green. today is the first day on the job for white house chief of staff general john kelly. he will attempt to rein in a white house in disarray. mola lenghi has all of that and much more in washington. good morning. >> good morning, meg. the new chief of staff general kelly seems to have a tall task ahead of him, chaotic white house with no legislative victories and increasing tensions abroad. president trump begins today with a new chief of staff. this morning he softwears in former homeland security secretary-general john kelly. >> i think the president wants more structure. >> he'll have to help tackle health care the president wants to push forward despite being voted wn

week. a new cbs nation tracker poll more than 47% want a bipartisan fix. 62% disapprove of the president's handling of the issue. >> what we need do is go through the normal process and produce a series of bills to fix theer vy real flaws in the affordable care act. >> the new chief of staff's expertise as a general may be called on immediately as the president deals with how best to grapple with north korea. >> we believe china should do more. >> flexing its military mite, the u.s. flew two b-1 bombers over the korean peninsula this weekend and successfully tested a missile defense system. while president trump continues to call on china to do more, the japanese prime minister and mr. trump fully

and japan intend to take further action on this issue. meg? >> mola lenghi in washington. thank you. kelly is expected to expert his authority from the get-go. cbs news chief correspondent john dickerson explains. >> one is limiting the number of people who have access to the president. you do that because the more people who have access, the more it upends the plans the executive branch have put in place. so you need to be a gate keeper. on the other hand is telling the presidenting no, or convincing the president to do things he doesn't want to do. if general kelly or secretary kelly can do those things, then the white house will be back on path in terms of helping the president's agenda. if not, there may be more chaos. >> what remains to be seen is how much authority kelly is granted to try to control the

agenda. that often gets preempted by feuding staff members. general kelly will also have the deal with deteriorating relations with russia which retaliated over the new sanctions by congress. the state department called that move a regrettable and uncalled for act. the white house said the president will sign the legislation which seeks to punish moscow for meddling in the 2016 election. ahead on "cbs this morning," elizabeth palmer reports from moscow on russia's reaction to the new round of sanctions imposed by congress. four men are arrested in australia possibly involved in what is described as a plotd to bring down an airplane. police in sydney are searching several homes. police say the men were arrested saturday. they seized material that could have been used to

disease. this morning there are conflicting accounts of how many voters showed up to cast ballots in venezuela's national election. the government sads more than 8 million voted to grant the government virtually unlimited powers. the united states called the election fraud and promised strong and swiftd actions. yesterday ten people died in clashes with police. manuel bojorquez has more. >> reporter: election day erupted again into violent clashes between anti-government protesters and national police. the opposition did all it could to block roads to polling stations and otherwise disrupt the voting. they see president nicolas maduro's effort to rewrite the constitution as another try at power grab. >> some think it's

grabbing power. the man said not a step. we're in. there was a vote to restore law and order and he thumbed his nose at international opposition. the u.s. is among those threatening further sanctions. >> if you do not decide, who decides for you, he said? donald trump? if you the venezuelan people do not decide, who will decide. in some pro-maduro areas, voting was uneventful. but in the street over the past four months more than 100 people have been killed in violent skirmishes. the anti-maduro movement believe his social policies are to blame with the country's policy. they believe it is rigged in favor of president maduro's government, so even a win for the president here is likely only setting up the

more turmoil. manuel bur kez, cbs news. caraca caracas, venezuela. one of the victims suffered critical injuries. three others were seriously injured. police say the van appears to have ran a red light, collided with another car and was pusheded on the sidewalk. that the man was under arrest. it's drawing. a 7-year-old died after being left in a car in phoenix. another was left in the car as the temperatures hit triple digits. >> we talk about these convenients unfortunately too much. i think the message is to be to check your vehicle consistently. take the time to actually look and

the country. scene this morning of a major blaze in the city of oklahoma. it erupted in the downtown of wagner. five buildings were destroyed, one more than 100 years old. water is limited to maximum the amount available to firefighters. they have lift-off at a space museum in ohio and police are none too happy about it. a small solid gold model of the module has been stolen from a museum devoted to astronaut neil armstrong. experts think they'll try to melt it down rather than trying to sell it. char will d'agata reports that the fighters are training youngsters to kill. >> reporter: this man is a 23-year-old yezidi who narrowly

>> what? afternoon. this is right on par with seasonable temperatures for this time of the year. >> yesterday, too, really nice. so nice, we finally saw straight sun. it was wonderful. we have couple of issues on the road. we have a disabled vehicle on the topside of the beltway, the inner loop by route 29 or colesville road on the left shoulder. i have a traffic lane camera up here. we have construction on the outer loop of the beltway. it is blocking one lane at this point right when you pass bring pennsylvania avenue or route 4. at least eight people are injured this morning after a van crashed into a group of people dining outside a popular restaurant in los angeles. police say the driver of the van blew through a red light, collided with another car and basically slammed into that group of pedestrians sunday afternoon. five men, three women ranging

go to work after how nice it was yeda weekend or start to the weekend, today is going to be just as nice. 58 for german town damascus at 58. parts of clinton 59 and leesburg 61. a little bit of patchy fog out there. this is very isolated for frederick and warrenton. as we head through the afternoon, sunshine holds. take a look at these temperatures with a nice breeze out of the northeast keeping our humidity in check. highs today a little warmer than yesterday. yesterday when the winds calmed down, we were into the low 80s, that's it. today we're headed to the upper 80s. a little warmer but more typical for this time of the year. i put up a couple of different maps. we have some flooding issues and then we have a utility problem on east capital street by southern avenue. you see these delays in both directions on east capital street. this sounds like there's utility work going on and that there's some kind of police activity too.

we'll tr those delays let up. a little north of the white house we have some reports of flooding on 16th street northwest right when you pass by scott circle in northwest. small, small delays up there. then we have a disabled vehicle on the inner loop of the beltway by colesville road, route 29 you're passing by on the left shoulder. you're going to see that vehicle but traffic moving okay. here's a live look at traffic in that area. thanks ellen. president donald trump and japanese prime minister shinzo abe, the two spoke on the phone to talk about the grave and growing north korean threat. this comes after north korea says they did conduct another successful test of an internal continental ballistic missile on friday that analysts say had the range to hit los angeles and possibly as far away as chicago. the u.s. military has responded
