acu, cpac as well as their sponsors for giving us this platform to discuss how the obama administration executive overreach in the areas of energy and environmental policy as well as the path forward from here. outside of president obama's recent attempts to politicize the tragic death of justice scalia, one of the biggest fights being waged by this president right now is our entire electric system via executive orders, this president is taechlting to limit the ability of states being energy independent by restructuring the entire energy grid to favor renewable energy sources that the president and his allies prefer. he has dub this had regime the clean power plan and attends for it to be a hallmark of his legacy, particularly on climate change. but if the clean power plan is ultimately implemented, it will dramatically raise our energy costs and kill jobs. once again, this president has acted unilaterally outside the rule of law and without congress. so the clean power plan is a pretty bad deal. not all hope is lost. the panel joining me on this stage today have led the charge, fightin

then pat nolan with acu. he heads the center for criminal justice reform.has been an advocate for many people that have been caught within the system. so how we're going to do this is i'm going to open it up, everyone is going to have an opening statement, if you will, of how as conservatives we should approach criminal justice reform or does the system not need to be reformed at all. so sheriff clark, take the first stab at this. >> thank you. good afternoon. folks, you're not being told the truth when it comes to this criminal justice reform and sentencing reform. i call it the three lies of criminal justice reform, the three big lies. the first lie is that this will only involve low-level non-violent offenders. that makes up such a small portion of the prison population, either at the state or federal level. you would barely put a dent in the prison population if you just stuck with low-level -- true low-level non-violent offenders. lie number two, that it will reduce crime. you're smarter than that. okay? that flies in the face of getting tough on crime
