i will not be able to support this amendment for a couple of reasons as suppose or cohn just pointed out that this means that home owners within those areas that have in law units that those in law units won't be able to be voluntarily legalized. and this still leaves those individuals in those neighborhoods in the legal limbo that we've been talking about. let me mention another issue that are raised by those neighbors covenants and agreement on what they permit and don't permit . there was a concern from my legislation that those would impact those. i included to make it clear that my ordinance does not supercedes those and my addressing the concerns by supervisor yee and his concerns for the district. the other thing i would say is that i think it's important that we apply this fairly throughout the entire city because essentially with supervisor yee's amendment this would be saying in 10 or 11 districts we are moving forward with this but a portion of supervisor yee's district we won't be doing that. we have existing in laws in every district in every neighborhood. those foegz --

we were able to cut $224 million, about 30 percent of our capital plan to a chieve a balanced budget. these are two things we were able to continue to provide $50 million of savings to the general departments and others. this is a slide that talks about what the cuts were and here, $224 million in cuts and deferrals looks like . so you can see we had to cut energy efficiency and also city renewables as well to achieve a balanced budget. we figured out how to balance it two years ago, but the structural challenge remains and so we have some additional challenges these next two years, in the next two year budget. we have new capital and operation needs that have been identified. the one i talked about is mount tunnel rehab, which is $519 million increase of what we had in our prior capital plan. we also have an additional pge transmission and distribution and street lights. we have additional costs associated to regulatory compliance that comes to about $32 million increase. and on top of these we are seeing a decrease in supply power sales which represents about $13 million in lost rev

students are able to earn 2.5 credits for this program. we have stipends funded by comcast. this is sprout funding the teachers. we're excited to talk about our students success structure. one thing that we're careful about is making sure all of our students receive an orientation prior to being placed in summer internship program. we're going to have a week long orientation that's 20 hours long and that's going to focus on professionalism and literacy since this is the first paid organization for our students. all of our students will have a work site visit by their summer internship counselor and check on the students and the host to make sure both parties are mutually satisfied with the placement. it's important for us to get feedback from students and from the employers. this feedback was done last year and we were able to make recommended changes so we can have a better program for this summer. and i apologize. i think we have run out of time on this item. >> so what i'm going to do is open up for questions from board members and then open up for comments. commissioners
