should be dry and quiet. today is fat tuesday. the day before the christian period of lent. that means there are mardi gras celebrations all over the u.s. the biggest and the best, of course, is in new orleans, and that is have vinita naire is. >> reporter: good morning. we're joining you from one of the rooftops at a business boush

visiting during mardi gras. for police that means constant crowd control. [ siren ] >> this parade will go about five miles through new orleans. there are 27 floats, and they're throwing everything from beads to coins to hurricane glasses. some in the crowd scoped out spots hours before the parade. >> we've got to get first. i don't want to be in the back. i want to be first. >> reporter: mardi gras veterans know how to if with the flow. >> don't worry about someone pushing or anything -- that's what it is here. >> reporter: mardi gras means big fun in the big easy with the good times rolling all night and all day. now in terms of the parade schedule here in new orleans, the first will get underway at 8:00 a.m. local time. anne-marie, as you can imagine, a lot of folks partying now in the early morning hours. we'll hopefully be headed to the actual fat tuesday parade later on. >> yeah, indeed. they're probably not going home at all. you got a lot of beads there. you having a good time?

different type of attack, zombies. hackers broke into the emergency alert system of a montana television station yesterday, broadcasting an alert about zombies rising from the grave. take a listen. >> several authorities in your area have reported that the bodies of the dead are rising from their graves and attacking the living. >> reporter: the hoax alert also warned viewers not to approach or try to apprehend the bodies because they were extremely dangerous. but what's really frightening, at least four people called police to see if it was true. thousands of pampered pooches are here in new york. they are competing for the ultimate prize at the westminster dog show. these are some of the top dogs from monday night. more will strut their stuff today with the best in show chosen tonight. this year, there are more than 2,700 entries and 187 breeds. coming up after your local news, former vice president dick cheney and senior white house adviser valerie jarrett.

today is fat tuesday, february 12. i'm andrea roane. you look slim. i'm mike hydeck. mr. bernstein, speak french [ speaking french ] >> i spent five years there. mardi gras is a big time. >> mail isn't delivered. >> no mail service. government is closed. schools are closed. everybody is at the parade. >> good times. >> they're worried about rain. any rain in our forecast? >> not our forecast but a little soggy in louisiana this morning. more than one way if you know what i mean. sunny around here, breezy, too. especially this morning out west. highs in the upper 40s to even mid-50s south of town. a high of 53 in d.c. which is a good deal above the seasonal average of 46. we did have the clouds yesterday. they finally broke late in the afternoon. a few clouds in the mountains and also south of us trying to

come in toward southern maryland. the stream of cloudiness, that's with a lot of moisture down across the southern u.s. winds gusting at 22 at andrews. gusting over 30, 35 in martinsburg, petersburg so it's been a windy night. we still have some of the wind around this morning. temperatures thanks to the winds have stayed up. they're in the mid-40s, even 49 still here in d.c. at this hour. let's check in with monika samtani. timesaver traffic. it's 4:25. there is nothing going on in terms of big delays, big accidents, all overnight construction pretty much cleared up. you may have heard about an accident southbound georgia avenue overnight. a pedestrian was fatally struck there. that has been cleared up. the investigation is over. you should be okay on the beltway as well college park into silver spring. no problems on 270 coming in from frederick. let's take a live look outside.

here's what it looks like in rockville 270 southbound at route 28. we'll go back to the maps this time to virginia on the northbound side of i-95 looking great from triangle to springfield. no issues to report as you head on to 395 and the 14th street bridge. north of duke street we're doing just fine. no issues to report. in fact, let's take a look at our camera on the northbound side of i-95. there had been some construction down near the prince william parkway but right now you're doing fine. no issues as you can see on the main lines here on the hov lanes as well. southbound 95 is looking good. by the way no issues on 66 coming in from manassas to centreville and no issues on the beltway across the american legion bridge heading towards tysons corner, spring field, annandale, all of those areas look great. >> thank you, monika. we begin with breaking news out of the college park section of prince george's county. >> police are on the scene of a tripping shooting on 36th

avenue. it's just near the university of maryland. delia goncalves is live there now. she's on the scene of the investigation. delia, what do we know so far? >> reporter: we just pulled up here at 36th and mezrot road. police at this point only telling us this is a, quote, death investigation. you can see there is a police cruiser here parked in front of a home here in the 8700 block of 36th avenue. this is what we can tell you, unconfirmed at this point but we're hearing this began with a fire scene around shortly after 1:00 a.m. one victim was found in front of a house. a second in the back of the house. we're talking a third victim possibly in this situation all unconfirmed at this point. police are just telling us this is a death investigation. we are going to stay here on the scene and have much more for you. we know a public information
