some of the same people who responded back in 2013 are responding to what they're hear hearing and, again, this is very preliminary, very early in whatever the investigation is, so except for the fact that these units are responding to reports of an active shooter, that's all we know right now. >> and there are several road closures associated with this situation going on right now. you heard delia mention one of them. larry miller has also been tweet tweeting several closures. let's go ahead and take a look on twitter. i understand we have a picture of the scene right now, a picture that has been posted just seconds ago. you can see just how active this scene is right now. >> and delia did say there were helicopters overhead patrolling the area. you were talking about streets being closed, and larry has post posted some information on his web page of 3rd and m streets are blocked. 4th and m streets also shut down, and no way for you to get into those areas. >> again, it looks like going
8:00 am
off of larry's twitter feed right now, it says closed south capitol street southeast from m to i street southeast and 11th street southeast from m street to virginia avenue southeast. so certainly something to be mindful of if your travels take you in that area right now. certainly a very active scene. we are talking secret service, homeland security. >> and we do want to underscore that these are still unconfirm ed from what we're hearing from mpd. they're investigating what they say, quote, trouble and respond responding. no confirmation on the nature of the situation at the time. also from u.s. park police, they are saying that they are respond responding to an active shooter situation. again, u.s. park police have no word on casualties at this time. >> and, again, we do have delia on the scene right now working to get a live shot for you right now so you can see exactly what is going on right now, but, again, just via that phone conversation we had with her, you can hear exactly just
8:01 am
the frantic nature of what -- >> exactly. and, you know, everyone who work worked in that building two years ago did not come back because it was just that emotional and just that -- that disturbing to be there where so many lives were lost. and so many people were injured. so it is -- if this is turning out to be something more significant than just no confirmation for sure, it would it will be a very sad day. and, of course, the city itself is on heightened alert because of perceived threats for the fourth of july hol day, and people are being asked to, if you see something, say something, make contact. so people are a lot more aware of what's going on around them. >> and that's really across the country. i just saw a tweet that new york is upping their police force by 7,000 officers this weekend alone to keep an eye on exactly what is going to be going on right now. again, our foe kaus right now is at the navy yard. you can see more tweets, pictures being sent in as we speak there flooding in on
8:02 am
twitter at this point. this is another one you are looshging at right now. kind of hard to make out exact ly what it is from our vantage point right now. >> and, again, we are trying to reestablish contact with delia either on the phone or weight for her live shot to come up, but she was at 3rd and m street, which she says for commuters in that area, definitely stay away. it's blocked off. but she is hearing what we're hearing, that employees from inside report alarms sounding, reportedly the navy yard is on lockdown. met ropolitan police say they're investigating trouble. their units are responding, but the nature, the exact nature of this situation. >> and, in fact, the u.s. navy has just confirmed via twitter that there is a lockdown, a shelter in place right now throughout the entire campus. no incidents can be confirmed as of yet, though. that is what was just tweeted out by the u.s. navy. and, again, this is certain certainly something we are following right now.
8:03 am
delia is moments away from a live report. [ >> all right. again, we have delia on the phone. can you hear us? >> yes. yes. we are still here at 3rd and m streets. i can tell you police, of course, have blocked off this area. several unmarked cruisers. we see special detective services, homeland security, police, secret service here, as well. choppers overhead. i see officers strapping on their gear, their bullet proof vests, their swat gear as they prepare to head into the unknown and, of course, we know that these offices faced the unknown in a terror bark in september, 2014, and as i'm looking at the helicopter kind of hovering overhead, it brings back chills almost because i was here back on that day, september, 2014, when we now know gunman aaron alexis was -- was wreaking havoc and running
8:04 am
and rampages through the building and torturing people and just instilling fear. that helicopter hovering overhead reminds me of the rescue that we saw when hell helicopter crews were dropping baskets down on to the roof of that building to rescue employees who had been hiding under desks, hearing the gunshots, not knowing where aaron alexis, the gunman, was at this point. so right now, as you can imagine, the street is blanket ed with police cruisers, with fire trucks, as well, and as officers are heading to the scene, they are, of course, keeping us far away, and i'm hearing more sirens coming down the streets so reinforcements coming this way. i also remember when i was here, a parking lot that is no longer a parking lot. directly across from the navy yard now that has been developed. but at the time, it was a parking lot. we pulled up to our first live
8:05 am
report similar to this after hearing initial reports of an active shooter. we set up to do a live shot, and an officer in full swat gear ran up to me with a weapon in his hand and asked us -- well, told us, really, demanded that we step back. [ captioner transitioning ] . when this all unfolded and the people in the police units that were rushing there. unfortunately, there was some
8:06 am
incorrect information. it was an unsolved situation and breaking news. we want to share you that we have all this -- the secret service, park police, metropolitan police are responding to word of an active shooter, but can't confirm anything. and the navy has said that the campus is on lockdown. if there's shots being fired, a report on that, we can't say that. >> and frantic scene, and there's some swat gear, she described it as unknown. so where the focus is right now, there's a building there, looking on campus there. building 197 just reopening back in february. the wounds just starting to heal that we covered -- from the shooting that we covered
8:07 am
not long ago. >> and it's a redesigned building. it's not the way anyone remembers. still so emotional, so raw for many. not many returned when they could. the dedication was an emotional one for the first anniversary of the shooting. but again, if you're just joining us, it's seven after the hour, we're bringing you breaking news of an active shooter in southwest d.c.. our reporter is on the scene. let's go to larry miller right now. >> several road closures as a result of this breaking news. again, we just tweeted this information out on the traffic account, south capitol street,
8:08 am
stlooes from measures "m" to "i". and once police make their way there to investigate the situation, people need to keep these closures in mind. it's a significant area. not only the navy yard, but businesses and homes and residences. and they need to be aware of the police and other investigators making their way. so capitol street from "m" to "i" and we expect those closures to expand once we get to the height of this investigation. i'll send it back to you. >> all right. if you're just joining us, reports of an active shooter at the navy yard.
8:09 am
>> homeland security, cia all on the scene. we have a reporter on the scene joining us by the phone and describing a frantic scene with the agencies going in. you can hear the choppers there too. >> and confirming that the campus is on lockdown. we have heard reports of investigating an active shooter. none of the police agencies have confirmed that there's a shooting going on. no casualties or anything yet. this is a fluid situation. that's why we're being cautious with this. the information is so limited. >> to drive that point home, the metropolitan police, that department told us that they're investigating, quote, trouble.
8:10 am
that's all we can gather. delia gonzalez with us. we're going to go live with her. as soon as we can establish a live shot. heard her on the phone just a moment ago. >> on september 16 in 2013, about this very vam time. that's when it -- at the very same time. and people who were here at the time, remember, this is when we learned what tragedy was going on inside building 197 when a gunman went in and took the lives of 12 people. they just showed up, doing the duties on behalf of the united states of america. 12 people lost their lives that day. >> and trying to cope with that
8:11 am
sort of tragedy, several chose to retire rather than return. taking another look, via twitter, helping in the coverage, you can see how active this scene is. one said, unmarked, metro and park police continue to come in on "m" street. >> and this is reports of the active shooter. the twitter note comes again, happening again. and more shots from above showing how congested the area's getting. >> and more tweets about an active shooter at the navy yard. >> a vant point -- vantagepoint, this is -- 7:30
8:12 am
is when this came in. bringing you the news. 6.4 00-0000 in renovations to forget what happened and trying to move on from that. >> and celebrate the lives of the people rather than remember the shooter or anything that brought him to that place. >> this is the complex you're looking at now. >> the u.s. navy confirming the campus is on lockdown. we have heard reports and alarm s going off. roads closed, on lockdown. more on that, larry? >> we're goat getting more information on the road closures. but from twitter, looks like this area that's closed off as police investigate this breaking situation again of
8:13 am
shots fired or at least an active situation at the navy yard. that we will see more closures as investigators make it to the scene. right now, as it stands, 8:13, xo from -- capitol from "m" to "i". and more closures coming as police make their way to the scene. i think it's important to know that if you live nearby, you should stay away. that goes for businesses, restaurants, things of that nature, homeowners, and scouring that area, place phillies want to see what's going on. and you don't want to be in harm's way should there be anything more danger back to you. >> following reports of a shooting at a nrd.
8:14 am
gathering information, trying to figure out exactly what is going on now. >> and looking at the time, 8:14 and going back and remembers what was going on in september september 2013. it was about the same time that something was happening at the washington navy yard then. it was an hour of terror inside the building 197 before the gunman was taken out two years ago. hopefully nothing going on at the campus of that magnitude this time. as we have been telling you all morning long, multiple agencies are responding from metropolitan police, homeland security, under arrest park police, all investigating reports of an active shooter. nothing has been confirms except the navy has confirmed that the campus is on lockdown. we have heard information that
8:15 am
there are alarmed going off. we can't determine whether that can be -- delia is at the scene. can you bring us more information about what's happening? delia? ? >> we'll get her. >> she's on the scene. no reports of injuries or a shooting at this time. the agencies that were gearing up in the swat gear are searching a building floor by floor. we're trying to 0 in on what's going on. >> and we are trying to understand why the response was so rapid and complete. because the area is under alert for anything that might happen over the holiday. hopefully -- delia, can you hear us? .
8:16 am
>>reporter: yes, i can hear you. in fact, police just moved us another block down to fourth street. as we were reporting earlier, were were at third and "m". police were extending their scene and moving the barricade and the media are reing as police are on the scene. we have been seeing a lot more activity. now seeing what looks like a military soldier in fatigue and strapping up arms, it appears. several trucks, black pickup trucks with military servicemen in the back, heading to the scene. we are now relocating. still working hard to get the live pictures.
8:17 am
pretty chaotic. and it's bring people back to 2013 as you remember, we were here in 2014 when they celebrated the one year and marked that solemn anniversary. when they reopened building 197 with the employees, many decided not to return because of the bad memories. we showed you the memorial that they made for the 12 people whose lives for lost during that attack in 2013. this brings back a lot of bad memories who worked in this area and who had begun to feel back to normal. feeling that things were slowing down and feeling safe. something like this makes people nervous and they are, i
8:18 am
guess, a little bit at ease with the amount of police presence that is here. we know d.c. police have talked at lnt about what police learned from -- at length about what police learned from the tactics and how they studied their moves and decided what they would do and train on how to repattern and react in the situation here we are in a same situation two years later. now, an active shooter. no word of any injuries, or inf you have reported any. certainly a lockdown in the navy yard. and a lot of tension. traffic, major road block.
8:19 am
anyone going to barracks row, the navy yard area, stay clear of this area for some time until police can clear up the situation. >> and delia, you mentioned that this scene was grog from this vant annualpoint, you -- vantagepoint, can you see the -- -- >> unfortunately not. anyone who has seen it, it's a pretty large campus. we know building 197, for instance, sat far beyond the water line and wasn't visible for a lot of folks in that area. i will we're always farther away than we were in 2013 because of the nature of
8:20 am
construction in d.c., some of the locations where we original were staged are no longer available. and the police, perhaps learning from the lessons from that day have kept us further away. i can't see in detail any particular -- >> we want to interrupt you and give you information. getting this from navy security and police. two shooters, one white male, one black male, last scene second floor. this information is coming from navy security. and d.c. police source as well. that's additional information as you are there at the scene. this is what we're hearing right now. >> and this is often the case and a fluid, developing scene as we have here. there are reports coming in
8:21 am
from various agencies. you may have the updated information and those of us on the scene can report on the mood that we're experiencing and the activities on the ground. so certainly with these fluid, developing things, a lot of information is coming out as we try to piece everything together, the scene, as nick mentioned, the scene growing rapidly. there's another black, armored vehicle pulling up on fourth and "m". and another ambulance is coming as well. i don't know if there are reports of injured. and seeing if they are needed to emergency service. >> and delia, you have been reporting on this too, the area is on heightened security
8:22 am
alert, though no specific threats directed at washington, d.c.. >> that's right. and oftentimes, we become a little complacent. we live in the nation's capitol and these things happen periodically. nothing to be worried about. oftentimes, you can't let these reports to change your behavior. the experts go through the staff and say you're more likely to get killed in a car crash or by the flu than a lightning strike or terror attack. certainly, it does all -- it's all -- an eerie coincidence. and the fourth of july and thousands of tourists in the area to celebrate the fourth of
8:23 am
july and there's a terror alert that we have a massive team and an active shooter, two shooters as has been reported. >> and a first actual look at the scene with the pictures you're seeing now live from that scene at the navy yard. mike is not far from there. we want to go to him live for a report. mike, what are you seeing? . >>reporter: we are right here in nationals park, remember in the shooting last time, this was the staging area where people came to try to get evacuate. people from 197 where they work. and what you're looking at is the perimeter of the security. police cars ring the transportation building. i say transportation building and if you look in the sky now, there's appears to be a police
8:24 am
helicopter in the situation. i can see about two-dozen -- five or six blocks from the navy yard. that's where people stage this morning. now you're looking at the helicopter that is trying to figure out what's going on. and we're now getting reports that there are two active shooters at the navy yard. if you see it on twitter, please, god, not again. and looking at it with a big gulp and they have an active perimeter. shutting down more and more streets as we stand here. people that were evacuated from 197. they too were saying, i can't believe this is possibly happening again. getting word on the corner here at nationals park.
8:25 am
if you pan over here, you can see them lining up. literally across the street from nationals park. they say they work in building 197. another tenuous situation. we're getting the information as we hear it and relaying it to them. that's the latest right now from here about five blocks from the navy yard. back to you. >> and there's so much lack of information and we don't want to give out any wrong information. if there's any police source or whatever, we're monitoring all those social media outlets. >> if we could, could we go back to delia gonzalez? >> while we're trying to reestablish with delia, if you're just tuning in, day 26,
8:26 am
monitoring for almost an hour now, reports of an active shooter in the navy yard. responses by homeland security and metropolitan police and getting reports from a d.c. police source that two shooters, two male ts last seen on second floor, they're investigating that. but no confirmed reports of anyone being shot or shots fired. >> what you were saying, the agencies responding, the park police, the metropolitan police, homeland security. and -- several blocks away is the report. delia gonzalez is --
8:27 am
>> military personnel showing up in fatigues and strapping on weaponry now. it's a large police presence here at the washington navy yard. >> we understand that mike is standing by with an interview right now. mike? . >>reporter: -- i didn't get your name. >> jason. i work for federal metro -- >> tell me how you found out. . >> more and more cop cars coming around. there's like 35 cop cars there.
8:28 am
>> will they send you a text or e-mail? >> we have a text mail system, but you have to go on to the official site, which doesn't work because we're not within the system. i rely on arlington county, which is a pretty good system. >> how did you -- >> my wife called me -- we're not the navy yard. unfortunately, that's not true. >> were you here in 2013? >> i was on vacation. my friends were here. >> what did you do? >> i found out on the news and called my buddies. and they locked the -- the employees were there, wandering
8:29 am
what to do. and by starbucks, there's 50 people there, just perfect target. >> what are you going to do now? going to go home or -- >> they won't let me back in to metro. going to go home. no sense staying out here and getting rained on. >> best of luck. so those are the police cars -- again, there was just a note on the door, didn't know until they got to work. many of them were going to go home, saying there's no reason to stay, not knowing how long the situation is going to happen. live just a few blocks from the navy yard. some reports that there's a possibility of two shooters there. can hear some sirens. not far from nationals park. that's where people were able to go to stage in 2013.
8:30 am
that's when there was open fire in building 197. people who work there -- evacuated and he said, their standing on street corners, waiting for word. as you look on the corner of the transportation building, a huge crowd there, waiting for what they're going to do the rest of the day. in nationals park, you see some there, waiting for word for social media or loved ones at home, we are doing the best to get as much information as we can. talked to one. -- just found a note on the door. they were on lockdown and no word what to do. he's getting on the metro to get home. that's what we know right now. we are at the corner of "n" and

first. by the u.s. department of transportation. back to you. . >> thank you. and we're working -- i want to stress this, we're working on reports of an active shooter at the navy yard. trying to track down two shooters and seeing reports that agencies are going floor by floor of the building, now hearing from a worker inside building 197. their evacuating floor by floor. and the entire complex, still on lockdown. >> go back to delia gonzalez who is in the 60 0-block of fourth. >>reporter: yes, at fourth. just spoke to an employee of the department of transportation. i have a close friend who
8:32 am
works inside. she was here back in 2013 during the active shooter, and that situation here. certainly bringing back some difficult memories for her. she is telling me and social media that her building is on lockdown. and hearing that metropolitan police have bomb-sniffing dogs there. that has not been confirmed independently. you can imagine, the area understood ground, the police are going to be on heightened alert because of what is happening in this area. i can tell you the presence of media, national and local reporters have certainly grown. seeing at least half a dozen to ten cameras here.

all staged at 4 and "m" street. there's a chopper flying overhead. d this scene, as i'm looking down "m" street goes down the block. probably about four blocks to the center of navy yard. and again, police searching for those two shooters. but we have yet to hear of any alarms as you reported happening, that occurred inside the building, we have yet to have reports of any injuries. there is metropolitan police and they have a presence as well as military personnel, swat team, homeland security, secret service, a number of un- - >> all right, delia. we're going to break in. we have more personnel of our own going to the scene.
8:34 am
russ joins us now. he's at "l" and seventh. what have you heard? . >>reporter: i spoke to some nd. they were evacuated. i want you to see what's going on overhead. the police helicopter that was a staple in the 2013 shooting. this helicopter was making emergency landing, evacuating people from inside the yard. this is the 7th and "m" street. a vast army of police, going block to block. park police, washington, d.c. police, navy police. ive run into naval and marine personnel who are in full military fatigues. flak jackets and weapons.

and i spoke to a security guard. he said in this 2013 incident, he just left. moments after he left, the person who replaced him was shot dead. right now, he's waiting about 20 feet from me to get back in there to protect the people inside. . >> some tense moments there. team coverage for you at this hour right now, just crossing into 8:35. delia and russ. russ is there. mike has been reporting from nationals park in that area again. they have all been seeing police forming a perimeter around the entire complex of the navy yard. >> if you're just joiping us, it's an unlikely rerun of a

information. the latest news is that d.c. fire says there are no injuries so far in this active navy yard situation. back to you in the studio. >> great news from tense moments inside and outside of the scene. >> and mike, you were talking about one escorted out. the fifth floor is the only floor with an all clear. but still going floor to floor, looking for an active shooter? >> yes. they have gotten some information through colleagues that they thought a lot of this was taking place on the second floor. they were going floor to floor, trying to clear each floor. in fact, one of the things they said about the police coming
8:50 am
in, they said, hands up. meaning everyone's a suspect at this point. everyone is going to leave you can hear sirens, men in gray suits in that car, possibly undercover. and another chevy. sirens blaring. taking a right-hand turn to the department of transportation there where you see police cars staged and people waiting to see what happens next. this is a fluid situation. we try to get as many reports and cross reference them and bring the latest to you. but the latest from d.c. police, no injuries at this point. still a tense time at the navy

yard. >> we're hearing from an employee from the third floor that there was some bang on his office door, people inside of asking for id of who is on the outside. and that is from an employee on the third. and looking at outside -- >> what can you tell us? >> we are just now looking at the fbi as they are moving in on this location. this is one of a myriad of agencies that have been moving in. there is no parking available and a very, very tight mobility area along the street as various agencies move in. just as you were coming to me, i tweeted a witness report from inside who told jacqueline fell, a national correspondent. a man hid inside an office as
8:52 am
the alarms were going off and as the order was standing. police came to get him and his group. he said he never saw a shooter. and this is a consistent message that we're getting from people who were inside is that they didn't hear anything, hay didn't see anything. and so right now, you're looking at the live picture, which shows this massive police response. we are shooting from near "l" and 7th. so between "l" and "m". shooting where the trucks are. probably 5 or sixth street, depending on how far the externd is going. got someone from if navy coming out. were you inside? >> no. >> have owe heard anything? >> no. >> thank you. this is a man wearing a polo
8:53 am
shirt that says navy on it. and i asked him and he said he has not heard anything and not inside. many people surrounding the perimeter are waiting for orders as to if they should go home or wait for this to be resolved. and this is such a large facility. if police are clearing this facility room by room, floor by floor, it could be hours upon hours until we know what's going on inside. >> we want to tell you what we found out just a few seconds for. everyone is accounted for. this is the department of transportation, you can see they're now being allowed to go back inside. that's a positive sign. >> and d.c. fire is the agency telling us that everyone is accounted for and no injuries reported. >> this began almost an hour
8:54 am
and a half ago with a report of two shooters. and russ said no one saw anything, no one knew anything. but agencies were searching floor by floor in building 197. and this is you are looking live again, the police response to word that there was a shooter, a man with a gun or two men with a gun at the the washington navy yard. secret service, fbi, park police, d.c. fire all responding. what we heard from d.c. fire, confirming there are no injuries. >> this after employees have had to shelter in place and sit on edge, hearing from the
8:55 am
employees, telling mike that they were rushed into an office, lights cut out and eventually had to sit there and wait. >> until someone came. what's disturbing about these people is that many that mike spoke to had the bo in the building two years ago when there was an active shooter and claimed the lives of 12 people and injured eight others. everyone was taking this very seriously. we're still knowing that people are going floor to floor. not saying that it's resolved. going floor by floor, office by office. making sure everyone is accounted for. that's what we're hearing, everyone is accounted for. from the department of transportation, they're allowed to go back. a lot were affected because of the barricades for people to
8:56 am
get in and do their jobs. >> we do have team coverage throughout this morning right now. with russ on 7th and-l. delia at the media staging area around fourth. mike reporting by nats park. we now understand that bruce johnson is live with us on the phone. bruce? . >>reporter: this is what i can tell you from talking to a number of people. this initially went out as a shot fired. one person made this call. that's when we got this incredible response. been training for it since 2012. needless to say, they have saturated that building, but unless you have heard something differently. what i'm hearing that no one has confirmed that a shot was fired. the situation is fluid.
8:57 am
no one confirmed putting eyes on a shooter or even two shooters. nobody has confirmed that a shot was ever fired. still fluid. they believe everybody's accounted for. that's what i know at this point. >> that certainly is welcome news. d.c. fire coming through with that information. everyone is accounted for and no injury sinjuries. >> they were looking for shooters. do we have any idea who started or -- >> let's be specific. i didn't say no one heard a shot. one said she thought she heard a shot. they have been getting multiple call. one person at this point is what i'm hearing.
8:58 am
talking to that person, from what i'm hearing never saw a shooter. can't be 100% sure. could be a situation where heard something and heard something and did what they were trained to do. no one is going to hold it against her. keep in mind, we have been put on notice as we approach the fourth of july to be looking out for the activity. some have already left for fourth of july vacation. one of the things that they're going to find out -- they haven't been back in that building that long. going to find out that the building wasn't physically occupied. that's a good thing. >> i remember, bruce, your reports on that fateful day in 2013. people are on alert because of those incidents and what might happen in the fourth of july celebration. >> this may turn out to be just
8:59 am
a very good drill. could iron out what worked and what didn't work. and the downside, it's going to scare people. approaching the fourth, are people going to hunker down and not go out for the weekend. we get thousands going out. what is -- are they going to turn around and head home? there's that ripple effect that might happen because of the economy, the status of the city and the feeling of everybody's feeling patriotic. this could cause a panic. hasn't totally panned out. but at this point, we don't have anything close to what happened in 2013. >> that is good to know about that.
