york city that reported they did feel something. some folks felt nothing at all. you have to figure this. we get earthquakes on the east coast, small one. earthquakes of this nature, rare. the reason is the rock here on the east coast is generally colder and it's more condensed. and this combination allows those waves to travel farther. so let's talk about why the whole event was so rare. in california, all right, there are tons and tons of earthquakes because the state lies on the san andreas fault. that's because the two tech tronnic plates overlap. they move up to two inches a year. there's this enormous amount of pressure that builds up. when they movie even a fraction of an issue, that stress

welcome back to "cbs this morning." here's a look at some of this morni morning's headlines for you. over the summer mr. trump told senate intelligence committee chairman richard burr he wanted the panel's investigation into election meddling to end quickly. he reportedly asked the same of senator mitch mcconnell. a spokesman denied he acted inappropriately. volunteers will join in the search with police for a miss 3g-year-old. mariah was reported missing on monday. they're using dive teams and police on horseback to sweep the surrounding area. volunteers were told to prepare to search for up to eight hours. the fbi said yesterday it rushed items of interest to its lab in quantico, virginia, for forensic testing. there is

of pressure act in the past, lawmakers find a way to get it done and then they end up having to live with the results of things shot through in that kind of pressure environment. >> but republicans have dismissed these types of reports from nonpartisan reports, cbo in particular. the other issue when it came to health care, they're starting to do it now. is it going to move the needle at all? >> it gives some pause to some senators. even if it had not been as troublesome as this one was, bob corker and jeff flake, the two senators holding it up, from tennessee and arizona have old-fashioned fears about the government deficit. their argument is but we for a long time have argued that the debt and deficit actually hurt growth as well. so you can't on the one hand try to help growth with this if on the other hand it's hurting growth by creating a larger debt and deficit. so they're not -- this isn't crazy talk. this has been

in that sense what the joint committee on taxation said helps their case, but really isn't central to it. they're arguing something republicans have argued for a long time. >> a bigger problem since the trigger method isn't being allowed by senate rules, right? >> trigger effect is they can change things in the future if it doesn't go the way the authors say it was planned to go. they're hard to craft. what happens when you get to the trigger point, they say, oh, never mind. let's get past the trigger. it's very hard to create this kind of thing and there are economic reasons you'd. want to create it anyway which gives opponents a substantive reason to go against what flake and corker are trying to do. >> cbs news has learned that john kelly has seen the plan and aproosked the plan to replace secretary of state rex tillerson with the cia director mike pompeo. is tillerson dd

trillion dollar to the budget deficit. that news led to a standoff on the senate floor yesterday. a key part of the plan is cutting the corporate tax rate from 35% to 20%. supporters say that would create substantial economic and job growth. not everybody buys that argument. bloomberg's editor megan murphy has more on that. i was only half kidding when i said there's a lot of screaming going on. >> it's going lead to some consternati consternation. >> and many republicans are saying ignore that report, ignore that report, the report is wrong. this was supposed to help the middle class. who does this help? >> there's no question it's a massive transfer. you can look through any of the provisions in terms of taking the corporate rates down. we could go on and on. the problem they nace now is two fronts. one is on a

independent projections show it's not going to be able to pay for itself. only taking gdp up at a projected 0.8% over the next ten years. that's not nearly enough to pay for the bill. on a theoretical bill they just don't believe what we call trickle economics that it does enough to stimulate economic growth and, in fact, doesn't address the kun um drum, that wages just aren't rising fast enough. >> so a major selling point for the supporters of the plan is the cut in the corporate tax rate and ceo of pepsico la said they would pump those to their employees. >> this is the whole argument. will companies use it to invest back and invest in job growth and companies and manufactg.

shows that doesn't happen. what we see is debt paid down, share buybacks and more money to line top executives money in terms of more incentives. in fact, what we've seen in the last several decades not just in mark but other countries, boosting the morral of other. this bill if you make under $30,000, you're paying more in taxes. so people who earn the least are going to pay more. the people making the most are going to make a lot less. >> if it passes the way it's expected to, is this really the victory they're predicting it will be in. >> republicans feel like they need to get this done. they don't have a lot of legislative accomplishments as we know. it is deeply unpopular and it doesn't fit into the dynamic that wes face of populism. people are feeling like they're left out, that their wages aren't increasing fast enough. oom not sure this bill are
