scheme. and a scandal over schools with no heat. but the money issue is statewide. >> let's start by asking this cold question. was it casino, gambling money supposed to prevent problems like this. >> you can see your breath. >> instead this week's scandal. baltimore schools are in such bad shape kids froze in unheated classrooms. screwed up construction financing was exposed. they want to fix schools too. but they came up $90 million short from last year's budget request. these are reasons why critics like state comptroller peter frafrjer called it a big lie. but it is not the casino's fault. the casinos have delivered at least $2 billion in additional education trust fund funding

in 2011. but instead of more money for schools, not much has changed. that's because maryland's legislature just switched the share they put in and spent it on other stuff they like. before casinos, the state spent 21% of its general fund on schools. now it's down to 18%. critics call it bait and switch. so it may all have been sold as slots for tots. but in the era of casino gambling schools are coming up short and freezing kids in classrooms are paying for it. scott broom wusa 9. a gofundme launched by a college student has raised more than $50,000 for space heaters and coats for students in school there. baltimore city officials were failing to address the heating
