aaron david miller is a senior fellow at the carnegie endowment for international peace. more than three decades, he helped shape u.s. policy in the middle east at the state department. gentlemen, welcome to you both. sibley, let me start with you. we have seen a lot of cycles of violence in the middle east, but does this feel different to you, the way this ratcheted up so quickly, the way we're seeing people fighting in the streets? >> yes, the escalation was very rapid, and the crise was certainly unexpected. it happened seemingly out of nowhere. certainly, the biden administration didn't expect it. there are two reasons for that. one reason is the issues at stake were core issues for palestinians: the evictions from homes of palestinians in johns hopkins university. this is something something that is obviously an immoral act, but one that the e.u. says it blatantly violates international law. and it seemed to be part of a strategy to limit the number of palestinians in jurez lum and increase the number of jews. comicoming in ramadan when peope are mobilized and prayin

joining me is aaron david miller. you know this region so well. president bietden has spoken to leaders of both sides. there are democrats who want way more engagement. can biden do much here other than watch this play out? >> right now, no. the longer this goes on, the greater the pressure will be on the biden administration to act. electricity, water, rising palestinian casualties and the surge of palestinian rockets in israel. you get a plasz casualty event because an israeli artillery shell finds a residential community for hamas rocket lands in the middle of a population, you'll end up with a mass casualty and this thing will take a very wicked turn for the worse. in 2014 this went on for 50 days. 2200 palestinians were killed. it has an especially and flow to it. seems to believe they have accomplished everything they want. when they do, only then, it will not be joe biden. it will probably be the egyptians that probably deliver what's going to purport to be a cease-fire. >> aaron, you were mentioning some of that pressure on the biden admin

. >> let's bring in now cnn global affairs analyst aaron david miller. so good to see you. this is the second phone call involving biden and netanyahu. in your view, what might this latest call involve? will the u.s. have an ultimatum for israel with these strikes? >> i doubt that, but i think by next week if we're still see egg t -- seeing the israeli air strikes and surge of hamas rockets, the white house is going to have to figure out a way to make it unmistakably clear it has to somehow tamp down. it is not going to play the driving force in concluding a cease-fire because we don't have particularly good relations with hamas. the egyptians are playing a role. but as we saw today with the strike on the apartment building, it's never a good idea to go to war with the press. whatever the israelis were intending, it just as an example, seems to me, the possibility of an even greater horror the longer this goes on. >> as the ap statement underscored that israel knew about the bureau for al jazeera and associated press being housed in that building, so it's not just striking

we want to bring in aaron david miller, our cnn global affairs analyst. i know you're no stranger to the tinderbox that is the middle east, but as ben was saying they haven't seen the scope of, this the fires in tel aviv since 2014. how did this escalate so quickly to where we are and just give us the context. >> it's stunning that a conflict that had been focused and centered on jerusalem and localized has now broadened. the very essence of this conflict has now changed. ben's words are quite wise. there's an enormous amount of resentment that hamas, islamic jihadists are now involved because it shifts the whole character and operation. you've heard the biden administration unmitigated support for israel's right to defend itself. and hamas now seeking to take advantage of defending jerusalem, has now unleashed a barrage of rockets which is going to draw an intense israeli response. this does resemble 2014, which went on for almost seven, eight weeks. it ended with an egyptian brokered, very messy cease-fire. the casualties were horrendous, particularly o

. >>> we're joined by aaron david miller. also in studio cnn chief political analyst gloria borgeer. let me start with you. your reaction? >> great for the people of gaza, for sure, if it holds, and for the people of israel. i don't think there's any doubt it was a combination of biden's honey standing by the israelis for the first period of this, and vinegar, the application of pressure over the last 48 hours that led the israelis to stand down. i think this would have continued for several days longer. and as long as it did continue, you really risked the chance of a mass casualty event on either side. mr. netanyahu wanted a big, political victory, prap the killing of mohammed daif, who they long sought to get rid of. hamas was looking for an end of conflict spectacular. hopefully, all of that will be avoided and the cease fire will hold. last point, ceasefires are made to be broken. let's see what the reality on the ground plays out in this. >> the ceasefire will start at a time to be determined later. does that surprise y

it was a key point that aaron david miller made about the 2014 fighting. in my time there in probably a dozen rounds of fighting, it was behind the scenes egyptian and u.n. moderation that brought that fighting to an end. are those efforts on going now? it's hard to believe they're not, but it doesn't seem like they're going to be successful any time in the immediate future. the conventional wisdom is it wasn't in israel's interest or prime minister benjamin netanyahu's interest or hamas's interest to get into a much larger round of fighting. hamas is trying to stake itself as the defender, as the protector of jerusalem willing to stand up to israel. that partly explains why we're seeing a barrage of rocket fire on tell asutel-aviv. netanyahu is not getting any pushback from the opposition, who are generally supporting this ongoing activity from the idf. >> let's hope if egypt or anyone else is hoping to achieve some sort of cease fire, they succeed. people are dying over there. thank you very much. >>> just ahead, almost 17 million 12 to 15-year-olds coul

and for more on this and for perspective let's bring in cnn global affairs analyst aaron david miller. he was a middle east negotiator at the state department. thanks so much for coming on. i want to get your view on this. break down the cease-fire for us. do you think it will last? or do you think it will backslide inevitably, sadly? >> you know, pam, i try not to make predictions in this business because usually i end up being wrong. largely because hamas and the israelis believe they've accomplished more or less what they setout to do. and any further continuation of the conflict risks jeopardizing the gains they had made. i also don't want to minimize the importance of the biden administration's inner session. i think this easily could have gone on another two weeks had the administration not made clear "a" to the israelis and work with the egyptians to create the circumstances that allowed the cease-fire to take place. the longer this went on, the greater of a danger of a mass casualty event even as a consequence of a hamas rocket or air israeli artillery shells. so biden played

aaron david miller who you mentioned worked in the george h.w.ministration when he thought he had a deal with arafat, arafat walked away. said he could come up with tough-minded ideas that the administration coulden brace. will they? in other words, if you don't know -- it's so hard to get a solution, why touch it. >> exactly. president biden does not have as warm of a relationship obviously with as president trump did. but he does have a long relationship with him. he's been watching this very long. it's different than former president obama i think in every way in many different ways. so this is not something that the biden white house obviously wanted. it's something that land wanted in their laps. i talked to former senator joe lieberman about this this week. he said, look, they have no choice but to act. so they are sending an envoy now, but the president has only spoken about this when asked this week publicly. i am told that they believe his biggest asset is talking privately to the prime minister. which he has done in private phone calls.
