done with the rain threat as we get into early morning and late afternoon. partial sunshine, temperatures much cooler than yesterday, 78 degrees, and check out the breezes north and west, gusting to 25 miles per hour. that's a brief look at forecast, a look at the weekend coming up in a few minutes with traffic, julie is on the roads. julie, good morning. >> reporter: good morning, tucker. i remember this i gave this little gadget, i gave it to tony one time for christmas. and you hid it to play this. >> i have that. >> reporter: where is it? >> it's in my office. we will show what we have rubbernecking, the lanes are open, southbound on both 495, and 25 coming in from 28 and 198, no problems to report at virginia, 395, duke street, the lanes are open, early morning crash cleared. and outer loop of the beltway, slowing, new hampshire avenue, through silver springs, and back-ups forming in germantown headed toward 370. that's a check of fox 5 on time traffic. julie, thank you. well, unfortunately, we begin this morning with double disasters. one here on the east coast, another out in colorado that, is where we begin as water is taking aim at effort is communities. heavy rain continues to fall in the rocky mountain state and the situation keeps getting worse. wisdom is back with the incredible images. all right, tony and allison. this all happened overnight, a levy in boulder canyon collapsed, officials with the national weather service say the surge is 30 feet deep, it also

filled with cars, rocks, mud, and other debris. it is the latest blow to that particular region which has been pummeled by rain in recent days. eight inches fell on tuesday, and more is in the forecast for today. that has cut off some towns in the rocky mountain foothills. it's also being blamed for at least three deaths, thousands of people have been ordered to evacuate and seek shelter on higher ground and rescue crews have been kept busy pulling people out of flooded cars and homes. >> this is not your ordinary day, it's not the ordinary disaster. >> i was driving up a river. you could see small rapids in the roadway coming down the road toward us. and the university of colorado in boulder canceled classes, hundreds of students were evacuated. a quarter of the campus buildings were damaged by flood waters. president obama has approved disaster help for that area.

and the governor says that help is on the way from neighboring states. tony and allison, back to you. >> unbelievable. >> it's unbelievable. it keeps coming, they can't catch a break. got to feel for the people in colorado. >> most definitely. >> in the meantime, the run ways at bwi are back open and most time this morning after last night's heavy rain and a lightning strike. the bolt of lightning hit the airport's traffic control tower yesterday afternoon, one worker was hurt and all flights in and out of airport were grounded for about two hours but some passengers are still stranded at the airport. they might not be able to fly out as late as this afternoon. to our other big story, the other disaster this morning, more heartache for the jersey shore after a massive fire leaves a landmark in ruins. >> sarah is here with a look at the damage. i was watching this on t.v. yesterday, unbelievable. n i know, it certainly was, and it's this area didn't have enough to deal with already. here we have another fire, you

know, a fire on their hands a six-alarm fire to be exact that broke out at the boardwalk at sea side park. that same boardwalk was spared by super storm sandy last year even as the rest of the town was devastated. it took authorities all day and night to finally get the flames under control. they finally got the upper hand by the wing swept fire by ripping out boards that had yet to burn creating a make shift fire line with the sand dunes. in the end eight blocks of the boardwalk were destroyed along with dozens of businesses. >> i can only imagine how the residents and business owners in this area are feeling, my heart depose out to them. that -- goes out to them. that is why i'm here to make sure that every resource. this is us, as soon as this is over, we will pick ourselves up, and toss ourself off, and begin over. the fire likely cost millions of damage worth of

damage that same boardwalk re-opened at the beginning of summer after months of rebuilding from super storm sandy. the fire started in the area of a frozen custard stand, but so far no word on what caused it, tony and allison. >> i can't believe, a second time that they are dealing with this, you know, your heart goes out to them. >> right. >> thank you. >> oh, boy! in other news, state department says all u.s. personnel are safe after militants launched a deadly attack dens dependence against n afghanistan. according to the associated press, the taliban has claimed responsibility for this attack. it happened near afghanistan's border with iran which is considered 1 of the better developed areas of the country. two police officers and a security guard all killed, 17 people were wounded.

>> secretary of state john kerry is continuing meetings with russian's fo foreign ministers d other leaders. they're trying to nail down the fine print of the carry out of destruction of the chemical weapons arsenal in syria. they blame the use of assad of chemical weapons against his own people. assad denies that his government was involved and points to the rebels. d.c. mayor vincent gray vetoes the wage bill. >> the city council is already promising to hold a vote to override the mayor's veto. fox 5 sherri ly is live in northwest where one of those wal-marts is supposed to depo up, and where the company says the construction will now continue. sherri. >> reporter: wal-mart is down playing any threats that the city council might override the mayor's veto. right now the votes aren't there yet. that means this wal-mart right behind me on georgia avenue

which is under construction is back in business following the veto, wal-mart said it would move forward with its plan for six stores in the district now that the living wage bill is out of way. mayor vincent gray said there were thousands of jobs that could have been lost and it would have forced large retailers like wal-mart to pay $12.50 an hour in wages and benefits, but only in stores of 75,000 sq. ft. or with union sales. the veto disappointed activities who fought to pass the bill organizers believe the mayor gave in to corporate bully, but gray defended his vet owe, and the -- veto, and the jobs not only wal-mart could have been lost. >> it was like wag man's and entities that we hope will expand in the city or will come to the city. >> there were a number of

retailers who weren't threatening to leave. target now plans to build another store in downtown d.c. wag man's is still moving forward at walter reed, and we think that a lot of what the mayor is saying is speculation, and just getting into threats and bullying. in his veto gray called to increase the minimum wage for everyone, not just at large retailers. now in order to override that veto, the city council would need nine votes, and right now they appear to be one vote short. that original bill only passed 8-5 in favor. someone is going to have to change their mind and the opponents of that bill are under a lot of pressure to do that. right now it doesn't seem or appear that any of them will do that. now we are all over this story. still a hot topic. coming up at 8:00, we are going to hear from council chairman phil mendletonson, and tommy wells and at 9:00, we will have the mayor defending his veto as well.

7:24, big news in the tech world, twitter announces it's going public. >> this is called the p most anticipated ipo since facebook. the company announced the plan in a tweet, but the information is sealed so details about its business will be private for a while longer. twitter doesn't say if it makes a profit or how much revenue it takes in. united airline is deciding if it will honor ticket it sold for as little as nothing.

and west, gusting to 25, so it will be a breezy afternoon for you, and even with air temperatures in the mid-to upper 70s, it's going to feel cooler than that with the persistent breeze. again, we're going to lock in the cool the next couple of days as we are changing up the air mass with a passage of a cold front. second one moving through as we speak, and that is putting some light rainshowers north and west. and certainly possible, we could squeeze out a few showers locally here as this continues to move on through. just keep that in mind. once this keeps east of us, partial sunshine this afternoon, and again the cooler and drier air will start to work in later tonight in the 40s and low 50s. great lakes, chicago, cincinnati, now looking at fine conditions, and that is going to move in for the weekend. both saturday and sunday looking good. we have outdoor plans, a little on the cool side. 78 in washington later today. partly sunny, breezy and cool, 10-15, gusting to 25, the wind will be back later tonight, overnight low 52, 40s, north

and west, there's the seven-day, nice looking weekend, upper 70s, and notice no rain in the seven days, it's a good thing, we saw things yesterday, that's the weather. we will see the traffic, catch the roads. i think i saw no on the corn e gathering up the animals 2 by two, that was crazy yesterday afternoon. on the roads we are still trying to recover, problems with traffic lights not working properly, on democracy near montgomery mall. if you encounter a light that is not working you want to treat it as a four-way stop. signal lights are not working properly. a crash vehicle trying up the area near the memorial bridge, fire and rescue units headed in this direction. and at the gw parkway tying up the lane, expect additional traffic there. the place will remain closed leaving college park headed through silver springs, the inner loop is still approaching, upper marlboro road. accident activity is tying up the lanes. d.c. mayor vincent gray has

vetoed the controversial living wage bill that he says would have cost the city thousands of jobs. gray called it a job killer and says if he had signed it, it would only benefit a small portion of the city's workforce. >> i looked at the jobs situation. i looked at the jobs that would not be created because there's certain opportunities that simply would not -- i'm convinced of that -- that could not be created of people who would not come to the city, retailers who would not come to the city 91st place. in the first place. >> wal-mart and other retailers had threatened to pull out of the city. >> for a look at what comes next we turn to tommy wells, and vincent wan ren, and mendelson. let's start with you chairman, you were disappointed with the mayor's veto. tell me why.

it's i the wrong economic development strategy. a good economic development is one that promotes good jobs not minimum wage jobs. people can't live, the cost of living in the district is high and people can't live in the district on the minimum wage. you just can't. in addition, i mean -- and the mayor talks being a job killer bill. the research actually suggests that some of these stores like wal-mart so, i just think that what is best for workers, what is the best for the city's economic development is a decent wage or a living wage what this bill calls for. >> what about the argument that these are jobs, because of the plans that are in place, and i'm talking about wal-mart in particular, these are jobs that we know that are coming. there's construction jobs, the retail jobs, and light, and by bringing this bill, and passing this bill, it means those jobs are definitely not going to happen? >> well, these are jobs we don't have at the moment, and the fact

is, that some of wal-mart's plans have been promises and only promises. you know, they talk about 5th stores and we know one of them has collapsed all on its own. i mean, the fundamental issue here is that do we want minimum wage jobs or do we want decent jobs, i believe that the sound economic development is one that pursues building -- the creation of decent jobs, jobs that pay decent wages. >> congressman wells, you introduced the live wage. the actual name of the job is the large retailer being ability act. everybody is calling the living wage act. you introduced a living bill of your own. can you explain why that is a better option. >> this aar bill doesn't kick in for the stores that have been here for four years. it doesn't affect any current wages. how do you tell the people that don't have jobs, the 23% inward

a, or the 17% inward 7, say it's better to have no job than a minimum wage job, that is quite patronizing as a council. let me say, i think that mendelson is quite right. we need to raise minimum wage in washingtowashington d.c. the president has called to raise the minimum wage. this bill seems to be a symbolic bill that won't help d.c. residents for quite a while. >> councilman orange,let talk about that. it's about what is a workable, wage in washington d.c. the mayor himself said in his letter to you, that you know, he believes that the minimum wage should be raised in the district. your response on that? >> well, first of all, the may or's action has opened the door to poverty wages in the district of columbia. it's opened the door to increase the tax burden on the citizens

of the district of columbia. at $8.25 per hour, or $17,000 on annual basis, those employees will now apply for public assistance. wal-mart should be ashamed of itself to offer a pastery wage with -- poverty wage where their own employees will have to go on food stamps to pie product from wal-mart. and -- to buy products from wal-mart. we want jobs, but we want decent paying jobs. the door is open to wal-mart to come but pay a living wage. wal-mart pays $10.50 in san francisco. 10.51 in san francisco, new mexico. $10 in canada. why should you think you can come to the district of columbia and pay 8.25ed per hou $8.25 pee us subsidize that. >> it happens to be the minimum wage in d.c., but they come here to get access to the disposable

income. we have 632 residents in the city and -- 632,000 resident in the city. we have six cranes, economic developments, constantly coming into this town. they are pagan average hourly wage of $21, and trader joe's is paying a living wage. so let's keep that model going forward. let's not digress by letting someone in coming in paying poverty wanes and w wages and wo subsidize that cost. >> are you going to bring the bill before the council to try to override the mayor's se veto. >> yes, this is on the schedule for the agenda on tuesday. we have a meeting on tuesday, we will continue the override. we're shy of two-thirds, the bill will pass. we have less than two votes and both times almost had two-thirds of the vote of the council. >> you know, the news has been

full of stories about how the gap between those who are the richest, and the rest of the country has grown over the last several decade. the minimum wage in 1967 with inflation would be, i think it's $11.00, $11.50 a day. we are seen the working people falling behind in this economy. the living wage bill, you know it's an attempt to close that gap. it's not perfect. it doesn't apply to every store. it applies to the largest retailers who have the economic ability to pay this wage, and the bill doesn't say it has to be 12.50ed an hour, it could be a combination of health insurance, retirement, and wage together, which are $12.50. so it doesn't have to be that higher salary, but it has to be something that people can live on in the district and that is what we're struggling with. that is what this bill is about. to call it a job killer bilker when in fact, there's research

that suggests that these large retailers at minimum wage end up with a net loss, that is just wrong. >> councilman wells, will you vote to override the veto. >> absolutely not. i will not do anything that hurts our residents. we need jobs. we need to raise the minimum wage. this is a diversion. we have neighborhood through ward 7 and ward 8 where people have to get this their cars to drive outside of the district to get groceries. >> there's nothing about the allr pill that says you will no longer shop at wal-mart or anything like that. people will continue to drive outside of the district and shop elsewhere for affordable goods. i will not vote for a bill that i believe actually does damage to the district, and i think this does. what we need to do is do what these gentlemen have said, let's raise the minimum wage in washington,let raise the minimum wage for everyone, including those who work at walgreens, mcdonald's and burger king.

i'm not going to pass a bill that says let's keep low ex's out, and we have neighborhoods that are not developed that need necessities like fresh gror groceries. the only way they can get groceries is get in the car and drive somewhere. what this bill would do is keep that as at the status quo and i think that is wrong. >> councilman, you have the last word. >> the value of a d.c. resident is greater than $8.25 per hour. $12.50 or 26 thowd o $26,000 ans is not going to break the wal-mart empire, however, it will provide people with a living wage an opportunity to purchase a home for and for us f affordable housing, access to healthcare and get a good education, it gives you an opportunity to move forward. poverty wages, slave wages it does not give you an opportunity to move forward in life! councilman wells, thank you
