falling into water during freezing temperatures can be deadly. today first responders in montgomery county trained how to save people who fall into icy waters. they have special equipment and gear and techniques to keep them safe. they say the ice in the area doesn't freeze like states in the north and no way to tell if the ice is safe. >> hypothermia sets in and gets to the point and the person above the ice shelf might not be able to hang on anymore.>> they say the best thing you can do is stay off of ice. if you see someone fall in, call 911 first, get help on the way and then try to find something like a rope to throw into the water for help. >> a leak

neighborhood for 2 years and it's a sheet of ice. it has lasted this long because no one knows who to blame. >> d.c. water says not our problem and meanwhile it's only gotten worse. >> reporter: i drove up to this intersection and could not believe it myself. the situation has gotten out of control. at 36th and camden in southeast in the hillcrest section it is covered in thick sheets of ice. you can see ddot has placed cones rocking -- blocking off a portion of the road. a downhill road covered in thick sheets of ice. this intersection is blanketed in ice. that water had been leaking for 2 years now without any resolution. last i spoke to ddot they said it was a sump pump owned by one of the neighbors spewing water into the street. i caught
