a second round of live fire exercises following north korea's largest ever nuclear test as the u.s. weighs its next move against north korea. good morning from the studio 57 newsroom at cbs news headquarters here in new york. good to be with you. i'm anne-marie greene. this morning, states of emergency have been declared in florida, puerto rico and the u.s. virgin islands as hurricane irma churns west over the northeast caribbean. irma has grown into a category 4 storm. the leeward islands are expected to feel its effects sometime night. school in puerto rico is cancelled today and the national guard has been activated. a hurricane hunter flew into the eye of the storm yesterday. irma is expected to strengthen over the 48 hours

florida residents are stocking up on supplies. it's still too early to say exactly where irma will hit but landfall on the u.s. mainland has become more and more likely. >> you know, we'll be looking at the predictions of where this storm could go, the intensity of the storm, because all that, all those variables are important to us in terms if there is an evacuation order sometime later this week, it's a category 1 through 5, they all have different evacuation zones. >> irma has the potential to dump up to 10 inches of rain and trigger 23-foot waves as it comes ashore. paul dano is the chief meteorologist for our san francisco station kpix and he is tracking hurricane irma. >> irma has been a strong hurricane for the past 24 hours. overnight it actually got stronger. maximum sustained winds are now up to 145 miles per hour with even stronger gusts as the forecast track takes it through

close to the virgin iislands an puerto rico and eventually heading somewhere in the vicinity by florida by saturday. the width of the cone of uncertainty is 450 miles at day five which is that line you see right there. a major threat to florida. on the other end, the storm is south of cuba, so nothing is a guarantee yet. folks in florida should be preparing but it's not a guarantee that it's heading in that direction. a significant impact is likely in puerto rico and the united states virgin islands. a significant impact is possible for florida as soon as friday night or saturday morning. and that track is not a guarantee. the cone always changes and over the course of the next couple of days we'll likely change once again. >> in southeast texas gulf coast residents have only just begun the cleanup from hurricane harvey. damages are estimated to total billions

of particular concern the superfund sites in texas. those are sites contaminated by hazardous waste posing a health risk. sandra and her two children live two miles from one. >> i know the water is pretty bad. a lot of dangerous hazards touching stuff, but i mean, we have to do what we have to do. >> houston's mayor says the city's drinking water has not been affected by the storm, but he hopes the epa is taking a close look at the flooded sites. today president trump is expected to announce he's ending the program that allows young immigrants brought to this country illegally as children to stay. but he wants to end the daca program with a six month delay giving congress time to deal with the political hot potato. already there is dissension among republican ranks. >> reporter: daca predicts an estimated 80,000 immigrants t

children from deportation. they also receive work permits every two years. >> they should not be punished for the sins of their parents. that's just the basic principle we ought to follow here. >> jeff flake is among a growing list of republicans who want to make daca a permanent law. >> to remove them from the country, to split up families is just not the way we ought to go. >> jose is worried that ending the daca program means his family is one that is going to be torn apart. >> it's going to be separated. it's scary. >> reporter: he had a hard time finding stable work after graduating high school but when daca was implemented he went back to school and became a medical assistant. >> i don't know what's going to happen. i won't have the privilege to help doctors and to help people. >> reporter: the white house has sent signals that it may consider whatever legislative fix congress can come up with.

>> daca is just one of the issues facing congress when it returns from its summer recess today. the house is expected to vote on hurricane harvey relief funds this week. that tied to raising the debt limit or the larger spending bill needed to keep the government operating. the faa and national flood insurance program also need to be funded past this month. and this morning south korea conducted another live fire exercise in the wake of north korea's latest nuclear test. the u.s. agreed to allow south korea to beef up its missile system as the u.n. security council held its second emergency meeting about the north in a week. seth lemon is here in new york. good morning. >> reporter: good morning. pyongyang's push toward viable missiles continues to garner international spotlight. seoul says north korea pllooks be planning

launch. for the second day in a row south korea's military conducted live fire drills in a show of force against north korea. this time using warships. on monday the u.n. security council held an emergency meeting on the north's weekend test of its most powerful nuclear device to date. a hydrogen bomb according to pyongyang. >> he is begging for war. war is never something the united states wants. we don't want it now. but our country's patience is not unlimited. >> reporter: the u.s. is drafting a proposal for new u.n. sanctions which it will circulate this week aiming for a vote monday. the european union says it's fully prepared to support tougher economic and diplomatic measures. >> they're playing with fire and the flames could rapidly spread to the entire region. >> reporter: the white house said it's not ruling out military options. a sentiment echoed by russia monday, one of north

primary trade partners. russia's deputy foreign minister said if this continues to happen at such an alarming tempo, then it is inescapable that at some point we will have to consider our own military response. the u.s. and south korea have agreed to lift reinstructiostri how powerful the missile war heads can be allowing south korea to strike with more force in the event of a military conflict. south korea received approval from the u.s. to buy more weapons and plans to hold more drills throughout the week. >> thank you so much. a north carolina man charged with murdering his wife after he said he took too much cold medicine is due in court today. matthew phelps was arrested friday after calling 911. police found lauren phelps stabbed at their home. he told an emergency operator

than he should have. >> i had a dream and then i turned on the lights and she's dead on the floor. i have blood all over me and there's a bloody knife on the bed and i think i did it. >> phelps told the operator his wife didn't deserve this. she was buried yesterday. they had been married less than a year. thousands of firefighters are battling wind driven wildfires across the west this morning. 77 large wildfires are burning in eight states incngludi the largest ever to hit the city of los angeles. near portland oregon the eagle creek fire forced hundreds to evacuate. it started saturday and has burned over 3,000 acres. officials say a fireworks display probably sparked that fire. >> well, coming up on the morning news now, nurse arrest fallout. a utah hospital announces changes following the arrest caught on video.

toyota. let's go places. britain's telegraph says a french court is supposed to decide today on a lawsuit. they were taken while she was sunbathing on a terrace in 2012. they are seeking $1.8 million in damages. j.d. martinez has a monster home run performance and utah hospital changes policy. those are some of the headlines on the morning newsstand. the salt lake tribune says the head of the utah hospital where a nurse was arrested for doing her job is vowing that won't happen again. in july the nurse refused to let officers draw blood from an unconscious patient. in police body camera

connecting refineries along the gulf coast has started to reopen pipelines shut during the storm. in one of the biggest transactions in aviation history united technologies agreed to buy rockwell collins for about $23 billion. the deal creates an aircraft parts giant. united tech makes engines, rockwell collins makes aif i don't knowics, cabin electronics and cabin interiors. the deal still has to be approved by rockwell shareholders. and some security changes at pittsburgh international airport starting today. people without a ticket will be able to pass through security and go to the gate just like before 9/11. you'll need a valid driver's license and passport and your name will be run against a no fly list. the main reason for the change, it gives more people access to airport shops. >> a lot of these airports are like malls now so i can

thousands of undocumented immigrants who came to the u.s. when they were kids, and it is the first day of school for thousands of kids in maryland and virginia today. so allyson, they're getting up this morning. they might be looking at the closet oh, what's the weather looking like? >> you know what? for the first day of school for folks in maryland, a lot warmer than it was for folks in virginia last week. we're starting off pretty warm this morning. it's going to feel kind of like summer this afternoon. into the upper 80s. ahead of a cold front. but this is going to be the only day that it's going to be this warm. this is 12:30. lunchtime. recess time. we're in the low 80s out there. we're going to see a slightly humid more humid day as well. this is 5:30 tonight. through the evening, we already have some showers and storms starting to build in. the further west you go during the peak heating hours of the day we could see some showers and thunderstorms get on the stronger side and as we head through the evening this is 8:30 at night. the shower will kind of continue to fill on in. they won't last all evening and they will filter on out and

cooling you have a little bit for tomorrow and talk about that cool weather. but everything on everyone's mind is irma and this update is coming up in a few minutes. guys? good morning, thank you for joining us, i'm jan jeffcoat. >> i'm larry miller. back to school today? >> that's right. >> heading back to school, a good day. >> meantime we're keeping a close eye on hurricane irma gaining strength in the caribbean this morning. another one of the top stories. >> irma is a huge storm. it's a beast and it's very dangerous and a little daunting i should say is what i meant to say there. this storm is highly organized and highly submit recool and you can see the -- symmetrical and you can see the eye so far away. this is now a category 4 and the potential for a category 5 is not in the official forecast but it's not out of the question. as it makes its way

islands. a lot is to be said about the track of this. so when you watch the forecast cone, keep things in mind that the center of the storm could go anywhere in that cone. and that's going to play a big role in how much this could impact the u.s. so this is tonight. at 8:00. still category 4 and we are looking at 150-mile-per-hour winds as even stronger than it is right now. hurricane watches and warnings are in place for antigua, those are the hurricane warnings right through puerto rico. they have upgraded the hurricane watch to hurricane warning. still category 4 status tomorrow right through tomorrow evening. now this is when things get a little more interesting. we're farther out and the uncertainty has grown here. we're at thursday at 8:00 at night. this storm could easily go on the lower side of this more southern side of this cone. or it could go farther to the north of this cone. if it stays right in the center, that's probably wo

very warm water, these islands here are not very high. and if the storm went further to the south, who's case for he is -- worst case for cuba and hispaniola and cuba and best case for the united states. the islands would really entry the intensity down a -- bring the intensity town a lot. if it stays to the north, or even farther to the north it will keep its strength as category 4. if not a little bit stronger. we've seen this forecast cone change dramatically within the past five days. so yes, florida is in the cone. the bahamas are in the cone. but this could change again pretty quickly if this goes farther to the south. we'd be looking at a very weak storm kind of sliding up through florida. this is saturday night 8:00. might be seeing some impacts here for florida. so is it nailed down that florida will see the impact? no, but concerns are growing greatly and i would do

so this is the computer models we do see a lot of agreement through saturday afternoon. and then a lot of these are starting to turn oftest north. but -- to the north. but remember we have pieces of the puzzle getting back together and this could easily change within the next 24 to 48 hours depending how north or south irma decides to slide through some of the greater antilles. this would head our way maybe by next week. still looking six, seven days apay from any potential impact for us. we will keep you updated on irma and that's coming up later. ellen? finally here, terrible traffic tuesday. a lot of people calling back to work and school. now so far i'm not seeing traffic look that bad. we've had a tree that's been down by rock creek parkway northbound right by virginia avenue. they've juice cleared that and seeing some delays -- just cleared that and seeing some delays still on kennedy center. inner loop of the beltway. off ramp by leesburg pike
