nbc's aaron gilchrist joins us with the latest. aaron, good morning. >> reporter: savannah, good morning to you, for the first time this weekend, crews started moving away pieces of the wreckage here, this is a delicate and difficult operation to try to reopen this vital port in baltimore, and also this morning we're learning that as they move these pieces away it could take months to finish this work. in the meantime, they're trying to work -- trying to open a waterway to allow ships to get in. this morning, a new phase in the round the clock effort at the key bridge in baltimore. new lighted navigation aids now on the potasco river creating a runway on the water for a temporary channel for essential ships only, officials calling it an important first step in reopening the port of baltimore. many of baltimore's 8,000 dock workers are waiting for that temporary shipping channel to open, which officials say could allow some commercial activity to resume. the coast guard sharing video of crews using cutting torches to burn through ste

following all of the latest developments, but we begin in baltimore with nbc news who's correspondent aaron gilchrist, what do we expect, aaron, from the president's visit? >> reporter: well, the president's running a few minutes behind schedule, chris, but his motorcade is on its way to this location where we are where we will hear from the president likely in the next hour or so. the president along with the maryland governor wes moore and the heads of the army corps of engineers as well as the coast guard were able to fly over the wreckage site a little while ago so the president can see for himself the tremendous amount of damage that's been done with the key bridge having fallen a week or ago tuesday, and the bridge lies in pieces along with the ship that's still in the water here, unable to move, as crews have been going into the water, into the site trying to survey the area to get a real picture of what exactly the damage is under the water and the work that's going to be ahead of them. the president will come here and get an operational update from the leaders of the task force that's workin

aaron gilchrist is joining us from wilmington, delaware which is serving as the white house on remotewill this weekend with the president being at his home there. aaron, this will be interpreted how by president biden? what is your sense of this, if and when it passes? >> as we look at the numbers on the screen, it looks as if it will pass. that was the expectation today and from the white house, that this aid for ukraine as well as a separate bill that has aid for israel would both pass here. this is something that the white house would see as a win on several different fronts . you will remember that president biden advanced to the congress a supplemental national security supplemental in the fall at $95 billion in that area and this was something that the administration pushed for months and months for congress to get done. so tosee this happen now and see the bill move through the house and go through the senate and be passed as well, this is something that the white house would be applauding and obviously, it is something that ukraine desperately needs. we watched over the last f

nbc's aaron gilchrist joins us now from baltimore.morning, how long is this operation expected to take? >> jose, good morning, that really is the big question we've been asking repeatedly, and haven't been able to get definite answer about how long this operation is expected to take. it is such a massive operation. the weather here today has been awful as well. we don't know that there's been the possibility of a lot of work happening on the water here. as you mentioned, though, fortunately, there was some progress made over the weekend in terms of being able to put crews out at the wreckage site behind us here, getting some cutting torches to the bridge and being able to start cutting chunks of the bridge away, and then taking -- putting them on cranes and then on barges to be carried off. this is the part of the process that is going to take to remove the bridge in full to eventually remove the ship as well, and then to get divers into the water to recover the bodies of the four men who are still missing. those are some of the centr

joining us now is aaron gilchrist. this is where the president is spending the weekend.re we learning? >> let me start with yesterday. the president has been quiet since he put out a statement. we heard from lloyd austin about the passage of this funding -- security funding he said it will help the department of defense support ukraine and israel and send humanitarian aid to palestinians, and put $50 billion into the u.s. defense industrial base. he said it will create jobs in more than 30 states. this is something that the president can celebrate as a win. but it is a temperate celebration because the reality is that this is money going toward helping war efforts. it is not something that the white house would want to celebrate in a big way. it's worth noting that we are looking at the polling from nbc news. it looked at the job performance of president biden as he moves through this campaign season. you can see on the screen his approval rating is at 42%. but there is a disapproval rating of 56%. while the approval is up five points from january, there is still that 56

let's with nbc aaron gilchrist with the president in wilmington, delaware.or the biden campaign today after trump managed to pull in all of the money last night? i had a spokesperson on earlier who was basically trying to say it is all good. we are the biden campaign of putting our money to good use. >> reporter: that is argument the biden campaign is making. we will hear from one of the campaign managers in a second. i will put it into perspective. while the biden campaign has raised an incredible amount of money, they have indicated they raised $187 million just in the first quarter of this year. the $90 million you noted in the month of march alone. they said it matters how much money they have raised, but it matters more how they are spending that money i want you to hear about what the campaign believes is happening right now with the money were you referenced. >> this is not just about money. it is what you do with the money. our campaign is out raising donald trump i am not sure about the numbers his team is talking about. we will take a look at that

we begin with aaron gilchrist with president biden and wilmington, delaware. alaska the sneakers you are wearing. let's talk about the big fundraising numbers. a lot of money for 31 days. how did they do it and what is going towards? >> $90 million just in the month of march alone. the biden campaign seen in the first quarter of this year they were able to raise $187 million and the point to a grassroots fundraising effort as the driver for these good numbers we are seeing from the campaign month after month. 90 million justin march. 96% of the donations to the biden/harris campaign, a larger democratic campaign effort around the country has come from donators donated $200 or less. they point to a grassroots effort that they say is enthusiastic, is strong and is growing and will enable the campaign and campaigns down the ballot to stuff up in a way that we do not typically see perhaps as early and an election season. they are already adding hundreds of staffers to the hundred plus campaign offices opened in the first quarter of this year. the biden/harris camp

aaron gilchrist is in wilmington, delaware, where the president is once again spending the weekend. what struck me here is 96% of these donors from the biden- harris ticket are under $200, meaning that is mostly grassroots numbers, so the campaign has to be pretty happy about that, right? >> reporter: yeah. i think that is a fair characterization. if you read the press release they put out, they seem to be very excited about what they have been able to accomplish in the last several -- the last year, really, since the biden campaign launched for re- election. in particular, as you know, we look at the numbers coming in just for the month of march and the first quarter of this year. we can show you some of them. again, 96% of the $1.9 million donations that were made in the first quarter of this year were under $200. the campaign says that has really showed an example that shows there is strong and growing enthusiasm at the grassroots level for what team biden-harris, as they call it, is trying to do along with all the down ballot races that democrats will be fielding in the months t

. >>> now to aaron gilchrist following the president in wilmington, delaware.we here for the white house today about israel's decision to move troops from southern gaza? >> reporter: a lot of the questions around this have been- space or is this a representation in a change of direction for the israeli army? the white house position is it does not see that being the case. the national security council's john kirby spoke on several programs today addressing that issue saying he sees it as an operational shift in terms of how they are positioning people for a period of time. not long-term. i want you to hear what admiral kirby had to say. >> the indications that we have been getting this morning is that it is largely rest and refit for troops on the ground consecutively now for four months. they need a chance to come out. what they will do with the troops after rest and refit, i cannot speak to. all i can do is say what i said before. we do not support a major ground operation and rafah and has a changed. we look forward to having conversations about alternatives
