a bizarre water rescue in hampton. that's where officers say a person driving a car far above the speed limit crashed and then lead police on a foot chase. but, that's where this story take a unique turn. instead of hiding, the man jumped into the hampton river. 10 on your side's matt gregory has the story. an early morning water rescue on the hampton river already seems out of the oridnary. but even more so, when you see that this man fled into the water to get out of trouble. it started with a single car crash. matt gregory / 10 on your side c0040 1:18:03 "the blue nissan lost control and careened off mercury blvd right here. you can see the tracks . it hit a parked car and then a tree. when police went to talk to the man he ran and then jumped into the hampton river." 1:18:17 tha t's when the suspect came into view for danny mason. mason says from a dock, he saw the man in the middle of the river. there. thinking it shoulda been up there but he had drifted this far down in that short time. 1:03:58 the decepitvley bright

now fixed. the first pipe burst on shore drive around 2:30 this morning. another line broke about two and a half hours later on tidewater drive. 10 on your side's joe fisher is following the city's progress at both locations. deanna -- roads closed at both locations today. i'm told the two breaks are not believed to be connected. but the work to fix them kept crews busy all day long. nats the fix-up and the clean-up -- an all day affair on this stretch of tidewater drive in norfolk. the city says a 16-inch water main busted around five saturday morning. mike hagenberger/norfolk ((c5 25:46)) "went to make coffee, no water." neighbors waking up to the disruption. catherine duke/norfolk ((c2 16:20)) "i came out to get the paper. the next thing i saw was water all over, police cars." meridith schroder/norfolk ((c3 21:09)) "you couldn't see the road anymore, all you saw was water, it was like a river." tidewater drive -- around the problem spot -- covered in water until mid- morning. fun only for hagenberger/norfolk ((c5 26:53)) "there was probably three feet, four feet of water on tidewater drive blocking the entrance to

streets." drivers detoured around the impassable roads. meridith schroder caught the action as it unfolded. nats meridith schroder/norfolk ((c3 21:09)) "i saw the water out of the streets, the road lifted up pretty much, and the water was just gushing out of the roads and there was a flood." nats just hours earlier, around 3 a.m, water shot more than 30 feet into the air on shore drive, near east little creek road. nats norfolk utilities spokesman harry kenyon says crews worked all day to fix a valve that broke off a main line there. kenyon says he doesn't know why either of the the breaks happened -- but he says changing temperatures likely stressed the pipes until they burst. virginia beach police continue to investigate an armed robbery at a check into cash on virginia beach boulevard. the robbery took place just after 3:15 this afternoon. if you have any information about the robbery - call the crime line. an exit ramp along interstate 64 had to be closed down earlier tonight... that's because this penske truck flipped over just before six this evening. the accident happened at exit 250-b -- a person had to be taken to the hospital because of their injuries. a five car accident sends three people to the hospital this morning. police shut down all west bound lanes on interstate 64 around 11:45. at one time traffic was backed up for nearly 2 miles. but, tonight the lanes are back open. we're learning more about charges against a richmond police officer accused of murder. david cobb went in front of a judge earlier this week. in october -- police say cobb was off-duty when he shot and killed an unarmed

says paterson brown junior got into cobb's car at a car wash. cobb identified himself as an officer, and told brown to get out of the car. they say brown didn't cooperate. prosecutors say cobb pointed his gun at brown for 3 to 4 minutes...and that brown was never a threat. they plan to use surveillance video to back up their claims. we're following developing news from the western part of virginia. a 24-year-old man is in jail because staunton police think he killed his 6-year-old son. this is steven decker. police started to investigate after the 6-year-old died on wednesday. decker is facing several charges including 2nd degree murder, felony child neglect and possession with intent to distribute marijuana. decker's 19-year-old girlfriend, brianna connolly is also in jail. she's charge with felong child neglect and possession with intent to distribute marijuana. covering decision 2016 - if you plan to vote in the primary election next month -- you're running out of time to register. the deadline is monday

in virginia. you can still submit your letter must be postmarked by february 8th. you can in person. people in north carolina may have different march. that's because a panel of federal judges says two congressional districts need to be changed - this includes the 1st congressional parts of elizabeth city. judges say the two changed because of the race of people living in those areas. lawmakers have two weeks to change the lines. even though, the state may try to delay the process with an appeals court. north carolina voters go to the polls march 15. we're just getting started here on wavy news 10 - still ahead. mid-air collision - investigators are looking for survivors following a crash in the air. and - falling through - video shows a sinking situation - as cars fall through ice

authorities are suspending their search for 2 small planes.. the coast guard says the planes collided in the ocean off the coast of los angeles. 3 people are missing. fox news correspondent will carr is in los angeles with what went wrong. investigators are still looking for answers as they've transitioned from a search for survivors... to a recovery operation after two planes crashed mid-air. it happened friday afternoon near the port of los angeles. port police tell us they didn't have to close the port, but they did have to redirect ships for a time. witnesses say it was around 3:30 when they saw a plane plunge into the pacific, at the same time the faa reported seeing two planes on radar disappear. one plane is a beach graff, the other was a stunt plane by all accounts the pilots were experienced and both were flying out of zamperini field in torrance. listen to what the coast guard has to say about the crash... williams says: "we have identify and ascertain the two male passengers in one of the aircraft. we've since learned that there

in that plane that may have been involved in the most likely neither plane had a flight recorder... so it could be a real challenge to figure out what caused the crash. in los angeles, will carr, fox news. falling tree limbs claim two lives in canton massachusetts this weekend. the first was a six-year-old girl. she died after getting pinned under a limb that fell 35-feet. the second victim, later identified as thomas gunning, was taken to a boston hospital after a limb fell on him. fire chief charlie doody says these were tragic events. charlie doody/fire chief "it's difficult to understand how and why

so random and coincidental. it's hard to figure out and i don't know that we will." the 48-year-old gunning was a father of three. rescuers in taiwan are still finding people alive after a massive earthquake. at least two children were rescued after it got dark tonight. but, more than 100 people are still missing. so far at least 14 have died from the quake. a 17 story apartment collapsed after the earthquake. five people are dead after a "huge" avalanche. overall 17 people were buried by the avalanche in the austrian alps. the area had been under a level three avalanche alert - that's out of a possible five. search and rescue operations were still underway this afternoon. they said two people were injured and the rest were unhurt. two young man died and six others are hurt after police say they broke into a closed bobsled facility in calgary, alberta. police say emergency crews were called to the track at 1:30 this morning after a report of injuries. in total, eight teenagers

breaking news in hampton... we have a crew en route to a car accident with life threatening injuries. police and firefighters are at the scene near the intersection of east mercury bouelvard and fox hill road. the accident happened just before 9:45 this evening -- - we'll update you with more information as soon as we get it. wisconsin authorities are going ice- fishing.....for sunken vehicles. a number of cars fell through cracked ice at lake geneva's winterfest and u.s. snow sculpting competition. the lake geneva fire department is on hand working to get the vehicles from the ice. officials there say no people were inside the sunken cars. no word yet on how man vehicles were swallowed by the ice. conversion therapy is banned in new york state. governor andrew cuomo announced regulations that prevent the controversial practice earlier today. conversion therapy attempts to change a gay person into a heterosexual. it's been blasted by many medical organizations, including the

association. this announcement prevents private and public health care insurers from backing the practice in the empire state. the human rights campaign praises cuomo's decision, saying he is the first governor to make such a move. similar laws are already in place in california, illinois, new jersey, oregon and washington d-c. three people are dead following an overnight standoff near uvalde, texas. the deputy-involved shooting started friday afternoon... the standoff continued until 1 this afternoon. until a suspect started shooting at officers. a sergeant from the sheriffs office says the three people who were killed are not law enforcement officers. texas rangers are assisting the uvalde county sheriff's office in the investigation.
