joining us live from abuja in nigeria. just remind us what does a state of emergency mean and ultimately how effective has it been to justify an extension? >> well, what this essentially means is that those three northeastern states continue to be active areas of military operations, it gives the military the complete upper hand in the area, above the police, above any other authority, means this troops are allowed to conduct searches, to arrest and detain suspects and to carry out essentially lock downs in the entire area whenever they seem -- whenever they deem fit. when the president introduced this state in may 2013 he justified it to the nation saying these extraordinary measures were necessary in the face of what he described at the time as a declaration of war by boko haram and their continued campaign to undermine the authority of the state. what you have for the past 18 months is essentially a lot of criticism. people saying there has been no proof really that the state of emergency has successfully managed in con
