are upset about is - they were told they would have 14-hundred dollars each year as part of an hra. they had it for 9 months program would end. the city says, it was a pilot program. retirees say, no one ever said that. this started on april 1st of last year. according to letters sent to retirees, that is when former city employees 65 and older had to switch from a city health plan to a medicare supplement plan. this was meant to save the city somewhere between 1.5 and 2 million dollars. as part of the new plan, employees would get a health reimbursement account, or hra, to use toward premiums, out of pockets expenses, prescriptions, and more. in january - they found out the hra was being pulled from the city's budget. that's 14-hundred dollars these retirees planned to use toward their health. they said they chose plans based on that hra. they could have switched to their own private plans that would save them more. and the point they wanted to make at tonight's

flat out said, the hra would be a one time thing. -- robert turner - retired firefighter doris more out of pocket today then i did last year with optima. i've had to change inhalers 3 times in 12 months to find something that works that would be covered in the new plan. c17 10:33:13 - we were promised faithfully to receive a 1,400 dollar yearly stipend. we were promised so at that meeting. we did. we got one mayor kenny wright, city manager lydia pettis patton both spoke about this issue early on in the meeting. the city manager saying she will have a plan in one week to phase out this hra. rather than cutting it out completely. retirees say that isn't good enough. we will

news at 11. liz palka, 10 on your side. new tonight. one person in is in the hospital after a vehicle hit him. norfolk police dispatchers tell us it happened around 6:30, at the intersection of fenchurch street and mariner. that's just a few blocks from macarhthur center. we'll let you know as soon as we have more information. also new. virginia beach police are investigating a string of car break-ins. dispatchers say they got several reports from the spring water apartments on colgin drive overnight. that's near the intersection of northampton boulevard and diamond springs road. a viewer tells us they knew of at least 15 break-ins, but dispatchers could not confirm that. deputies in york county say they busted an armed robbery suspect. 18-year-old william hayes faces charges tonight. court papers say he has admitted to six robberies. the sheriff says deputies tracked hayes down, after reports of a valero gas station robbery, monday. in all but one

parent. hobbs trial is scheduled to begin april 8th. a portsmouth judge has officially pushed back the murder trial against former police officer stephen rankin. it was supposed to start next month, but now it's on the docket for august. last night, we reported: the commonwealth's attorney was having issues with her witnesses-- and planned to request a continuance. today we learned-- three people, including an expert, could not make the march 21st court date. during a motions hearing, both sides also debated whether to allow uniformed police officers in, during the proceedings. c001 1:20:04 if they're working and wearing their uniform we understand it. but at the same time we officers being in there. 20:18 (butt) c002 1:25:09 based on all of the research i did there is no precident in a situation like this. rankin faces charges for shooting and killing 18-year-old william chapman the second last year. the shoplifting suspect was unarmed-- when rankin

vermont senator bernie sanders is trying to rally voters in our area. thousands of people packed norfolk scope to hear him speak. sanders touched on his financial position and his competition: former secretary of state hillary clinton. doctor ben carson will be there on monday. tickets for the theater in all three events are sold out-- but overflow tickets are still available. florida senator marco rubio is getting in on the action. his campaign says it will open an office on laskin road in virginia beach tomorrow. the polls have just closed in the nevada republican caucus. we're waiting for the results to come in. trump, rubio and cruz have been vying for delegates all day. a win for trump could move him closer to the republican presidential nomination or boost his rivals. earlier this month, trump won primaries in new hampshire and south carolina. hillary clinton won the democratic caucus over the weekend. a reminder that virginia beach public schools will be on a two-hour-delay for students come march 1st. the city says it expects a big turnout super tuesday, and some schools will serve as polling places. a member of cuba's ruling family has died. ramon castro was 91-years-old. he was an older brother to

dozens of teachers packed a school board meeting in gloucester county tonight. they tell us, they haven't gotten a significant raise in seven years, and they've had enough. 10 on your side's liz kilmer was there. liz, why do teachers believe they deserve more? tom, nicole, gloucester county public schools teachers are making below the state average - yet, the schools

be paid more. to provide the requested money - would, he says, require a tax increase. we'll have more from him - and more on when a decision will be made - coming up on wavy tv 10 at 11. live in gloucester county, liz kilmer, 10 on your side. charlotte, north carolina has created chaos in the state house. the city has approved an ordinance allowing transgendered people to use restrooms matching the gender with which they indentify. today governor pat mccrory asked lawmakers to prevent charlotte and other local governments from making similar regulations. he says the action upsets the right to privacy and that people using the restroom expect fellow-users to have the same anatomy they do. house speaker tim moore says he will work with mccrory and lawmakers to quote "correct" charlotte's actions.

construction starts next month at sentara norfolk general. the hospital has announced 199- million-dollars worth of renovations. sentara sent us these renderings of what the new facility will look like. the project includes adding three floors to two wings-- and expanding and modernizing the emergency department.

breaking news coming in from suffolk. police say they plan to press charges after a car crash. it happened around 6:30 tonight on bennetts pasture road, about a half mile off bridge road. officers say the sedan ran off the road and into a power pole before coming to rest against the bradshaw building. they say the building was not damaged, and dominion power crews were fixing the damaged pole. medics took the man to the hospital, but they say he should survive. tonight: mostly cloudy...with a few

pipes, but mayor karen weave wants to replace them now. toxic lead has been contaminating the water since 20-14, when the city switched water sources. many of you have been reaching out to help those residents in flint. a chesapeake real estate agency has been collecting water donations, and the "dream girls team" is finally moving those cases. 10 on your side's stephanie harris has this follow-up. (rolling water out ) the outpouring of generosity is overwhelming to claudine ellis. c20 claudine 1:46:42 i mean...look at all the water :44 this chesapeake mom and real estate agent saw images like this of children in flint michigan suffering from simply drinking and bathing in water. and she had a little idea. c20 1:46:38 it was a very little idea she called 10 on your side to help get the word out about her water drive... and in one short week her office space went from this -- to this. now, three weeks later.. (nats rolling out) the flood of support from schools, car and motorcycle clubs, and the military has overflowed this space.

government and protesters forged a deal, repairs on a canal have started. many are still without water. earth's sea level rose faster in the 20th century -- than over the previous two-thousand-seven-hundre d years. that's according to a study from an international group of climate scientists. they say without humans, that rise would have been half of what it is at most. the scientists say they used a model to study changes over the past three- thousand-years. it is published in the u-s proceedings of the national academy of sciences. just last week i put together a special report about how rising sea levels are affecting the tangier island community. rising water could soon swallow the small fishing village. parts of the island that were thriving less than 100-years-ago, have already fallen victim to the waves. see our special report on tangier island -- by looking for this story on wavy dot com.

along the outer banks will have to wait. officials with duck, kitty hawk and kill devil hills have been rejecting bids to rebuild the washed-out sand. the towns have budgeted 43-point-5 million dollars for the project, but to keep the cost that low -- duck's town manager says they had to give contractors more time. a homeowner we spoke to -- doesn't think they can wait much longer. editor please put runtime/super times for sot (2) 1:25 we have been desperately holding on, suffering year after year, serious beach erosion (2) 8:12 if we were to have a large storm of that kind again, our section of duck will be of projects going on, it's not like you can go out to home depot and rent a dredge. week of march. newport news police are trying to connect the dots after a school bus crash. these pictures comes from jefferson avenue and oyster point road. officers say a vehicle ran a red light and hit the bus. no students were on board, and no one on the bus was hurt. they say the driver of the first car may have been involved in a second crash and left the scene. medics took her to the hospital and expect her to survive. we'll let you know when we have an update. a deadly crash near los angeles created some serious problems on the roads -- two people died and another was seriously hurt when two trucks and a car crashed this morning. one big rig was hauling lemons, and the crates spilled out all over the road. drivers struggled to get around the spilt citrus, and we haven't heard any reports of injuries. the harlem globetrotters are in town! see how they're getting ready to take on thier rival this weekend.

robert griffin the 3rd will no long be playing for the redskins, but there are plenty of teams that want him. i'm bruce rader, for the first time, redskins president bruce allen confirmed the obvious, admitting that rg-3 will likely be let go over the next few weeks while confirming several teams are interested in giving him another chance. allen says griffin is liked by his teamates and coaches, and everybody in the redskins organziation has been impressed with how professionally griffin handled his difficult situation especially this past season when he never took a snap. ryan zimmerman, the leader of the washington nationals, stung by un-substanciated allegations he used performance enhancing drugs, finally spoke out today. zimmerman, who grew up in virginia beach and played at the university of virginia, denied even knowing the pharmacist that said he helped zimmerman and other athletes increase their power by providing them with a banned substance. the pharmacist, charlie
