joining us now is representative adam schiff.e is on the house congressional gun violence prevention task force. he joins us from burbank, california. welcome back inside "the war room." >> it's great to be here. >> michael: it's great to have you, congressman. i want you to take me inside this bill and tell me a little bit about what it does. >> as you mentioned the gun industry enjoys a form of immunity like no other industry has. they can act in a negligent way and be immune from responsibility. dealers are responsible for a huge percentage used in crimes 1% sell 57% of the guns used in crime. they are turn a blind eye to these straw purchasers who buy weapons, transfer them to people who would be precluded from getting a gun themselves and nobody can hold them responsible. and that really ought to change because the background system -- and i'm certainly hopeful that we'll pass background checks, that will only be as good as our ability to enforce it. >> michael: congressman how does this happen? how has the gun industry been

adam schiff, a boston area. thank you for joining us.'m sure your heart is going out to your native city here. so congressman, take us through this. should he be tried as an enemy of the united states, an enemy combatant? can he be prosecuted in that manner? >> well, i don't think we have really seen any evidence yet that would support treating him as an enemy combatant. this is somebody who is a u.s. citizen, arrested on u.s. soil for acts committed on u.s. soil. really far appeal from the paradigm of an enemy combatant, captured on an enemy battlefield. we don't have any evidence he's part of an al qaeda cell or been foreign directioned here. it's possible that could materialize but i think it is very hasty tore calling for his treatment as an enemy combatant. moreover, we haven't had much success in trying enemy combatants in our military commissions. criminal courts have been much more successful in the expeditious prosecution of terrorists. so this rush to want to proclaim him an enemy combatant and get embroiled in a system, frankl

we're now joined by california democratic congressman adam schiff.is the ranking democrat on the house intelligence committee. he is among the lawmakers who have been briefed on the boston investigation including a briefing last night. congressman, thank you so much for joining us this morning. let me start off with this news that we did hear overnight, that the fbi not only the fbi was informed by the russians at tamerlan tsarnaev in 2011 but later in the year the cia was also informed by the russians. the russian intelligent service reaching out to the cia. both the fbi and cia independently looked into this brother and found no reason to continue their investigation. but it doesn't appear that either spoke to each other. what are you hearing about that? >> well, it seems like it's really two identical or nearly identical inquiries merely sent to two different agencies. the fbi responded. they went out, interviewed him. they did a background of all the online traffic to try to find out was there any information indicating that he had been radicaliz

. >>> joining mess is adam schiff. always good to see you.me. >> good to see you. >> you heard mike rogers say more arrests are forth coming. do you agree with him? >> i'm not sure i do. really the investigation is just getting started, in particular we want to need to know what happened when he was in dagestan, but to stay there will be more arrests i think is jumping the gun a bit. there are persons of interest. were there people in the united states who helped with that process? was it done mostly online? how much of that radicalization took place in dagestan, but i don't know that we can conclude from this there will be more arrested? >> there there are some reports out that nbc has yet to confirm, but they suggest russian intelligence wiretapped conversation between the mother and tamerlan in which they discuss jihad. can you tell me if those tapes existened and if so what is speaking on them? >> i think it's been disclosed that there was a wire intercept, that was the basis of why the russians provided this lead to us. we don't have muc

adam schiff. what is going on here. has this been a massive ball dropped collectively by the fbi and now the cia? >> piers, i don't think people should leap to that conclusion. both because i don't think we have seen the evidence that that is in fact what happened. and because the investigation is still very early. when the fbi got this information from the russians, they went out, did an interview, did a pretty thorough look at this subject of the russian concern. they then went back to the russians and said we haven't been able to find anything. what have you got? give us some guidance here. the russians didn't respond, went back to them a couple more times and got no further information from the russians. so what they did check out, they weren't able to verify in any way. and i don't think that should lead us to conclude that somehow the fbi dropped the ball. also, these claims that there were multiple requests by multiple -- by the russian government to multiple agencies, from what i gather, there were only two requ

joining me now, california congressman, adam schiff. i want to talk to you about what we are seeing out of connecticut and what that state has been able to do. as we look at the gun control bill, increased background checks, widens the assault weapons ban for eligibility purposes and a dangerous weapon offender registry. as we look at the poll out, do you support stricter gun control in this country, 53% support it. why can't anything get done in washington, d.c. when the numbers are like this. >> it points to what a dysfunctional congress we have. the background checks not only enjoy the majority support, but the support of 90% of the people. it's dividing the country down the middle, this isn't. a strong majority, over chewhel number support it. why can't beget this through in short order? we should be able to. i think we will be able to but there are other steps in addition to universal background checks we should be taking to enjoy support like a ban on assault weapons and high capacity clips. we have to fight this out and get it do
