the threat after a the report of a potential active shooter at a military base in washington. that was a mass scene in 2013. moments after a gunshot was reported at the washington naval yard -- >> navy yard command. >> reporter: hundreds of officers from local agencies descended on the area. >> we take every event serious and our posture remains extremely high and it will continue for the fourth. >> they warned of an increased threat in spite of violence over the fourth of july weekend. according to one official there is no specific credible intelligence about an attack. ron hosko is a former assistant director of the fbi. >> this threat is different because of who isis is trying to

inspire. they're trying to inspire every u.s. citizen, anyone here to take up arms and take the action you see fit. >> reporter: in recent weeks law enforcement has made dozens of arrests of isis sympathizers across the country. this year there's already been 24 against western targets, up 19 from last year. >> the intelligence community can't fight this fight by themselves. this is going to take bigger participation and awareness. >> reporter: the fbi has set up cities and fusion centers to set up coordination and response. law enforcement is asked if they see anything unusual, please say something. >> chris thank you. eight people are under arrest in the their apparent role in last week's beach attack. a gunman killed 38 people most of them british, before he was

killed by police. isis claims responsibility. uk prime minister david cameron is wondering whether they should join u.s. n-bombing. they evacuated more than 24 hours when a train car filled with a toxic chemical caught on fire in east tennessee. omar villafranca is just outside maryville. good morning. >> good morning. the town has about 30,000 people, but 5,000 were evacuated after noxious fumes were burning out of the railcar for hours. the good news, the actual fire is out. they're not letting people go home and air quality is only one of their concerns. the csx train traveling from

cincinnati to waycross derailed. >> we could smell a pneumonia smell. >> you could see black smoke. >> do you know how long this is going to last? >> i do not know. i wish i did. >> reporter: they're hoping for more snoofgsinformation. >> we're hoping to be able to asift them. >> reporter: csx is putting passengers up in hotels and giving them gift cards for food and clothing. >> they had this big thing on their face. it was pretty scary. it freaked us out. >> the toxic fumes can cause

headaches, dizziness, and a rapid heartbreak. as of late thursday night, 86 came in nr treatment. 28 were admitted including 10 first respoernlds. the safety of the air is not the only concern. samples of the surrounding ground and groundwater are being tested. >> it's not to say they're contaminated. we're just saying out of an abundance of caution, do not drink it or come into contact with it until we get more money. >> reporter: we're told a reverse 911 call went out thursday morning but only 61% of the people got that call. the federal railroad association is on the scene trying to find the cause of the accident. ben? >> omar thank you. republican scott walker will join the presidential race on

a misdemeanor. this comes on a holiday weekend when people have been told to be vigilant. when people outside this mall saw something, a man with a gun, they said something. >> reporter: bryan wolfinger sad handcuffedout side of the mall. police arrested the army sergeant after he brought an ar a ar-15 to the mall. >> they made contact with him. gave him verbal commands. the subject complied. they took him into custody. >> reporter: witnesses who saw him called 911. >> they were very panicked. kids were crying. >> we were told to evacuate the mall. nobody had no idea what was happening. >> reporter: wolfinger never made it inside the mall. fayetteville police told "cbs this morning" that wolf ipger was at the mall because he was

going to have a photograph taken with his equipment. >> he just made a bad decision. >> reporter: he's assigned to ft. bragg. after his arrest he was released into the military's custody. the mall is located across the street. the sergeant is guilty of very poor judgment but it's not clear if he was breaking any military laws. vinita? >> vlad thank you. new concerns over measles after more than a decade. pneumonia caused by measles killed an unidentified woman early this spring. it come 15/years after the virus was considered eliminated in the u.s. our dr. david agus joins us this morning. good morning. >> good morning, happy holidays.

experts are treeing to make sense of the sudden jumps in shark attacks. there have been 11 so far. vicente arenas is in keythe keys ins by bane florida. >> reporter: with so many people heading to the ocean these days to have fun. experts are reminding beachgoers that this is where sharks live no matter how shallow the water may be. up and down the seaboard sharks can be in the same waters that beachgoers enjoy. last year 22-year-old jessica vaughn who was tubing in florida's intercoastal waterway was in the water when she was attacked. she was pulled to safety but not before a gash had been torn in

her right leg. at first she didn't know what happened. >> when they pulled me on the boat i saw what happened and the teeth mark and saw the shark. >> this year there have been 23 attacks. seven attacks were reported in the past three weeks. the highest number in the eight years since the university of florida began keeping records. dr. samuel gruber is a director of the bihm idy shark research facility. >> something strength is going on because the trend is normally zero or one attack in any area. >> reporter: threes include bait fishing, sea turtles, and global warming. he says the real answer lies with sharks not with the human beings themselves. the first thing you ask yourself is where do people swim?

you have more people in the water with more sharks you're likely to get more shark attacks. >> reporter: it's often said that your chances of being struck by lightning are higher than being bitten by a shark. still the national park service has sent out an alert. it reminds peach goers to be on the lookout this weekend. anthony? >> this morning a man carrying a knife is in more trouble following a brawl. he handed his i.d. to a plain clothes officer. he became angry when the officer wouldn't return it. that led to a scuffle. both men took a boxing stance. police commissioner bill bratton said he saw nothing wrong with the officer's position. a judge does not forget a face. did you go to nautilus for middle school? >> oh my goodness. oh, my goodness. >> what are the chances of that?

i remember the events after the shows. they were extremely outrageous. the shows were extremely wonderful, you know but the energy doesn't stop. when the show's other, the musicians feel like going out and doing stuff. they still remember kreutzmann and the others. the biggest name in the band died 20 years ago, jerry garcia played his last concert in chicago. so there's going to be about 63 65,000 people here. >> something like that. >> which is why they agreed to have their last stop be here at soldier field. ♪ two shows in santa clara, california, last weekend opened
