community participates. so that they know that we, as a city, as a community, built this library. not some contractor or a department that you never see. we are doing it more and more with our local hiring ordinance. we grabbed the talent from within. we can build a world class libraries for everyone else to come to. that is what i enjoy doing, that is why i am here. i am also here to praise the library commissioners who are with us this morning, friends of the library, the manager who will be here. the library is our future. we are constructing -- reconstructing libraries all over the city. every time we come to the community, libraries are welcome because they are the new community center, the safe place for people to be. then you can allow your mind to go through these books. and it is not just books these days. computers, digital ways of learning. we can be global citizens. not just in bayview. you can live in bayview, but you can be a global citizen in your library. understanding that our whole effort to be a global city is directly part of every community, that is what mainta

libraries, for us, is, in fact, a community center. it used to be that you could go read a book, read a newspaper, but i know libraries are a key element to any community. to some extent, it is a place where our children get to do their homework. they come and sit in that room, and do their homework, and in the course of doing their homework, they will browse around, and then they will start reading, and then they will start dreaming, and then they will start plotting against us parents. [laughter] but they will really do wonders for us as a community when they start dreaming and planning. also, the library is a place where different individuals, that may have different attitudes and ideas, different points of view, find themselves in one room, and all this sudden start talking to one another. then magic happens. differences melt away and you come together as a community come as a neighborhood. those are the magical things about a library. that is one of the reason why the commission, the city family, decided that we would not simply op

we got a lot of love from the community. we did not do it all on our own. we had a lot of help from the community. community-based organizations, boys club, the police department, especially this year has made a difference since the chief has stepped into his role. we feel like we have a good communication with muni, thanks to some of the leadership there. 95% of our responders that participated were from the southeast sector and in the first survey we conducted last september, the top three issues were education, -- economy, education, and safety. and among illegal chinese residents, a safety remains overwhelmingly -- among chinese residents, safety remains overwhelmingly the number one concern. when we did the follow-up survey this past june, that had shifted and safety was no. 3. it was the economy and education. it was about jobs and economic survival. for the monolingual chinese speaking population, it remained safety. over 80% of the responders stated that the ambassador program had made a positive difference for them. about 40% reported feeling safer

a community school. every school has a full range the services. the district can't do it alone. school is center of community and really owned as a place by the community. i had i wonderful, i think we can do that. in great britain, they are going to have all community schools. it's what my colleague, jim dierck, is doing. we need to turn every school into a community school. i had a fabulous opportunity to visit this school. it's for kids who have failed in every way. it's colead by the cb on. they do the counseling. vocational work. the district is the class teaching. they have somebody at their side all the time to help with the needs of the student and the principle and cbo get up and meet every morning. they were total partners in making this a community school. then i will be through. i had the opportunity to go to another school at 9 o'clock at night where i thought it was going to be closed. i walk into the school in upper manhattan and it is lit up like a christmas tree. we have to light up every school. it changed the whole neighborhood. it was a beacon of wonderfulness

community. it is hard. you need a tight-knit community. i was walking around here this morning. it is all smiles. though they know that they have got a great place to be, for a long time. the significance of this rehabilitation has other aspects of our wealth and human for the city. its seismic upgrades. extremelif you know me, one of my passions is to be sure we are ready for the next earthquake. for folks who could not move elsewhere, to feel safe in the building they were a part of, helped to contribute to making seismically safe, and our earnings and ability to have earthquake insurance cover them, we have a fantastic story to tell here. in addition, it has added 105 units to the whole 10-year end homeless program that we committed to. this helps to achieve 1800 units of those 3000 that we committed to building. i am sure the people that helped us write the program would be proud. these units are not just high places for people. it is also a service. services from our department of public health and from the human services agency. a collaboration that this building represents

we have a positive relationship with the community. whether it's through a contract or not and utilize that relationship and help plan this with us. with the colin strategy. lanny homes called in and called in the relationships with our community providers. we wound up having a call in with the providers. we focussed on youth already there and needed these connections and engagements with service providers. you are sitting in juvenile hall. you are upset about getting blamed and not having enough time with your family, the probation officer. not knowing. but figuring you might get released. you are called in and there are 30 folks sitting there are for you. opening their doors to you with a whole wide array of services that you can latch on to. we have had 3 of these sessions and spend a whole morning and take units by units into the auditorium. and then they are provided with the list of all of the agency who were there. and we incorporate that into the release plan. it's a plan in the works. i notice one the areas where it's working?
