that's where abby philipp is. abby, if nobody is willing to budge, what does the white house hope to achieve besides the ability to say they met? >> we are getting some indication of how the white house hope this is will all go down. part of it is that the message was clear. the president is not budging on the wall, but what we have heard in the last few minutes according to two sources is the white house is preparing for president trump to make another public appearance to make his case for the wall. probably in the rose garden they are preparing for after this meeting for the president to yet again make his case for the wall. the white house is preparing for an opportunity for the president to try to once again sway the public narrative around this government shut down that has nothing to do with whether or not progress is being made on a deal to end the shut down. according to white house press secretary this morning, the president is not backing down and as you pointed out, nancy pelosi said maybe she might gi

how is he responding to this potential bombshell, abby? >> reporter: well, brianna, we heard from president trump about this. it seems based on his twitter feed this morning that he quoted the fox news report, but at the end he tacked on this comment about michael cohen, saying whe was lying to reduce his jail time and also watching cohen's father-in-law, who the president has been watching for a long time, suggesting trump ought to be investigated. trump has been trying to undermine michael cohen for some time now, but that has escalated in recent weeks, especially after michael cohen agreed to testify publicly in congress about all of the things that he pled guilty to in criminal court over the last year. but this morning the white house, in addition to undermining cohen's credibility, would not necessarily directly address the buzzfeed story. deputy press secretary hogan gidley was on fox news this morning and was asked directly multiple times and here's what he had to say. >> you're saying the president did not tell michael cohen to do

cnn's abby phillip live at the white house.ese are eye-popping numbers. >> they really are and they reflect a turnover that's very unusual for a presidency that is more than two years in. both president trump's pret predecessors never experienced this level of turnover, certainly not in as high a level of cabinet. you see the president really struggled to get these positions through, both a combination of moving the senate through that's been closely divided in the last couple years, and also trouble filling these jobs. 70 vacancies at the state department, 14 at the pentagon and 17 at the justice department. what's interesting is president trump in recent days says he thinks this gives him flexibility. but what we have heard in our reporting from the republicans and from the president's allies is that is bafsically a coping mechanism. he's put in place in a quarter of his cabinet-level positions acting officials. that is an effort on the president's part to really try to backfill some of these positions. but republicans on the
