country has been without a fully funded federal government. in a new poll out this morning, republicans are getting most of the blame. 63% of americans say the gop is not doing enough to cooperate. about half, 52%, point to president obama. one of the casualties of the political gridlock, delay in the death benefits for families of fallen servicemen and women. susan mcginnis is in washington. susan, good morning. >> anne-marie, good morning. this poll showing disapproval on the part of the americans is not having much impact on capitol hill. both sides seem to be having the same positions they had nine days ago. we're hearting hostage a lot. the buzz word these days seems to be "conversation." the latest progress, though, could be in the area of getting funding for families of fallen u.s. soldiers. the bodies of four servicemembers killed if the

line of duty this weekend arrive at dover air force base today. the government would typically pay for the families to be there to welcome their loved ones. >> i'm embarrassed. all of us should be. >> reporter: the families of 17 servicemembers have already been denied benefits, including a $100,000 payment due within 36 hours. >> the death gratuity is to help with funeral costs and immediate living expenses. >> the house is expected to restore today those benefits but an agreement to end the shutdown is still nowhere in sight. >> it's pretty much the same thing every day and we're not really getting anywhere between each side. >> president obama warned republicans he would not negotiate until congress reopens the government and raises the debt creeling. >> we can't make extortion routine as part of our democracy. democracy doesn't function this way. >> republicans say first democrats must agree to spending cuts. >> we can't raise the debt

ceiling without doing something about what's driving us to bo borrow more money and to live beyond our means. >> now, president obama and speaker boehner did speak by phone yesterday, first contact between them since last thursday, but as you can see from both of their comments, anne-marie, they didn't seem to get anywhere. >> indeed. susan mcginnis in washington. thank you, susan. stocks were hit hard. yesterday the dow dropped 159 points. the index is down 481 points. if congress raises the debt ceiling it could get worse. >> reporter: the u.s. treasury already using emergency measures to pay its bills but by october 17th will be down to $30 billion. >> reporter: mark patterson former treasury chief of staff under president obama says

before the end of this month the u.s. government will owe $12 billion in social security payments and $6 billion in interest payments on the debt. and on the first of next month, another $58 billion is due in social security, medicare, and military and veterans benefits. the president would have to decide who to pay and who to delay. >> when i was at the treasury, we looked at all the options for sort of contingency plans. they all have sort of god-awful consequences. >> reporter: if, for example, the government can't pay interest on the treasury bills, it could cause chaos in the financial markets. as lloyd blankfein said at the white house last week -- >> we're the most important economy in the world, reserve currency in the world. payments have to go out to people. if money doesn't flow in, money doesn't flow out. we haven't seen this before and i'm not anxious to be part of the process to witness it.

police in washington, d.c., arrested at least eight democratic congress members at an immigration rally. the demonstration yesterday sought to pressure republicans to call a vote on an immigration reform bill that's been stalled in the house. officers arrested the lawmakers who were among an estimated 200 taken into custody for blocking a street. and the makeup of the next congress could depend on what happened at the supreme court on tuesday. the justices heard oral arguments in their first major case of the new term. as jan crawford reports, the case involves a challenge to limit campaign donations. >> reporter: in court the battle lines were drawn. liberal justices defended rules that limit the overall amount of money people can give to different candidates and political parties.

justice ruth bader ginsburg suggested the limits promote democratic participation, adding the little people will count some, and you won't have the super affluent as the speakers that will control the elections. the conservatives indicated overall limits on contributions to candidates instead infringe the right to free speech. justice samuel alito -- what i see are wild hypotheticals that are obviously not plausible. the case was brought by alabama businessman sean mchutch inwho argues he should be able to. after hitting the cap i think this is a fundamental free speech issue about your right to spend as mump money on any candidates you choose. it doesn't make any sense to say that my 18th race was an alabama

timesaver traffic. >> we had ladies a couple of weeks ago. we're an all woman team for the entire week. we're going to have a downturn in our weather. it was messy on monday and then yesterday was nice and today will start out nice but things will be heading downhill as we head into the afternoon. so i would bring the umbrella with me as i'm heading out the door because you're going to want it for the afternoon drive back home. as you're heading back inside to your house once you get out of that car. 59 degrees the at 8:00 a.m. by noon 63. still peaks of sunshine but by 4:00 we'll see the rain moving in. 63 degrees. temperatures definitely held down today by the clouds and rain and that persistent flow out of the northeast at a to 15 miles per hour throughout the entire day. it's 52 right now in leesburg. it's 54 in manassas. 55 in fredricksburg. 58 in downtown washington and 51 degrees right now at andrews. you can see cooler temperatures off to the north and west where

we don't have as much cloud cover. the clouds helping to kind of keep temperatures from falling too much during the overnight. you can see that rain approaching. it looks like it's already here but this is a very slow moving system. so it's going to take until we get to the mid, late afternoon hours before the rain actually moves into the beltway. i'll have more on how long this coastal system is going to be a factor in our first alert seven- day forecast. right now let's get a look at timesaver traffic with monika samtani. good morning. >> good morning. overnight there had been an accident on veers mere road and now between the twinbrook parkway and randolph road, several signal lights are out here in the rockville area. we're told by step co. that it will -- pepco that it will be about 6:30 this morning before they can turn all of those lights back on there, the signal lights. be aware of that problem and treat of course that as a fourway stop. coming in on 270 from gaithersburg all the way into rockville and bethesda you're going to be absolutely fine.

ceiling without doing something about what's driving us to borrow more money and to live beyond our means. >> reporter: the treasury department says it will run out of money to pay its bills on october 17. susan mcginnis, cbs news, washington. the international monetary fund issued a warning to a u.s. default on its loans would push the country back into a recession and hurt the global economy. the district has remained open throughout the shutdown but it can't afford to for much longer. mayor gray is demanding to meet with president barack obama and congressional leaders about the shutdown. the d.c. council approved legislation allowing the city to use emergency reserve funds to pay municipal employees but the mayor told wusa that it would only last for seven to ten days. it's going to be kind of hard to end the shutdown with some of the lawmakers in jail. at least eight congressional democrats were arrested yesterday after an immigration sit-in
