2017. this is the cbs morning news. an am track train goes flying off an overpass at 80-mile-per-hour causing fatalities and injuring dozens in washington state. now investigators are trying to piece together what went wrong. today's the day for the republican tax reform vote and it looks like victory is close at hand. and placing blame. the trump administration says north korea is responsible for the cyber attack that crippled hundreds of thousands of computers around the world.

good morning from the studio 57 news room at cbs news headquarters here in new york. good to be with you. i'm anne-marie greene. the national transportation safety board says preliminary data says the amtrak train that derailed was going 80 miles an hour in a 30-mile-per-hour zone. at least three people were killed as it hit a new bypass just south of seattle. more than 70 were injured when 12 train cars and a locomotive jumped the rail, some cars falling to the road below. immediately after the derailment, the conductor called for help. >> we were coming around the corn eaer and we went on the ground. >> is everybody okay? >> i'm still figuring that out. we got cars everywhere and down on to the highway. >> the ntsb says it's not known what caused the train

it was going so fast. kenneth craig is in washington with the latest. good morning. >> reporter: good morning to you, ann marie. still a massive scene out here and this is where it all happened. take a look down the interstate here. you can see that crumbled mess of a train that we now know was going 50 miles an hour faster than it should have been. >> investigators trying to figure out what caused the train derailment in washington state that killed at least three say they have recovered the event data recorder from the rear of the train. the national transportation safety board says information so far indicates speed may have played a role. >> preliminary indications are that the train was traveling at 80 miles per hour in a 30-mile-per-hour track. >> reporter: this was the first trip for the new seattle to portland route. one local official seems to have predict just a few weeks ago th

happen. don anderson had been very vocal at a city council meeting earlier this month warning of the damages of utilizing freight rail tracks for a high speed passenger rail line. but the tracks have been upgraded so officials weren't concerned about derailment but rather bringing a fast moving train so close to pedestrians and cars. 14 of the cars wentz off the tracks at an overpass, some tumbling on to interstate 5. >> the train just started to -- seemed like go off on its side and then all of a sudden it went dark and stuff started flying around. >> reporter: investigators say it may take months before they know precisely what caused the accident. >> the highway behind me came to a stand still when this all happened yesterday morning. it is still closed right now and will likely be shut down through the morning commute. >> thank you so much,

amtrak's president says an automatic speed check technology called positive train control was not in use on the stretch of track where the derailment occurred. debra hearseman explains. >> it was really too early to tell if positive train control could have prevented this derailment because we don't know what caused the derailment. positive train control is really a backup to the human being. the engineer in the cab could be distracted or incapacitated. it's technology that knows if trains are going to collide with one another or if trains are speeding over what's permitted in that section of track. ahead on cbs this morning, we'll get an update from a member of the national transportation safety board on the scene of the derailment. and now to washington where it appears this morning that the republican controlled congress is on the verge of p

the house is expected to vote today followed by the senate. nancy has more. >> most main households will see their taxes go down. >> reporter: there are now few obstacles standing between the $1.4 trillion tax plan and passage. a pair declared their support and the first major independent analysis found the bill would drive up taxes for only 5% of taxpayers next year, an improvement from previous versions. the tax policy center determined that taxpayers making between 50 and 90,000 zl$90,000 a year woun average $900 or 1.6% of their after tax income. the top earners would see a larger savorings of 3.4%. on average, about $51,000. >> it's still the case that over time the tax cuts

looking at highs near the 60- degree mark today. you know who's tracking the temperatures? our very own miri marshall standing by right now with a look at the forecast, good morning friend. good morning larry, good morning everyone. you can actually wear a lighter jacket with short sleeves out there. because we are looking at just mild temperatures. 42 degrees right now. we'll see a high right around the 60-degree mark and it will be warmer today. we're looking at partly cloudy skies with the cold front heading our way but not until later on tonight. so we have all day to bask in the warmth if you will. first alert live doppler. picking up on some showers to the north. as we look at futurecast you can see that by noon today, it's still clear out there. in terms of any showers. we'll have some clouds pushing in later on this evening but again the rain chance stays mainly to the north. so this is what we're looking at over the next few days. 60 today and 49 tomorrow and once that cold front comes in we're slightly cooler. then 48 degrees by thursday. ellen? all right just construction out there so beneath starting with -- we're not starting with a whole

by georgia getting closer to connecticut a couple of lanes closed for construction on the outer loop. then route 1 just before you get to the beltway construction there as well. that one has been typical there recently. 270 southbound by route 121. we have new construction there blocking one lane. and then on 95 in maryland heading southbound, right before you get to the icc reports of some construction there. this live look at traffic though. a little bit north of there up near route 32 traffic is doing just fine. we are staying on top of the amtrak train derailment in washington state. >> that's right the investigation still understood folding right -- unfolding right now. but three people are dead and more than 100 people right now in the hospital. now some of the train's cars flew off an overpass on to a nearby interstate. the train was making the inaugural run of a new express line between portland and seattle. the train was going 80 miles per hour in a 30-mile-per-hour zone. >> the ch

morning. chief al thomas came under fire for the response to a violent rally this summer. a report this month was critical of what it called the police chief quote slow footed response. the violence began to escalate. and that violence claimed the life of hither heyer. he was -- heather heyer. she was killed when a white nationalist plowed his car into a crowded group of people. tomorrow there will be a ceremony to officially designate that stretch overstretch as heather heyer -- of street as heather heyer way. enough republicans in the house are on board. meantime vice president mike pence is putting off a trip to the middle east just in case he's needed to break the tie in the senate. if it passes the new tax code won't be in effect until next year. and that's a quick look at what's going on. the news at 4:30 starts right now.
