2014. good morning. good to be with you. i'm anne-marie green. we begin with the latest on the new jersey traffic jam scandal disrupting the administration of governor chris christie. federal prosecutors have have begun a preliminary investigation as has the state assembly, and 60 jersey residents have filed a federal class action lawsuit against christie and the state. christie says he knew nothing about the lane closings into the george washington bridge last september. the closures led to major delays on what is the busiest bridge in the world. the scandal plans to undermine possible presidential plans governor chris christie may have. he was asked if he would consider resigning considering what happened. >> that's a crazy question, ma'am. i'm telling you i had nothing to do with this. so, no, i never gave any thought of doing that at all, nor would

i. >> marlie hall is here in new york with more. good morning. >> good morning, anne-marie. thousands of documents relate to the scandal are scheduled to be released today. governor chris christie said he knew nothing of the payback. one thing he says for sure is that he's sorry. >> i come out here today to apologize to the people of new jersey. >> new jersey governor chris christie apologized dozens of times during a nearly two-hour news conference. he said he's embarrassed some of his most trusted aids constructed a four-day traffic jam on the george washington bridge. >> a person dloes me betrayed me. >> reporter: he fired his deputy chief of staff bridget anne kelly who sent an e-mail to an association saying time for some traffic problems in fort lee. kelly report lid targeted fort

lee's mayor because he refused to endorse christie during last year's election. the gronch traveled to fort lee to apologize to mayor mark sokolich. >> he's taken a big step. >> but at least 60 new jersey residents have filed a lawsuit against the governor and the state claiming the deliberate action made them late for work. the state assembly and the u.s. attorney's office are investigating the incident. another christie associate allegedly involved was david wildstein. he was called in contempt for not answering regarding the scandal. he resigned last month. anne-marie? this morning a state of emergency has been declared in nine west virginia counties where the water supply has been contaminated by a chemical spill. at least 100,000 customers in and around the capital

charleston has v been told not to use their tap water. the water contamination is affecting the government, businesses, and schools. susan mcginnis has our report. >> the chemical leaked from a holding tank at freedom industries. the spill happened about a mile north of the largest water treatment plant in west virginia. west virginia american water issued a warning. customers should not use this water for any purpose. >> really, the only acceptable use of this water is sanitation use, that is, flushing toilets. you shouldn't bathe in it. you should. drink it. >> the chemical is used to clean coal. there are unconfirmed reports that as many as 5,000 gallons leaked into the elk river yesterday. there are no reports of people getting sick. the chemical smells like licorice and can cause eye problems and breathing trouble. >> it's clear it's at the

customers' taps. therefore because we don't know a lot about the product and we're still, you know, sampling and looking at concentrations, it's out of an abundance of caution, we're advising our customers again, do not use the water. >> the emergency prompted a rush on bottled water. the governor has called on the federal management agency to assist with supplies. restaurants, schools, and day care centers have been ordered to shut down. the water is being tested every hour, but it's unclear how long the emergency will last. susan mcginnis, cbs news. the latest defense department report on the sexual assault at the nation's military academies is due out today. the report notes alcohol is often a factor and comes following a series of scandals that hit the academies last year. david martin reports. >> reporter: although the number of reported assaults at the military academies went down,

they say there's a culture which tolerates offensive behavior. there were several assaults at the academy down from 80 last year. that does not confirm whether there were fewer sexual assaults or that victims were afraid to come forward. focus groups found crude and offensive language and sexist comments occurred frequently and are an ingrained part in the experience of the academies and contribute to a disrespectful environment which might encourage worse behavior. cadets in mid shipment are afraid to report for fear of being ostracized. the rugby club was disbanded for trash talk e-mails derogatory to women. at the academies where two thirds of the offenses occurred, offensive power point slides.

and the most notorious, two naval acamby football players are fating court-martial. those court-martialed were scheduled to begin in the next few weeks but now it appears the prosecutors will drop charges against one of them because the investigators failed to read him his rights. a missouri man is facing probation but no jail time after pleading guilty to child endangerment. the plea ends a contentious case surrounding an alleged rape of a 14-year-old. as teri okita reports, her family had hoped for a harsher sentence. >> mr. barnett truly regrets the actions to which he has pled guilty. >> reporter: 19-year-old matt barnett agreed to a misdemeanor child endangerment conviction for leaving a drunken teenage girl back in the cold. that victim was 14 at the time.

she said she went to a party and was given alcohol and then matt, then 17, raped her. matt said the sexous consensual. the prosecutor said she could not prove coleman's allegation was true. the case drew national attention when the first prosecutor dropped it. some claimed barnett's prominent family was given special treatment but his attorney says that is not true. >> there's absolutely no evidece that political favoritism played a role in the decision of either prosecutor. >> reporter: coleman's family said she was recently bullied online and in a facebook posting her mother said coleman had recently attempted suicide. the federal prosecutor read a statement from the girl. i'm grateful the defendant took responsibility by pleading guilty to the charges. i'm ready to move forward. >> reporter: barnett was sentenced to two years' probation. he was ordered to pay

rivals as walmart. sears expecteds to release final fourth quarter results next month. president obama has unveiled a new plan to deal with pover tell. los angeles, san antonio, philadelphia, southeastern kentucky, and the clock tau nation. they'll grow in next three years. this may come as no surprise. a just released survey releases your boss is probably happier than you. nearly 70% of supervisors are very satisfied with their position. that compares to just 48% of workers. 83% of bosses are happy with their family life compared to 74% of workers. and google employees who commute from san francisco to the company's headquarters in silicon valley can now ride a ferry to work. google is trying out the ferry service for 30 day. the 26-mile ride takes about an hour and is free but not even is

here's look at today's forecast in some cities around the country. new york, some snow today. miami, expect clouds and icy rain. in chicago, dallas, it will rain as well, and sunshine in los angeles. time now for a check of the national forecast. precipitation blankets much of the country this morning. much of the northeast will see some light snow. in the south a storm system brings heavy rains but temperatures in the 50s and 60s. warmer air is finally moving into the midwest, but parts of iowa, minnesota, and wisconsin could see some snow. and it will be wet across the pacific northwest. in sports, penn state's search for a new head coach is not over yet. cbssports.com reports that vanderbilt's coach james franklin is expected to accept the job today.

they acknowledge franklin has been talking to penn state but franklin is still vanderbilt's coach as of now. franklin led vanderbilt to three straight seasons. and there's no doubt about this. jay gruden is the new head coach for the washington redskins. this is gruden's first head coaching job in the nfl. gruden said he's excited about coaching robert griffin iii. >> i see every trait a quarterback has to have to be successful. i see robert having all of those. why wouldn't you want to coach a guy like that. >> gruden spent the last three seasons as cincinnati's offensive coordinator and also the younger brother of super bowl winning coach jon gruden. and there are just eight alive for the super bowl and they all play this weekend. the seattle seahawks getting in some practice on thursday. they're trying to get back to the super bowl for the first time since 2005.

here's a look at today's forecast in some cities around the country. washington, d.c., expect rain today. atlanta, rain as well. and rain and fog in st. louis. denver sees some sunshine. seattle, cloudy. the fight against obesity has an unlikely new ally. companies that make processed foods are being credited with helping the nation trim its waistline. as dr. jon lapook reports, they're even exceeding their own goals. >> reporter: researchers at the university of north carolina found the company sold 6.4 trill yn fewer calories in 2012 than in 2007. that's four times the amount they had pledged. the drop translates to an average of 78 fewer calories sold daily to each american. that's the equivalent to about a cookie a day or roughly eight pounds lost per year. it's not known whether people actually consumed 78 fewer

route 15. but in frederick, and west, your freezing rain advisory goes until 11:00 a.m. 30 in gaithersburg, 29 national, 32 manassas. with the precipitation moving in, we'll get evaporative cooling, lose a couple of degrees. you can see the moisture in virginia and southwest virginia. know moving in toward pennsylvania but out to the west, from leesburg west now prince william county we are starting to see that pink that little bit of freezing rain. light freezing rain starting to develop. the initial batch or front edge of this may not be reaching the ground as the air has to moisten up a little bit more, but freezing rain and rain, just depends on the temperatures right now, which are hovering a degree or two either side of the 32-degree mark. this is moving up toward dc, so over the next hour the moisture will move in.

george's county police officer killed in a crash. the judge received an e-mail from a juror yesterday saying she could not judge another person based on her religious beliefs. >> we had a dangerous felon. this young officer lost his life and we a juror who did not take the matter seriously. >> state's attorney angela all brooke said the woman was dishonest with the court and did not reveal her jehovah's witness religious background. she was asked if her religious beliefs would interfere and she said no. the news was hard on the family of adrian morris. morris died while pursuing a carbing driven by ca von neil. >> we have to go over it again and we want to move on with our lives. it has been very hard dealing with the situation. adrian is gone. we miss him but we want to move on. >> as for what could happen to the juror, any judgments or charges, the state's attorney said it would be up to the
