thanks to a massive and desperate search, a family is rescued after spending two days stranded in subzero temperatures. captioning funded by cbs this is the "cbs morning news" for wednesday, december 11th, 2013. good morning. good to be with you. i'm anne-marie green. well, beginning today nelson mandela's body will lie in state for three dates in a building where he took office as south africa's first black president. the union is where he served one term. alphonso van marsh is in pretoria, alphonso. >> reporter: good morning, an marie. some are calling it a pilgrimage because people have come so far. behind me in the union building

that's where the body of nelson mandela lies instate. he will lie instate for the next three days. mandel mandela's oldest grandson was on hand to receive the flag-draped casket. >> i feel bad because my heart is so -- because my tata is gone. >> reporter: it's in stark contrast to the streets. there south africans sang and danced as they waited for their first glimpse of mandela's body since he passed away last week. a motorcade will bring mandela's body from the military hospitals to the union buildings back every day until friday to give more opportunity for south africans to line these streets and say good-bye. >> we're here to celebrate nelson mandela's life for everything that you stand for this country. >> reporter: now the amphitheater where mandela lies instate will carry his name. >> fating tribute to a man who

transformed the union building from a symbol of racism and repression to one of peace, unity, democracy, and progress. >> reporter: officials expect as many as 2,000 people per hour will file past mandela's body. now, anne-marie, interesting details we'll get about that. the white structure seen over my shoulder, that's being referred to as a special marmarquee. it didn't exist 12 hours ago. it's made of shatter h proof glass. we understand it took some 20 men to build that overnight. anne-marie, back to you. in this country, a bitter cold air blankets much of the nation. many areas are waking up to subzero temperatures. it's already snowing in the buffalo, new york, area.

by late last night, more than five inches were on the ground and visibility is greatly dimini diminished. meteorologist eric fisher of our boston station weeb is following the bone-chilling weather. >> it's going to be into this week and next week as well. it's a big dip from the eastern u.s. down to the south. much of the western united states into much of this. more batches of cold will swing in and reinforce the cold that's on the way out. in terms of high temperatures today, 20s in st. louis, topeka, dallas. 17 in chicago. and the only place you can really go to get away from all this cold is florida. central south florida into the 80s. that's about it. they're laughing at the rest of the country right now. minneapolis, you wish you could get a little bit of that. negative 2 is our high temperature today. teens tomorrow. 20 as we head into friday. teens and 20s. snow in the air today.

maybe so at o'hare's midway. in new york, at or below freezing through the rest of the workweek. lot of sunshine for the holiday shoppers. not a lot of comfort on the streets. in boulder, temperatures moved above freezing for first time in a while. that's the good news. the bad news is an ice dam broke causing local flooding forcing area evacuations. and there's news from washington this morning, a budget deal. after years of very bitter budget battles, a very rare display of bipartisan compromise led to a proposal. it's a deal that could have help the government for two years. >> good morn, anna re. this is not the grand agreement that many are hoping for and it's already coming under file from both conservatives and top house democrats but for the next two years it breaks from the cycle of jumping from one budget

crisis to another. it was reached after two months of private talks between house chairman paul ryan and chairwoman patty murray. >> congressman ryan has set aside our differences, we'd made some compromises and worked tote to get something done. >> reporter: what they even gotten done is a framework of a deal that provides some level not seen in washington in years. the bipartisan proposal sets spending levels for the next two years and sets the across-the-board rates known as see question station funds. and using fees like security fees on airline agreements. i see this as a binding agreement. >> the agreement doesn't raise the debt ceiling, does not

include an extension of unemployment benefits that expire at the oechld this month, and requires businesses to play higher premiums to guarantee pension benefits. >> this deal doesn't solve all of our problems, but i think it is an important step in helping to heal some of the wounds here in congress. >> both sides agree that more work needs to be done but also agree a modest deal is better than the budget gainesmanship that led to this year's budget shutdown. the house and the senate are expected to approve the deal in the next several days. >> it will be interesting to see what kind of effect this has on the public's approval of congress. this has been a long time of both sides not being able to get things done in congress. >> they're causing this a good first step. house leaders are going to brief everyone today in a closed door step. >> hopefully more footsteps will follow. a recently released "new

the nasdaq dropped 8 points. >> pizza owner digiorno has cut food supplies with a cheese farm in wisconsin. it shoes workers feeding, kicking, and've stabbing the cows. two have been fired. the farm's owner says he's making sure this never happens again. uruguay is about to become the first company in the world to legalize marijuana. the senate lead as bill tuesday that lets the government control all access of pot from seeds to smoke. officials say it's an attempt to control addiction and drug violence. your kwa's president still has to sign the bill. and someone in florida has a serious sweet tooth. they stole a truck of hershey's chocolate. it's worth about $120,000. officials say someone entered a secure area on tuesday and made off with the goodies. no sign of the truck or the chocolate.

the country. new york will be sunny today with a high of 30. miami will be 82 today. nice and warm. chicago, morning snow, but partly sunny in dallas and partly sunny in los angeles. an attempted robbery in miami early tuesday morning led to a wild and deadly shoot-out. at least 22 officers opened fire on the suspect's car. police say about an hour earlier this man tried to rob a drugstore. he held a gun to an employee's head. she is okay, but the suspect got away and stole a cop car. he was spotted a short time later with a person inside another car. both of them died in the shoot-out. three officers were wounded and a fourth injured. a miracle in the frozen mountains of nevada. the family of six that had been missing since sunday have been found alive. rescuers picked up a faint cell phone signal and used that to

find them in a remote area north of reno. and as bigad shaban faith and survival skills helped keep the family alive. >> reporter: cheers greeted the balance carrying the four young children and two adults who were rescued from the icy mountains of northern nevada. about 200 people worked to find them after they failed to return home on sunday. ultimately it was a family friend, chris montez, who spotted the group. >> it was a huge relief. i was expecting the worst. when i came around the corner and counted all six of them standing there nice and warm. >> reporter: on sunday james glantan and his girlfriend christina took their two young children and niece and nephew to play in the snow about a hundred miles east of nevada. their jeep flipped over. >> reporter: the family built a camp pyre near their car to

and seattle, cloudy, a high of 43. this sounds like it's straight out of a bruce willis movie. the european space agency says it fwiengs to land an unmanned space probe on a comet, kind of like leaping from one speedy car to another. scientists have been planning the tricky mission for almost a decade and they say they hope to get a better idea of what comets are made of. and in arizona overnight, a bright light. it appears to be a meteor seen from tucson to vegas. people report hearing a big explosion. one expert believes it could be part of a meteor shower. in sports now, a possible playoff preview in the nba as the two best teams in the east meet for the first time this year. indiana hosting miami. the heat are outdone by the pacers, 3-2. roy hibbert finishes with 24 and paul with 17. a rally of a 94 hch 82 win.

. good morning. welcome to wusa9. today is wednesday, december 11, 2013. it's not snowing this morning. it is very cold. i'm andrea roane. sometimes when we have long days on tv it feels like a day or two but when you imagine what parents stuck at home with screaming children like at our house for two straight days, they're so excited school is back. >> we have nothing to complain about. >> your kids are a little older. >> there are delays coming n. fairfax on a two-hour delay along with a few others as well. that's not surprising given the temperatures and slick spots out there this morning. the big concern the slick spots with temperatures in the 20s, even teens in a couple of areas. our forecast happy to tell you it's going to be a sunny day and a cold one. we'll get up to 35 to 40 so

we'll do melting with the slick spots early with a wind out of the southwest at 5 to 10 miles per hour. the storm system pulled out midday yesterday. finished with sunshine. anybody who cleerld their driveway -- cleared their driveway or car a good move. things cleared out nicely behind the system. where it's windier, temperatures have stayed in the mid, even upper 20s. manassas 18. westminster snow packed 17. york, deeper snow pack 12. and it's 28 in winchester and martinsburg this morning. 25 in la plata and across the bay we have 26 in cambridge a. sunny day today. winds will be southwest 5 to 10. temperatures ranging from below freezing in westminster. they got 4 to 6 inches of snow yesterday. fredricksburg 42. leesburg topping out at 37. monika samtani, timesaver traffic. here's the latest. i have no notes. i made all my phone calls early this morning to all the people

who take care of traffic overnight and they tell me it was nice and quiet. i said that's because everyone is too tired from what happened yesterday. things are great right now. what i did notice, though, is icy conditions coming out of my driveway and some of the neighborhood streets as well. i spoke to mdot and they said they still have a whole host of trucks out there making sure and going through neighborhoods as well. be aware. you may still need to give yourself extra time and wipe off that ice and snow off of your car before you head out because that can be dangerous actually when you're driving fast and it all comes off your car and can hit another car. so be very, very careful with that, especially this morning. otherwise you can see all of the green behind me. there are no problems to report in virginia right now on the northbound side of i-95. route 1 looks good as well. lorton, newington, springfield the beltway, no issues between alexandria, springfield, annandale and tysons. let's take a live look outside and show what you it looks like

over on the north side of town i-70 west of 270. we had a lot of issues yesterday morning in this area. right now it seems to be running fine. we'll go over to another map and if you're planning to head over on the nor side between college park and silver spring on the beltway, traffic is moving well. there had been a crash on the ramp from the outer loop to get on to connecticut avenue. bridges, ramps and overpasses are always the most slippery. we'll take a live look again outside and this is the northbound side of i-95 in springfield. back to you, andrea and mike. >> if you didn't hear howard just now, fairfax county schools or a two-hour delay. top story, a tactic we thought basically didn't even remember how to use in congress was actually executed last night to put the end to the sequester. they actually compromised on a deal to avoid a shutdown. >> say that again. >> compromise. >> it's not a done deal but looks like a breakthrough was made last night. p
