it could affect people who commute out of orinda. orinda, quiet neighborhood.crime is down. but still some people approach the chief about installing these cameras because of a recent uptick in burglaries. tonight the chief will take the presentation to the city council meeting tonight. the proposal still in its early phases, a lot of discussion about this months ahead before any action is taken. but the idea is to possibly put these license plate reader cameras near the entrances and exits near the city essentially off highway 24. these cameras would take a picture of your license plate and put in a searchable database. they are time stamped and tagged with a gps location. if the license plate comes up stolen or if there's another crime involveled and the police are alerted, they have to respond. this is another tool used to help solve crime. it will be used in orinda but some people are skeptical. >> i think it would be valuable for the police to have this information. basically, i think they could use the information for finding people that they need to find

usually this time of the morning people can use two tunnels from orinda towards oakland. chp shut down the middle tunnel, the middle bore. they were hoping to have it re- opened by 6:00. there is an overturn injury crash sounds like it's just right past the tunnel or just inside of it. the car almost was in oakland. but that's when the car overturned. we are hoping to have pictures from the scene shortly and we'll let you know as soon as they open the center bore. again, they were hoping to have it open by now but they still have it shut down so you can see a little slowing on our sensors from orinda out of oakland. so again you can use westbound 24 but you will have to use that far right tunnel because the left tunnel remains shut down at this hour. also just getting word of this new accident in the south bay the on-ramp closed to southbound 101 right there by the capitol expressway. this is the scene of another accident. the rest of the south bay though the main lines of the freeway actually so far look

let's start out with bob redell, near the crime scene in orinda. bob?er: as you can see, all morning long the contra costa county sheriff's office and orinda police department kept us quite a way from the scene. the scene is up this hill and around the bend, a good block and a half from our position. this happened in a residential area in the very hilly part of orinda, not far from highway 24 and camino pablo. look at the video, this is what it looked like shortly after the shooting, happened around 10:45 last night. witnesses tell our own cheryl hurd who was out here afterwards this happened at a halloween party at a house on lucille way, and this was a house that had been rent the out as an airbnb for this party. there are about 100 people in attendance. some included students from laney college in oakland, again, we are trying to confirm that info with law enforcement. we also saw on video what appears to be a mother and father at the crime scene tape begging law enforcement for information about their daughter, who they sadly believe was one of the

in orinda is a community (justine) (justine) a community in orinda is mourning the loss of a 16-year-old girl who died in a house fire early this morning.(jr stone) the fire was so intense -- a firefighter was injured during the battle. kron 4's sanaz tahernia has details. crews are cleaning up the site of a deadly house fire that sparked in orinda early this morningthe fire that killed a 16-year-old girl, and severely burned three others started just before 4 amaccording to officials, when crews arrived, the fire was burning throughout the entire home while there were still 3 people inside. the 16-year-old girl, and two others that suffered from burns. moraga-orinda fire chief david winnacker said that once crews entered the home, conditions changed drastically. everything inside became combustable and there was a significant increase in heat. the heat was so intense, the shield on one of their smoke masks shattered. and s a result one of the firefighters suffered 2nd degree burns to his shoulders and ears as well. and while those that suffered burns are being treated for their injuries

in orinda, pete suratos nbc bay area news. new at 11. it's official the santa clara county school board has appointed an interim superintendent during a closed session tonight. the board named charles hinman as the interim superintendent. he's replacing this woman, mary ann dewane, who was removed without cause. two weeks ago. the board has yet to give a reason for her firing, but the move does come a few months after our nbc bay area investigation. we first investigated complaints that the office of education misused some federal head start funds while dewane was in charge. today, a judge denied dugan's request to get her job back, stating that the board had the authority to terminate her. they want him to resign. that's the call from san jose's mayor and the city council to councilman omar torres. torres is facing a sexual misconduct investigation. mayor matt mahan saying today while torres hasn't been charged, the councilman has lost the faith of his colleagues and his constituents to do the job. here's nbc bay area's audrey asistio.

she is the orinda city manager. tell me a little about what you have been doing to deal with this situation this morning. >> well, good morning. yes, we have been out here since -- well, the incident occurred about 11:30. and i think i was out here about midnight. it's been a long night for everybody. but between the fire department, police department, and certainly pg&e, it's been a good team effort to get everything back together and restore the road and gas line. >> reporter: i understand from the moragga orinda fire department that there was no concern at any point. once they realized it was not a six-inch break, it was a 2-inch break, that there was not a concern that this could be a worse gas being leak. >> right. as soon as we were aware that it was not a 6-inch line that we originally were reported, we then let the residents know who had been evacuated as a precautionary measure that they could return back to their home. >> explain to residents and viewers at home what is going on out here. that led to this

after the dead loy halloween party in orinda, still no arrests. a memorial is up mourning the loss of five people. jackie ward is there now as families of the victims demand justice this morning. >>orter: kenny, e at paul park, the first thing you sea once you come off highway 24 in downtown orinda. this is the memorial that has been set up for the favre people killed halloween night. friends and family members have been visiting this spot decorating with thundershowers, candles and pictures. five people were killed when gun fair erupted inside a halloween party being held at an airbnb in the city. the father of the 23-year-old said several people are responsible for his son's death. he blames police for not taking sufficient action when they were called there previously that nate. >> the police was called at 9:00. that party should have been shut down. my son would have still been here. airbnb shouldn't have allowed this party to go down. my son has a baby on the way. he won't be able to see this baby, man. >> reporter: the shooting took place at

that hasn't been the case here in orinda. it's been almost two weeks since five people were shot and killed at a halloween party in orinda. officials have said little about the investigation, including whether they have information on suspects or a motive. ktvu caught up with orinda police chief, david cook, but he declined our request for an interview. he did tell us, quote, we hope to have some the investigation, but about the police response. dispatch logs confirm that orinda's only two police officers were in oakland at the time neighbors complained about noise at the airbnb rental home before the shooting. >> those two events happening as close together as they did, i don't think in anyone's memory, they can recall that kind of thing happening here. >> orinda's city manager, steve solomon says normal staffing in orinda is two officers. even on halloween. >> history is that there has never been anything significant happen on halloween. >> reporter: the sheriff's office, which provides police services to both orinda, and l

abc seven news reporter lena howland in orinda with the latest. and are you seeing the trains moving again? lena >> a little too early for us to hear those trains running just yet at the orinda station. but just 30 minutes ago, bart confirmed with us that they will be running normal service through this station. and that's between rock ridge and the walnut creek stations. now, this , of course, comes after crews worked well into the night to make repairs and also do some inspections. a giant crane was even brought in last night to lift the derailed bart car back up onto the tracks, which took hours to pull off. bart says damage to the track is not extensive, but this is something that cut off all train service between rock ridge and walnut creek, forcing passengers to use a bus bridge, passenger cars say the train stopped twice and then moved backwards as it derailed. then a mad dash to evacuate as the car filled with smoke. somebody behind us was like, just jump, just jump. >> so we just jumped in the outside like like mission impossible almost.
