joining me now is abby phillips and chris miller, author. rick, is what happened on this call -- is this illegal? what do you hear in this phone call between the president and the secretary of state of georgia? >> it sure sounds like what the president was asking for was for the secretary of state to manufacture votes. just enough votes to give him a one vote margin in georgia. not sure how this would work. georgia already sent in its electoral college votes. but sounds like a crime under federal and state law. when you ask someone to comep with fake votes that's the definition of election fraud. the only question here i think is about trump's state of mind. if, in fact, he actually believes the kind of nonsense he's been spouting about fraud and this would not be manufacturing votes but actually righting a wrong, maybe he could make that kind of defense. but i think there's enough for georgia and federal prosecutors to look at as to whether or not this actually is a crime. >> abby, let me play what the secretary of state of georgia, brad ra

analysis from abby phillip and maggie haberman of the "new york times." in with this effort by the house minority leader kevin mccarthy to stop this infighting among house republicans. do you think it will be successful? >> it seems unlikely that it will be successful. just given that kevin mccarthy is trying to balance two things at once, wanting to move his party forward but not wanting to lose the support of his membership and the leadership position he has. but what's happening in the rank and file of the gop is that those members have no doubt about what the future of the republican party is. they believe very firmly that it is with former president trump. and so you're seeing them really pushing back on people like liz cheney and those other ten republicans who voted for impeachment who are facing enormous backlash. and i don't think that that's going to change anytime soon. i think this is really a message being directed at kevin mccarthy, that the power lies with the trump base, not with him or any other establishment figures who might want to try

political correspondent abby phillip. dviser to president obama david axelrod who's a cnn senior political adviser. abby, listening to the president-elect tonight it's clear economic recovery, vaccine rollout are the first priorities. of course anything he proposes is against -- as jeff was just saying, the backdrop of the impeachment trial. how does he navigate that? >> well, i think that he starts with the things that republicans have already said, some of them, that they want, which is $2,000 checks. president trump actually made that a big deal just before the new year, and many republicans as a result were on the record saying that that's something that they wanted as well. so i think that that helps biden in a lot of ways. but i do think the impeachment is going to hang over all of this. it's going to create an environment in which republicans are being forced to choose between resisting biden and showing allegiance to trump and getting things done. and i'm not sure many of them are going to choose to get things done

. >> leader abrams, this is abby phillip.democrats want to have a majority in the senate, they have to have a clean sweep tonight in georgia. if that doesn't happen, what are the stakes here? what does it mean for president-elect biden's agenda if republicans are able to maintain control of the senate? >> i'm less concerned about the agenda and more concerned about the people. we live in a state that is a fourth the size of california, yet we have 670,000 infections from covid. we have more than 10,000 deaths, close to 11,000, who have died of this disease. we have 400,000 georgians out of a job. we have 3.9 million georgians who either lost their jobs or are their hours reduced. we have 161,000 facing evictions if we do not restore and renew the eviction protection embedded in the last relief package. rather than debating what it means for an agenda, we need to talk about what it means for georgia, what it means for america. as soon-to-be-president biden said yesterday, he doesn't want people who are loyal to him, he wants p
