republicans refuse to concede. they want a one year delay in the obamacare quote unquote individual mandate to by health insurance. democrats refuse to concede. they want obamacare to be untraditionally funded. the result? 800,000 federal workers are idle, and public services are suspended. both sides are bracing for a backlash and the blame game is on. so? why no compromise? because of what's at stake, mainly a shift in the balance of political power in 2014 after next year's midterm election. we now have a democratic pretty, a democratic senate, and democratic house. president obama is refusing to negotiate with house speaker boehner, a republican, because mr. obama thinks the backlash will boost the current democratic majority in the senate next year, and possibly result in the democrats taking over of the house of representatives. republicans think a one year delay in the individual mandate

will mean healthy individuals will defer buying insurance. and those with preexisting conditions will rush to sign up. this in turn means higher insurance premiums in 2014, for everybody. winning this battle with this shut down gives the winners an advantage in the 2014 midterm election. it has put us in the middle of a power game. question, who will end up taking the wrap for the government shut down? the republican, democrats? or will it be an it -- >> tell me how practice can blame the republican did president obama can blame the republican party for shutting down the government, when the house is repeatedly voted, tried to open up the museum, tried to vote for nih, the democrats are the ones shutting down the government, but they are succeeding to a degree in the pr battle, because by 4-3, people

blame the republican party here. however, i think obama is being damaged, moderate republicans are being damaged, henry reed is coming off as a crusty, and not so nice old man, but i do think in the whole battle when it ends, john, i don't think it's about to 14. >> obama want to be seen as strong, because he was weak on syria, and i think he sees a political victory here, breaking the republican party, and he has a chance to do it. >> gallop says the disapproval rating has risen 2%, and approval rate has dropped 1%, job rating 50 percent disapprove. what's your comment to the question? >> nice try, pat, trying to dress up what the republican party is doing. i want to correct something in the set up. the president obama is not refusing to negotiate, because he's trying to ramp up democratic support for 2014, the

republicans are tieing the, dismantling or the dee lane of his signature program, a law that has been upheld by the supreme court. you don't do this in democracy as we've known it, try to rewrite the last election, undermine a law that's already been passed by tieing it to a government shutdown. the politics are working very well for the democrats. because the republicans have made this all about their extreme and reckless tactics, not about obamacare. boehner as we sit here today, frantically looking for a way out. if the republicans could do anything to lose their advantage, in holding the house next year, they've done it, and if ted cruz becomes the face of the republican party, the republicans will not have majority in the u.s. senate for the foreseeable future.

try to turn it into a conversation of turning the debt ceiling. >> i think both parties are fighting on the edge of a cliff, and when you're on the edge of the cliff, you don't ask who is right, that's not what they're doing, but you have to ask what are we doing at the edge of the clip, having this kind of fight. we are in a terribly vulnerable position as an economy and country, but particularly at an economy. if this goes on for too long, we could plunge the economy into a worst place, so i think it's a -- what you have is a situation where there is no presidential leadership. if you had reagan on johnson, you would have never had this. reagan used to have democrats in for lunch every time, he had relations across the table. not only does obama not have relation, with the republican, but also not the democrats. i can say that from direct contact with the leadership of the democratic party in the

house. they are dismay. he never helps with them, he don't know how to deal with them. >> excuse me, the democrats were not trying to under mine reagan's signature tax plan after he won reelection and after it had passed both houses of congress. it's a very different tactic. furlough. at the epa, only 1069 of the 16,200 workers stay on the job. at the census bureau, all data collections staff, small businesses in urgent need of federal loans will have to wait. so do homeowners that wasn't -- want a federal mortgage, museum are closed, national monuments including the famed and popular lincoln memorial, off limits, closed. who stays on the job? active duty military serving at home and abroad, the justice development, most of it is considered essential of its 114,000 staff, 97,000 stay on the job. workers in federal prison, in the security, bore kerr protection, -- border protection, air travel control, tsa, transportation security administration, and law enforcement are seen as essential. these workers stay on the job.

so do postal workers, the mail gets delivered, whether rain, or. snow. social security checks will be doctor effort, weather forecasters will still forecast, amtrak stays on the rails. who else stay on the job? the u.s. president and u.s. congressmen, and u.s. senators. the good news? the irs cancels its auditing appointments. the bad news, the irs continues to collect taxes. >> average americans feel the shut down effect. >> absolutely. people who are trying to get into clinical trials carpet get into clinical trials, that's been suspended. you have in blood drives being canceled because people are furloughed, they are not there. people are not getting their paychecks. this has less of a ripple effect and not always from people we hear from, and republicans have a cynical approach. passing bills, or trying to pass bills that will reopen areas of government where they're feeling

the heat, and the democrats are -- you don't get to pick and choose.
