public access television was one of these. they pumped millions of dollars into a complain to negotiate cable franchises on the state level rather than the sit by -- city by city basis. the money talked and the legislators in 20 other states were hoodwinked into passing similar laws despite the importance of this very sacred first amendment right. the right of free speech by our citizens. the mantra of the phone companies was cheaper rate. the digital infrastructure and video competition act passes and once again our legislators were grossly misinformed and suckered into passing this legislation whose true goal was only saving the phone companies money, period. let's fast forward to today. we are here because the act was promised additional funds from the cable company to support san francisco comments. our new public access provider. the money is necessary simply to keep the doors opened. no one can rub a -- run a public access channel on $170,000 a year. it barely pays the rent on market street for access san francisco. our

on access to capital, unsurprisingly over the last couple of years there has been reduced access to capital. i have heard from a lot of people that banks aren't making loans. then i looked at data from the community reinvestment act, and you can see how there has been a sharp decrease in 2008. if i had the 2009 data, you would see a continued decrease there. so now more than of those alternative loaners, the non-profit lenders are really important. they have seen demand for their services skyrocket. there is inconsistent quality of loan packagesing. some of the organizations have relationships wii the loan officers at the bank, and those organizations are able to do well and help the applicant meet the bank's needs, but other organizations aren't able to do that. i found that -- small businesses are having difficulty getting loans between $50,000 and $2 million. there are providers of smaller loans and providers of larger loans, but that sweet spot is missing. i am going to move on to commercial corridor revitalization. i found that our space programming is a strength. it enables us to reac

i think there are a lot of ways that people can access the system we have. i do not think we have a need to do anything more. if we are only a holding on to our mental health services by the skin of our teeth, there has been discussion about restoration's we have made to our mental health services. i am not fully clear that we have made full restoration to those services. we could only enact laura's law if it would not replace outpatient services -- voluntary outpatient services in the city. i am not sure we have the ability to enact laura's law without doing that in the city. that is a big concern i have. city-wide mental health services received a $1.4 million cut. the mayor restored part of that. the board may be able to restore the rest of that. that is a major service in the city. it is something i know will be on the chopping block again next year. i hope it is not, but i suspect it will be on the chopping block next year along with other mental health services in the city. it does not seem like we have the ability to implement it without replacing exi
