to our knowledge and legislative analyst, it costs the city close to $20 million annually to abate graffiti on our buses and property and all throughout the city. and the city could use this money to use for other things. as former director and supervisor now, i see the huge cost of graffiti incur. and i hear from property owners that paint over offensive graffiti and to return the next day. i have seen people wait for the muni buses. many trying to remove graffiti, and needs solutions. i didn't want to use those who view crime as a harsher punishment. but yet to research best practices in jurisdictions all over the country, new york and chicago and san diego, and to create a nuance plan to reduce graffiti and provide better outcomes for offenders. most of our proposal is administrative, not just legislative. but i want to explain all elements. we will pursue repeat offenders. we estimate that over 90% of graffiti in san francisco are tagged that are by serial offenders. pursuing a criminal case for one act of graffiti, one tag, is an effective use of resources. but the criminal courts have

graffiti and landscape issues will have to be corrected within 72 hours. the legislation also requires that they post a bond with the city so other is not abated the city can do it and bill the applicant against the bond and reimburse the city for the bond if the graffiti is not removed in a timely manner the public works will issue fines of one thousands a day and repeated violations can lead to the city requiring a box to be removed entirely and the underground at this point it is underground the boxes is not considered feasible in media locations it requires an annual public hearing by the department of public works where the city departments and utilities and experts and members of the public can discuss the technology where underground becomes feasible. if at that point if underground becomes feasible the utilities will have to place their boxed underground and colleagues, i look forward to a robust fill discussions and hope to have your support. i want to note we have minor amendments i've distributed most are technical cleaning up amendments one is a location when utilities seek locations on private property the applicant you must offer mandatory co

we were able to abate over a million square feet of graffiti. we were able to do several miles of sewer work. we built almost 2000 [speaker not understood] in-house and we were also able to inspect over 2.7 million square feet of sidewalk that in some cases we were actually able to rebuild, over 25,000 tons of debris that was picked up from our sidewalks, and mechanically swept over 146,000 miles of streets. our premiere program in educating residents and going out and building partnership with many of our city agencies, but also with the communities and the businesses is a program that we call the giant sweep. the giant sweep was launched last year. it is in its second year now. but last year we were able to log over 50,000 hours of volunteers who came out to help clean our streets, remove graffiti, plant shrubs, clean our medians. we were able to work with many of the schools in san francisco by doing outreach to them, but also offering opportunities for them to en
