jim acosta is at the white house. we begin with our pentagon correspondent barbara starr on that higher state of readiness within the u.s. military. when did it start? i assume i know why. tell me the decision-making process. >> candy, what we have learned is it was earlier this week as the threat emerging, defense secretary chuck hagel began sharing chairing a series of high level meetings in the pentagon, saying where do we have troops, what can we do? there are marines on duty in southern spain, southern italy, and in the red sea. hagel ordered that they be on the highest possible state of readiness. this is something the military doesn't take lightly. they've done it before. how ready can they be? they can be ready to be on airplanes with their weapons ready to go within one hour of getting the order. so they have them spread out, ready to go, closer to yemen that sits in the red sea if something were to happen. they have to be across a wide swath because they don't know if something's going to happen and they don

let's start at the white house with jim acosta. what's the latest from there, jim? >> what i can tell you is that the president has nod meat a final decision on action against syria, but i talked to a white house official. they feel like they have made a strong case in the event the president calls for a military strike on syria, saying the administration is pleased with the response to that intelligence report on last week's chemical weapons attack. the feeling inside the white house is they believe this presentation today "exceeded expectations," providing what they're calling a compelling tick tock on how the attack took place. it's starting to sound not a question of if but when. if official says everybody acknowledges the gravity of the situation. the president does not take this lightly, and even though they may have to be settling for the support of world leaders after this action is taken, this white house official that i talked to earlier said the president is still prepared to take unilateral action against syria. >> jim, there's some saying that the presi

dana, you can weigh in on this but i want to go to jim acosta. i want to find out from the white house. jim, was there a big split on friday night when the president told his advisers what he plans to do? was there a split at the white house? >> reporter: there was. anybody who enjoys the theater of washington, this was high drama that broke out friday evening. keep in mind this briefing that was held by national security and senior administration officials earlier this afternoon with reporters, they laid out the tick tock of how this went down. seeking congressional authorization was not an option on the table according to senior administration officials. this was an idea banging around inside the president's head. it was on friday evening after he made those remarks sitting alongside the baltic leaders after john kerry came out and made those forceful remarks, the president asked his chief of staff to go for a walk and it was during this 45-minute walk that the president told his chief of staff that he was starting to have second thoughts about

cnn's senior white house correspondent jim acosta joins us now with all the latest from there. hi, jim. i know you've been working the story furiously. today the administration released its declassified intelligence assessment, its case for an attack, so what is the president's evidence? >> reporter: well, jessica, i can tell you from talking to a white house official, they feel pretty pleased about the way this intelligence assessment was received. just to walk through some of the evidence, the four-page document lays out the more than 1,400 people killed in the gas attack last week in damascus, around damasc damascus, and 400 children. but throughout this document, jessica, it's interesting to point out, they keep referring back to videos. they talk about how they've identified 100 videos that they've attributed to the attack, many of those videos documenting some of the chemical exposure that was suffered by many of the victims in this attack. and they also talk about intercepts of communications involving a senior official that they say was intimately familiar with the offe

let's bring in jim acosta. there's no doubt that the united states is going to act. the secretary of state saying if the u.s. were to remain silent that would be a disaster sending the wrong signal. the key question is when will that begin. i assume it will begin fairly soon because the president is leaving for russia in the middle of next week. >> i think that's right, wolf. we should caution the president has not laid out a time line for what his response will be. the u.n. has said weapons inspectors in syria will be out tomorrow morning. that opens up a window of opportunity for the president to take action between that point and when he leaves for the g-20. there's about a 72-hour time frame for when the president will act. just to go back to what the secretary of state was saying a few moments ago. it was striking because he was talking about some of the unclassified intelligence that they were willing to put out. he talked about the communications that were intercepted indicating that people inside the syrian government orchestrated this. over and over again he
