did not necessarily mean intention to kill. >> the state clearly has not proved beyond a reasonable doubt that the accused is guilty of premeditated murder. >> reporter: the whole point of this case is whether the judge believes oscar pistorius's girlfriend that he shot her accidentally or if it was premeditated murder. the judge said the state did not provide enough evidence. >> the accused, therefore, cannot be found guilty of murder. that, however, is not the end of the matter as culpable homicide is a comparable verdict. >> after the reading of the verdict oscar pistorius broke

down sobbing uncontrollably through the lunch break. >> we'll talk about the verdict and what oscar could still face. that's ahead. president obama promised his administration will defeat any isis threat to the united states. in his address last night he said american warplanes will expand a bombing cam bane into syria for the first time. bill plante is at the white house. good morning. >> reporter: good morning. the president wanted to demonstrate to the nation he has a plan to destroy the terrorist group in syria as well as in iraq. senior officials tell us that air strikes against them will begin as soon as intelligence identifies targets. >> i will not hesitate to take action against isil in syria as well as iraq. this is the core principle of my presidency. if you threaten america, you will find no safe haven.

>> the president said his battle plan includes the expansion of air strikes, an increase in support for partner forces on the grounlt,d, counter-efforts and humanitarian support for victims of isis attacks. but he insisted the u.s. will not go it alone. >> america will lead a broad coalition to roll back this terrorist threat. already allies are flying planes with us over iraq sending arms and assistance to iraqi's security forces and opposition. sharing intelligence and providing billions of dollars in humanitarian aid. >> 475,000 will be going bringing the total number of u.s. troops there to more than 1,600. the president again promised no combat u.s. troops will be on the ground. air strikes will support iraqi

forces and the new iraqi formed government. >> we cannot do for iraqis what they can do for themselves. >> the president called on congress to authorize training and funding to support moderate syrian forces. >> i think that this should have been done obviously much more aggressively from the beginning. >> new hampshire republican kelly ayotte was among those skeptical. >> because often he's given speeches, but following up on the actions that need to be taken against this dangerous group i think is what is going to measure what he said today and in the following days. >> the administration officials say the president does not need any additional authorization to take the fight to isis that it can rely on existing law, but he does need congress to vote on funds to train syrian forces. the speech was in answer to the

critics who say he hasn't acted firmly enough or soon enough. >> mike morell is with us from aspen, colorado. he is a former iowa deputy director and was in a meeting with president obama about the isis threat. mike good morning. >> good morning, charlie. >> what has to happen for the president's plan to degrade and destroy isis to make it work? >> so on the iraqi side of the border, charlie, i'm confident that we're going to be able to roll them back. what gives me that confidence is a new political deal that the united states deserves a lot of credit for, putting military advisers in to assist the iraqi army and the kurdish army and broader u.s. air strikes. i think all of those together will make a big difference in iraq. it's the serious side of the border that i'm worried about. we're going to double down.

we're going go all in with the syrian opposition and that's how we're going to try to win this thing, but the syrian opposition is a very weak group. they're much weaker than they were two years ago. this is the long pole in the tent. >> is that what we're going to have to have go into syria? >> i think so unless you go with assad who butchered his own people. i think that's the best thing. >> the president said some have joined isis and could come home and try to carry out take. it's 9/11. how worried should we be here at home. >> intelligence does not give you a 100% clear picture into the plotting that a terrorist

group is doing, so the fact that we don't have credible reporting on the threat doesn't give me a lot of comfort. the fact that they have the capability to send fighters here and that they want to send fighters here is what should worry us. i think the threat of a foreign fighter coming here and doing something is real. >> mike the president's been meeting with some columnists yesterday and earlier with intelligence officials like you. what has he been trying to accomplish, as far as you know in these meetings. >> so i don't want to talk about the specifics. i don't think that's appropriate. i will say two things, charlie. one is he laid out his thinking. he laid out his policy. and he invited comments including critiques and i think he was really open to trying to think about ways to improve his chances of success here. the second thing i would say there were a lot of very senior

former officials in the room. there were differences of opinion on how to handle this because of the complexity. and i think that was the consensus. >> mike, thank you very much. of course on the 9/11 anniversary, he said there's no plans of attacking the united states. bob orr has more. good morning. >> good morning. in an interview with headquarters director john brennan told us isis is a terror group in his words with blood in its eyes. he called it's ville, incarnate and a cancer that must be eliminated before they have the plan to carry out the threat on its home land. they've established an islamic cal fat, straddling parts of iraq and syria. >> this group, the islamic state of iraq and levant, is not islamic, first of all, and it is

ago the league receive add video showing the all pro punching his future wife. goodell denied that in his interview on tuesday. so did anyone in the nfl see this second videotape before monday? >> no. >> no one in the nfl. >> no one in the nfl to my knowledge and i've been asked the same question and the answer to that is no. we were not grachltnted that. we were told that was not something we would have access to. on multiple occasions we asked for it and on multiple occasions we were told no. >> you know people are saying they don't buy that that the nfl hadn't seen the tape. >> that's a fact. i think it's fact because the criminal justice system and law enforcement were following the laws and doing what they needed to do to make sure they followed the criminal activity. this is an ongoing criminal investigation and i think they were doing what they do. we are copkey operative and

supportive. we can't force them to provide any information. sharon is at the stadium. good morning. >> reporter: good morning. a law enforcement official claimed he sent a dvd to nfl headquarters back in april even though he wasn't authorized to share the video. the official claimed he did so anyway in the hopes that the league would see it before rice was punished. this late investigation shows it. they had the video five months. a reporter said he listened to a voice mail on april 9let confirming the dvd arrived at headquarters in new york. >> it came from a league office.

the voice is from am unfeed woman saying she received the e-mail thanking the law enforcement official for sending it, telling him it's right, it's horrible. >> reporter: but the ap source cannot say whether they watched the video because they had no other contact with the league until after he arrived. >> i have complete dents in my source. he's very credible. this is a story we worked on for days and long hours and this is not something we would go with unless we were rock solid sure that this was a credible source. >> an nfl spokesman questions the accuracy of the ap report saying we are not aware of anyone in our office who possessed or saw the video before it was made public on monday. we will look into it. anger toward the nfl grew more intense on wednesday. members of congress are now openly questioning goodell's

>> there are a couple of things. number one, i always maintained if it comes out that roger goodell knew or his office he would have to step down. >> if he didn't know but the office did, he'll have to step down. >> somebody will have to take a hit on this. probably not him but somebody. the second thing is it has implications in terms of rice. if in fact they saw this tape and they gave him two games, now you can't come back you know, and just for public show. say now we're going to suspend you and ryan your life. there are a lot of consequences to this. >> let's be clear. the "associated press" report quotes an official saying this tape was delivered. and, of course there's a voice mail. it does not indicate whether a videotape was seen.

he said if there was a delivery found under the desk there will be consequences. how will they know if that tape ended up in their offices? >> we keep coming back to incompetence. you know, everybody -- the nfl league sets the standard the security. i mean that's what they're known for is great security department. so to come and say you had this kind of basic gaffe is basically indefensible. like we sachltd you can't have it both ways and now you're having to bring in a, quote/unquote independent investigator, that they're paying you. >> at some point they're going to have to make a decision about what you knew or should have known. >> absolutely. >> it's 7:19. ahead on "cbs this morning," the fda says yes
