and good morning from cbs news headquarters in studio 57 where all the lights are on. it's another teeth-rattling dangerous cold. subzero temperatures from the plains to the northeast. today a windchill of minus 10 is expected in minneapolis, minus 5 in boston, and the bitter cold is expected to last through new year's. in erie, pennsylvania, they're dealing with 65 inches of snow. that's the average height of a high school freshman. it's expected to be 19 degrees. how cold is it? a man throws bowling water into the air and before it hits land, it freezes. in wisconsin, it's expected to dip to minus 7 degrees. chief meteorologist paul deanno of our san francisco station kpix has more on the bone-chilling weather. >> even though the source of

air is blamed on the arc tech, we can blame it on a ridge in california. take a look at this ridge centered south of san francisco, west of los angeles. that's why it's going far north and crashing down for the eastern half of the country. it's going to be cold. highs today, 24 in new york city, 19 in detroit, 3 degrees for a high in minneapolis. head farther south, still below average. dallas, 49, new orleans, 55. it's friday. that's when the super cold moves in. my n minot, 23 below zero, boston, a high of 5. look out west under the ridge, not cold at all. boston, 10 degrees. it will be 57 tee degrees warmer in wine country, california. nap pa, 67. i'm meteorologist paul deanno

for cbs news. it's not often that folks rush to pay their taxes, but the tax overhaul bill president trump signed changed that. they're hoping to take advantage of the tax deduction before a new plan takes effect next year. john schumo is watching that. good morning, john. >> that's right, brook. there's a lot of confusion, though, over that just signed tax bill. many of those trying to prepay aren't sure if it will save them hundreds, potentially thousands of dollars, or whether they're just wasting their time. throughout the nation, long lines have been forming at tax collection offices. the reason for those lines -- >> i wanted to prepay my real estate taxes. >> those who own a big expensive home or live in atlanta or dallas or high tax state like massachusetts, california, or new york are scrambling to see if it

their 2018 tax bill. president trump signed a bill that puts a limit of $10,000 that people can deduct from their federal tax bill. even accountants aren't always sure that prepaying in 2017 will prevent the bigger hit in 2018. >> there is no one answer. >> reporter: >> the irs boils it down. a prepayment of anticipated real property taxes that have not been assessed prior to 2018 are not deductible in 2017. >> with the bill being passed in december, you only give the average person approximately two, maybe three weeks to make an informed decision. >> here in new york governor cuomo allowed for prepayment of some property taxes. that may not help everyone as some towns and counties are simply not equipped the

now, critics of the republican-led tax overhaul say it disproportionately takes the blue states that did not support president trump in his 2016 election. we'll have more on "cbs this morning" with business analyst jill schlesinger, whether it's advantageous to prepay your property taxes. president trump plans to meet with republican congressional leaders to discuss their 2018 legislative agenda. they'll meet jan 26 at camp david. for now president trump is largely focused on the russia investigation. >> i had not to do with russia. >> reporter: president trump has repeatedly condemned the investigation of his campaign's contacts with russia. in a tweet he o

calling the fbi tainted. but even before the investigation began, the u.s. intelligence community conclude they did affect the election in president trump's favor. the question by robert mueller is whether the trump campaign worked with or colluded with russia in that effort. >> there is absolutely no collusion. >> trump's lawyers predict it will wrap up soon, but many say mueller appears to only be in round 1. two former staffers including former campaign chairman jer paul manafort have been indicted but the others are months away. two others like michael flynn have pled guilty. flynn admitted he lied to the fbi. flynn's brother tweeted the president should pardon flynn. the president didn't rule it out.

attorney insisted there is no consideration for pardoning flynn. the question is whether mueller is trying to squeeze them for information indicated that they or others did. recently the president supporters have ratcheted up their attacks on mueller and on their staff who they say is mostly anti-trump. some have urged the president to fire mueller. he has no plans to do that. chip reid, cbs news, west palm beach, florida. in toledo, ohio, four teenage boys accused of killing a man by allegedly tossing a sandbag off an overpass have been charged with murder. the teenagers showed up in court yes, sir. the victim marquise byrd died on friday. >> i talked

juveniles. i don't always see that at a detention hearing. i can't get into their heads to to say. one through his attorney stated on the record how upset he was and how sorry he was for the victim. >> the prosecutor said they will not be tried as adults. they're due back in court on thursday. now to the latest special and quite drawn out alabama senate election. republican roy moore filed a lawsuit to try and stop the state from certifying doug jones as the winner. the state was declared to call him the winner today. he defeated moore by about 20,000 votes but the suit alleges there were irregularities and they call for >> reporter: on one of the busiest days of the year at disney land in anaheim, the power went out. >> the

two milwaukee police officers are being called heroes after they rescued two teenagers from a burning car. this police body camera video shows the officers in action. this is on tuesday night. they were chasing another vehicle when they saw the teenagers' car crash into a pole. the officers pulled the two boys from the car. another injured passenger was found nearby. they were all taken to the hospital for treatment. israel has a special honor for president trump, and baltimore sets a deadly record. "the baltimore sun" says 343 homicide this year are a new record in baltimore for killers per capita in that city. the average is 55.8 for every 1,000 people. the previous record was

consumer confidence climbed. energy stocks fell along with crude oil. the dow jones gained 28 points, the s&p 500 added 2 points and the nasdaq finished 3 points higher. home builder shares climbed higher. the number of people buying a home in november kicked up slightly as more americans are shopping for homes as the economy improves. the national association reports sales are up. a shortage of listings has pushed up prices. it was a profitable year for apple and its ceo tim cook who got a 74% bonus increase for the year. cook's incentive pay totaled $93.6 million. cook made over $3 million in salary. add that to $89 million stock award and his total payout for the year is about

winchester feels like 5 degrees below zero one of the coldest spots this morning because of the wind chill. the wind helps to carry that heat away from our bodies. today very cold most places not getting above freezing today with highs between 24 and 29 degrees. sunshine out there and the wind up to 10 miles per hour feeling between 12 to 18 degrees throughout the day. that's what you want to dress for. temperatures by 6:00 a.m. feels like 1 degree in gaithersburg, 3 degrees in manassas. by 7:00 a.m. many people heading out it feels like 1 degree in marksburg and 6 degrees in at that hour. by noon we rebound to 14 degrees in d.c. at that point and by 5:00 this afternoon still feels like teens, 17 degrees in washington so as those winds come down it won't feel quite as cold but it will
