i totally agree with the aclu. i don't know about taser is, but $1,000 per taser, we are already talking about where the money is going to come from to send a focus group to memphis. if teasers -- tasers are adopted, they will become a stepchild of tasers because of lack of funding. they are always at the end of the line. i understand this is not the health commission, but i must say something. i am living in a kafka-esque world of mental illness. constantly having our loved ones rushed instead of individuals. just last week, we know that continued residential treatment, resources are limited. this is all we can do. with the drug dealers constant, or the family, they failed to take their medication. there is no follow-up. the police are called over and over again. they are very closely connected. >> commissioners, the evening. -- good evening. i have watched the procedures, and not one of you brought up because factor. -- the cost factor.

there has been some legal developments with the aclu that may have changed the context somewhat on this issue, the impact of the disproportionate impact of layoffs on severely impacted schools. this is the next slide. it shows some of the steps we have taken since last year to provide additional flexibility to site-based budgets. we have four block grants we have loosened the purse strings on. schools have given us feedback that this is appreciated. we have done two things. we have let the schools have discretion to spend those resources on a wider variety of uses. we have committed that they can carry over unspent balances from one year to the next. this by no means solves the problems of the schools are facing. but the help incrementally. they do seem to be appreciated. the last slide is a draft budget development time line. it is very high level. there is a school planning summit for saturday. there is preliminary notification for certificate and layoffs. notices would be issued by march 15. the school budgets will be due march 24. the notification of certificate employees would take

i can tell you right now i was appalled by the video shown by the aclu attorney with the miss uses and abuses of tasers. you heard from john burris that we have a very, very low record of police misconduct in comparison to major cities. but i am also equally appalled and upset as i sit here and we review officer-involved shootings and see individuals where officers had to take their life. you know deep in your heart if there was a taser, that person would be alive today. that is a video that runs in my mind after each of these shootings. that is important. even dr. sang -- he was a great witness, although he was honest about his numbers. we are left with very little of an option here. it is either a farm or another device. we know police use firearms. we owe it to officers and the public to give them another option. we heard from a lot of lawyers. when is the last time one of those lawyers has ever made an arrest? when is the last time a lawyer has been on the street and had to fight for somebody? when is the one -- when is the last time lawyers had to worry about going home to their c

so i don't know if i've gone over but a lot of times when we work with our attorney partners or the aclu, they always call us if they have exals of course human rights abuses. i think to myself, well, that says a lot about our program but also a lot about the community we're in, that families are in constant crisis, whether for deportation, i just had a family deported for taking a nail at home depot. or family crisis. a lot of folks are part of the restaurant or hotel industry and that's been in crisis and we see it when people are unemployed and disemployed and underemployed and it affects the family. so thank you for the recognition. we're going to continue the work. six years later, in 2011, we brought over 150 people to philadelphia, including the aclu and representatives from police departments across the country, canadians, british. we looked at the evidence. we said, "where are we today?" we were asked by the department of justice to do a study. that is here. it looked at what is the impact that ced's are having an departments that use them and do not use them. if you will allow me, i am going to review the findings. this is from the national department of justice study, independent of the manufacturer. perf compared the experience is over seven years of law enforcement agencies that use conductive energy devices with agencies that do not use ced's, reviewing thousands of incidents. the study was supported by the national institute of justice research arm of the u.s. department of justice. the study showed that use of ced's is associated with a 70% reduction in the chances of an officer being injured, compared to agencies that do not use them. the odds of a suspect being injured are reduced by more than 40%. all in all, we found considerably strong
