a truck on a downtown bike path. eight people were killed. at least 12 others were hurt. prosecutors say he chose halloween for the attack because he believed there would be more people on the street. jeff glor is in manhattan. good morning. >> reporter: gayle, good morning to you. the police have removed the truck used in the attack. he told the police he wanted to put isis flags on his truck but he didn't want to attract attention. he used a different truck and made practice runs. >> a man consumed by hate and a twisted ideology attacked our country and our city. >> reporter: charges against sayfullo saipov. recovered from his truck, two cell phone

discovered about 90 photos and 38 videos, many of them isis-related. >> saipov admitted he was inspired by the isis videos he watched. >> reporter: he rented a truck from home depot. 40 minutes later he traveled across the bridge into manhattan. at 3:04 p.m. a camera captured him speeding down a bike trail eventually killing eight before crashing into a school bus. they swarmed his home in new jersey yesterday, one of three states he lived in after leaving uzbekistan. me mirrakhmat

this table you don't make judgments until you gather as many facts as you possibly can. knowing what you know, did he act alone, did he have help, and what drove him to do it? >> that's a key question for us. right now we're going backward with the fbi through all the communication, those we can get and we can see, trying to see was this inspired, he just got it off the internet, was he enabled, was he communicating with isis over cryptic channels or was this directed as part of a plan. at this point we don't see anything that leads us to believe anyone else is involved but we're only two days into it. >> you believe he was self-radicalized. >> it appears as we know now but this could change. he was radicalized when he came to the united states. >> i find it tough to look at

angry, but he's just hurt. i can't imagine as the victims' fami families hearing the suspect brag about it. what do you hope to learn from him now? >> when you capture a live terrorist, you have the ability to question that person and you're able to glean a lot about those things, were they part of a larger network, is this something bigger, were they acting alone. but you can also go deep sbeer the question of what brought you to this point. and there are former defendants in cases like this, where we've learned a lot about the arc of their radicalization, and what we're seeing today is in the united states, a great deal of that is just done online. >> can i ask you? president trump said saipov

he came to the united states. what do you know about the president's claim? >> nothing about that. i think he seems to be referring to other people that came in that visa program. part of that program is once you get here, you have the opportunity to bring family members. >> but no suggestion of their 23 other people. >> or any number. >> i think that would be a stretch. >> what did you learn from the note? >> it has a lot of potential significance. it says the islamic state will endure forever multiple times on a couple of pieces of paper, but the fact is the note was left on the scene, on the ground, means he was following the i says instructions which means if you were going to do this, you need to give credit to isis and the you need to yell it out, post it online orhe

bigger issues. the biggest issues were how to pay for the tax cuts. that i had to figure out how to trim the cost of their plan from $5 trillion down to $1.5 trillion. many of their limits to 401(k) accounts and state and local tax deductions have become so politically unpopular, they've run into internal oppositions. what they've settled on when it comes to how many tax brackets there will be. it will remain the same and whether the expected cult to the corporate tax rate will become permanent. president trump added another wrinkle to the mix yesterday, surprising republicans on twitter to tie tax savings to the repeal of obamacare's individual mandate. right now we're hearing that they will not be taking that suggestion, gayle. the politics of tax reform are tough enough without
