as you know, the city of san francisco has had a major graffiti abatement process for many years. an inordinate amount of money was being spent by the department of public works to remove the graffiti. we're talking about in the order of anywhere between 16 million and $20 million per year was going on for this. ed reskin and i came up with an alternative, more preventive way to address this problem, instead of just responding all the time to what graffiti vandals were doing. so we developed a joint project, which dpw awarded to west $20 millious $20 million per year ta component where young people in the early grades are taught the difference between creating in the public space with permission and creating in the public space without. what are the consequences of that for a neighborhood? there are 15 schools, public schools in the city that participate in this program. we then have the one that you just referred to, supervisor chiu, is a city called street smart. they're weak partner with private property owners who, as you know, if their private property is graffitied and they

there were some delays in receiving the division of safety approval for the abatement stability assessment. now that we have that, we should be able to move forward with our temperamental documents. i hope that we will be able to reach that milestone this upcoming quarter. on the regional side, we actually had a large number of milestones. we actually have 13. we achieved 12 of them. actually, 11. we missed the lauren livermore milestone. the delay was due to the fact that the -- was issued late but more importantly, the wet weather conditions we encountered prevented us to move as quickly as we would have liked to. we are dealing with a key different headings to. tunneling operation started in late april. this was very exciting. this was taken yesterday. we will do all the work under the bay for 5 miles. this will be followed by a year -- a gear which will spend about 600 feet. on march 30th, we had an event to commemorate the start of construction on four different projects on the upper peninsula. we were pleased to have some of our regional partners as well as elected officials. this sh

we have a long and complicated abatement process. if somebody doesn't do something we make you do it. it's much easier to solve problems. there is another landlord responsibility about disabled access. under the fair housing law of the united states. a landlord is obligated. i don't know the exact words, to allow a tenant to make reasonable modifications to their residential unit including entry and exit to satisfy their needs for accommendation for their physical disability. they must do that. so and that ends when the tenancy ends the tenant has the responsibility to restore it to the way it used to be. done at the expense of the tenant. the landlord has to allow them to make those changes. see this done in san francisco where someone says i need to get my wheel chair in my building and i want a lift on the front of the building. the landlord says i don't want a lift. sorry, you are required by the law to let them make it accessible for them. do it properly with permits and remove it when they are through. i appreciate you coming,

abatement hearings never quite happened. i'm thinking that the complaints are going into a round file. i made one last year and have never been called to a hearing. here we have a contractor who is working with impunity without permits. if cal-osha cannot stop him and dbi cannot stop him, why do we even need permits? i think it is easier to require him to get one than to figure out a way to make the city safe if no one has to get one. can we spend a little time so we do not have to come back in a month and tell the same story? i have been working with nancy for more than one year. i've never seen such a bad set of plans as what was submitted in 2010 by this building owner/ contractor. the drawings were inconsistent from sheet to sheet. they were signed by an engineer who may or may not have ever seen the plans. some of the plans were photocopied from an earlier set. there's a problem at 23rd ave. the deeper you dig -- he digs -- the more we might find out. it's too late for a slap on the wrist. this has been going on for nin
