academic focus. i think here in dc, i think in new york city, in denver, you see examples of schools that are thriving, district schools that had the right level of autonomy from the district. what i worry about is, i'm not sure just that charter -- the presence of a large charter sector or authorizing model is going to lead to that thoughtful autonomy in district schools. and in fact we know it hasn't. there are a number of examples around the country. detroit is one of them, where having lots of charters, having lots of charter authorizers, has been associated at the same time with very poor performance in both the charter sector and the district sector. so there's more to it. you need rigorous oversight of the authorizers, willing to close bad authorizers. which means someone, state, governor, someone at the end of the day has to be the singular accountable authority for those authorizers. you need a resource environment that makes sense for the reasons that scott described. there are a few examples around the country of districts that are essentially being starved of resources as students move to
